N58W14810 Shawn Circle Menomonee Falls WI 53051 Total Bid: $59,416.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: February 26, 2016 RE: Award Bid for Leaf Vacuum with Front Mount for Street Division to Stepp Equipment Co. ($59,416) BACKGROUND The Common Council allocated $65,000 in the 2016 Major Equipment CIP to replace one of the older leaf vacuum units (a leaf vacuum unit packaged with an older tandem dump truck) used for leaf collection operations. The older unit's chute is worn out from years of use and requires frequent repairs. The new unit will have a torque converter that will require less maintenance and will have a more fuel efficient engine to conform to updated emissions standards. Like the former unit the new leaf vacuum unit will be mounted and fitted onto a truck chassis. ANALYSIS Working with the Street Division, Purchasing reviewed and prepared bid specifications seeking vendors for this unit. Bids were received on February 11, 2016. The bid tab is attached. While two bids were initially received, one of the bids submitted a leaf vacuum model that is primarily designed to be mounted on a pull-behind trailer which the bidder proposed modifying to meet our needs to be truck mounted. Their proposed modifications raised several maintenance and operational concerns including limited/reduced operator visibility of the vacuum area, a design that required full removal of the unit's front end for any motor maintenance and a vacuum snorkel framework that provided very limited curb and ground clearance. Because of these concerns this particular model was rejected from the bid process. Conversely, staff analysis of the American Road Machinery unit did not raise any concerns and met our minimum bid specifications. FISCAL IMPACT The total fiscal impact of this bid is $59,416. This item was budgeted in the 2016 Major Equipment CIP at $65,000. This project will be charged to A/N# 323-0430-7210-06623. �� RECOMMENDATION Purchasing recommends the Common Council award this bid to Stepp Equipment Co. for $59,416.
