PURPOSE: APPROVE PARKING REGULATION CHANGES ON 10 AVENUE
AND ON BOWEN STREET
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11
OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS

Remove Therefrom: No parking, south side, from 79 feet to 196 feet west
of South Main Street.
Add Thereto: No parking, both sides, from South Main Street to
120 feet west of South Main Street.
BOWEN STREET
Remove Therefrom: No Parking, both sides, from Bay Shore Drive to Fox
River.
Add Thereto: No Parking, west side, from Bay Shore Drive to Fox
River.
Add Thereto: No Parking, east side, from Bay Shore Drive to 232
feet south of Bay Shore Drive and from 405 feet
south of Bay Shore Drive to the Fox River.
Add Thereto: No Parking, both sides, from Bay Shore Drive to Fox
River from 10 p.m. to 5 a.m.

SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #16-112 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on March 8th,

2016. The ordinance changes will take effect for 10 Avenue after the opening of a new
business located at 1009 South Main Street and placement of appropriate signage and
for Bowen Street after the reconstruction of Bowen Street and placement of appropriate
signage for that street.

RE: Ordinance 16-91 Approve parking regulations on 10'h Avenue and on Bowen Street
BACKGROUND
The removal of parking on 10th Avenue is needed to allow enough room for the proposed 5th Ward
Brewery to receive deliveries via semis. The second ordinance changes a one car loading zone to
2 hour parking. This change was requested by the police department and the owners of Ratch and
Debs Pizza. Vehicles must be attended in a loading zone. The vehicles that use this space are
often unattended which led to a citation. The affected parties agreed 2 hour parking best meets
their needs. The third ordinance allows parking for approximately five vehicles on the east side of
Bowen Street after it is reconstructed from Bay Shore Drive to the Fox River.
All three ordinances were recommended by the traffic review advisory board (TRAB) at their Feb. 9
meeting (4-0).
ANALYSIS
Parking is already prohibited on the south side of 10th Avenue in the affected area. Removing
parking on the north side will allow enough turning radius for delivery vehicles servicing the 5tn
Ward Brewery. The 5th Ward Brewery has offered use of their parking lot to the business owner
who may be affected by this restriction. The change from a loading zone to 2 hour parking on
Bowen Street may have unintended consequences such as cars parking for up to 2 hours when
Ratch and Debs would like to use it for delivery drivers to load. This was discussed with the
owners of Ratch and Debs and they agreed 2 hour parking best met their needs. It was made
clear that if changed, we will not be changing it back in the near future. The allowance of parking
on Bowen Street south of Bay Shore Drive will allow better access to the fishing pier at the end of
Bowen Street. The reconstructed street will be 28 feet wide with a sidewalk that allows for parking
on one side based on our traffic review warrants. Allowing parking on the east side of the street
only will allow better access to the sidewalk and still allow the residents a view of the river while
minimizing issues of ingress/egress to their driveways. The traffic review advisory board decided
that it was best to limit the parking to the hours the fishing pier was open, to only allow enough
parking space for approximately five cars, and to not allow it until the street was reconstructed.
These modifications were made to limit the impact to the affected area residents.
FISCAL IMPACT
The only fiscal impact of these ordinances is the cost of signage, which would come out of the Sign
Department's operating budget.
RECOMMENDATION
I recommend the Common Council approve these ordinance changes to section 27A-11 Parking
Regulations on Designated Streets and Alleys of the municipal code
