Parks staff has been working with Storm Water and Engineering staff on the preliminary design and improvements to the lagoons. The City has hired AECOM, in conjunction with Rettler Corporation, to design lagoon improvements that will help address flooding issues as well as water quality issues. In addition, park improvements consistent with the South Park Master Plan are incorporated into this design. Staff from AECOM, Rettler and City Engineering will be at the meeting to provide details on the project and preliminary design. Included in your packet are the following: South Park preferred concept plan from the South Park Master Plan Aerial showing the existing site and lagoon configuration Grading plan for the project showing the improved lagoon configuration Detail plan showing the various shoreline improvement options Conceptual design showing an overlook design 2.Discuss potential construction of restroom/shelter in conjunction with a wastewater facility building in Mary Jewell Park The Board will discuss the potential construction of a restroom/shelter facility in conjunction with a wastewater facility building in Mary Jewell Park. Included in the Comprehensive Outdoor Recreation Plan (CORP) for Mary Jewell Park is construction of a restroom/shelter building. Recently, City Engineering staff approached our department to discuss the potential for construction of a lift station in Mary Jewell Park. A lift station is necessary in this area of the city to reduce risk of sewer backups into homes during heavy rains. City engineering staff will provide further information at the meeting regarding the need for the facility. Knowing that our CORP indicated a need for a restroom/shelter facility due to the heavy use of the youth baseball diamond, we expressed an interest in incorporating a restroom/shelter in the lift station. We also discussed this idea with Steve Dobish, Lakeshore Golf Course General Manager, and he voiced support for the project as the restrooms could be utilized by golfers and the shelter would provide cover for golfers during inclement weather if necessary. A final consideration we considered is the potential in the future for a multi-use trail connection going through this area of Mary Jewell Park from the Tribal Heritage Trail/Bridge to Rainbow Park and the rest of the city bike and pedestrian trail system. This restroom facility could be utilized by users of this future trail connection. The city would also avoid the cost of acquiring additional property to locate a lift station. The purpose of this discussion is for the Board to provide initial input on the idea before we go forward with building design and cost estimates.
