HomeMy WebLinkAbout07. 16-101MARCH 8, 2016 16-101 RESOLUTION (CARRIED____7-0____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PURCHASE PURSUANT TO STATE OF WISCONSIN COOPERATIVE PURCHASE FOR 2016 FORD EXPLORER FOR PARKS DEPARTMENT TO EWALD AUTOMOTIVE GROUP ($27,477.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the Parks Department has determined a need to purchase a new vehicle that will be shared by the Special Event Coordinator and Revenue Facility Manager for daily operational needs; and WHEREAS, the Parks Department determined that a 2016 Ford Explorer will best fit the needs of the vehicles use; and WHEREAS, by participating through the State of Wisconsin Cooperative Purchase program, staff was able to obtain a more competitive price; and WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that purchases may be done without the use of formal sealed quotations or bids pursuant to a contract with any other local, state or federal governmental unit or agency; and WHEREAS, Ewald’s Ford holds the State of Wisconsin’s Department of Administration contract for Light Duty Trucks. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned vehicle from: EWALD’S FORD 36833 E. Wisconsin Avenue Oconomowoc, WI 53066 Total: $27,477.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Box 1130 Oshkosh, Wisconsin City of Oshkosh 54903-1130 � � O.IHKOlH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: February 26, 2016 RE: Approve Purchase Pursuant to State of Wisconsin Cooperative Purchase for 2016 Ford Explorer for Parks Department to Ewald Automotive Group ($27,477) BACKGROUND The Common Council allocated $37,000 in the 2016 Major Equipment CIP to replace a 2005 Dodge Crew Cab used by the Parks Department. The new vehicle is to be shared by both the Special Event Coordinator and Revenue Facility Manager for daily operational needs and transport of employees/materials for special events. The new vehicle will replace a 2005 vehicle that has suffered much wear and tear that is no longer cost effective to maintain/repair. The 2005 vehicle will be sold at auction. ANALYSIS Purchasing provided Parks staff with the State of Wisconsin Department of Administration contract (#SOSENT-M16-2016VEHICS-00) for Light Duty Trucks. Parks staff determined a 2016 Ford Explorer SUV would be an excellent match for the needs of this vehicle. Purchasing then solicited a price for a 2016 Ford Explorer from Ewald Automotive Group, a vendor assigned to this contract. FISCAL IMPACT The total fiscal impact of a 2016 Ford Explorer pursuant to this state contract is $27,47'7. The 2016 Major Equipment CIP allocated $37,000 for this vehicle. Funding would be charged to A/N#: 323-0610-7210-06621. RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12-15 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve this purchase pursuant to the State of Wisconsin Cooperative Purchase for Light �� Duty Trucks for the Parks Department to Ewald Automotive Group, 36866 E.
