DORNER INC., FOR PAVING, SIDEWALK, DRIVEWAY & UTILITIES
/ FIRST LOCAL STREET CONCRETE PAVING PROGRAM
(NORTHSIDE AREA) ($5,940,305.41)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has heretofore advertised for bids for the paving,
sidewalk, driveway and utilities for First Local Street Concrete Paving Program; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
Dorner, Inc.

Total Bid: $5,940,305.41
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

(Northside Area)

BACKGROUND
The purpose of this project is to reconstruct Bowen Street from Otter Avenue to the Fox River, Mill Street
from Otter Avenue to the Fox River, Otter Avenue from Broad Street to Bowen Street, Ceape Avenue !mm
Mill Street to 8owen Street, and Bay Shore Drive from Mill Street to Bowen Street Sanitary sewer and
laterals, water main and laterals, antl storm sewer and laterals will be installed, replaced, or repaired prior
to placing new concrete pavement. DefecHVe sitlewalk squares, induding those that do not meet the
Americans with Disabilities Act (ADA) requirements, will be repaired during the project, and new concrete
tlnveway aprons will be constructetl, provitletl property owners have returnetl the Conshuction Access
Agreement the City mailed to them.
Sidewalks and drive aprons abutting properties whose property owners have not retumed the Construction
Access Agreementwi0 have partial sidewalk sections removed and patched. In 2017, property owners will
6e responsible for repairing drive aprons and all patched and non-ADA compliant sidewalks that cannol be
constructed with this project.
ANALYSIS
Engineering staff reviewed five bids. The low bid was received from Domer, Inc. of Luxemburg, Wisconsin.
The total bid is $5,940,305.41.
FISCAL IMPACT
Funding for the project is in the 2016 Capital Improvement Program (CIP). Following is a summary of the
available funtls and the constmction costs, including engineering fees. Assessments will be levied to
adjoining property owners perthe City's assessment policy. The storm sewersection is slightly over budget.
It is anticipated funding will be available from other projects coming in under budget.
I recommend award to the low bidder, Dorner, Inc., in the amount of $5,940,305.41.
