PURPOSE: AMEND DESCRIPTION OF BOUNDARIES IN SPEED LIMIT
ORDINANCE PERTAINING TO OSHKOSH/CONGRESS AVENUE
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27-8 OF
THE OSHKOSH MUNICIPAL CODE PERTAINING TO SPEED LIMITS
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27-8 of the Oshkosh Municipal Code pertaining to
speed limits is hereby amended as follows:
SECTION 27-8 SPEED LIMITS
OSHKOSH AVENUE/CONGRESS AVENUE
Remove Therefrom: Thirty (30) miles per hour – Congress/Oshkosh
Avenue, from Koeller Street to Algoma Boulevard,
Omro Road from Oshkosh Avenue to Rath Lane,
Thirty-five (35) miles per hour – Highway 21 from
Highway 41 to 300 feet west of Omro Road, Omro
Road (STH 21) from Rath Lane to Highway 41.
Add Thereto: Thirty (30) miles per hour for all vehicles on
Oshkosh/Congress Avenue from northbound
Highway 41 off ramp to Algoma Boulevard.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #16-113 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27-8 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
SPEED LIMITS) on March 8th, 2016. The ordinance amends the description of
boundaries for the 30 mph speed limit on Oshkosh/Congress Avenue from the
northbound highway 41 off ramp to Algoma Boulevard to adjust for reconstruction of the
intersections in this area.

Ordinance 16-92 Approve speed limit regulation code update on Oshkosh/Congress
Avenue
BACKGROUND
The ordinance change on Oshkosh/Congress Avenue cleans up the municipal code to match the
reconfigured layout of the roadway with the roundabouts. The current ordinance is outdated and
references intersections with Rath Lane, which no longer exist. The Traffic Review Advisory Board
4-0 unanimously recommended this item.
ANALYSIS
I worked with the Wisconsin DOT to make sure our code matches where their jurisdiction starts and
ends on this roadway, which is also part of State Highway 21. WISDOT jurisdiction begins and
ends at the northbound highway 41 off ramp. The city sets the speed limit east of this location. The
city speed limit is currently 30 MPH on this stretch of roadway so the ordinance does not change
the existing speed limit.
FISCAL IMPACT
The only fiscal impact of these ordinances is the cost of signage, which would come out of the Sign
Department's operating budget.
RECOMMENDATION
I recommend the Common Council approve this ordinance change to section 27-8 Speed Limits of
the municipal code
