PURPOSE: APPROVE ENGINEERING SERVICES AGREEMENT WITH AECOM
TECHNICAL SERVICES, INC. FOR CONSTRUCTION RELATED
ENGINEERING SERVICES FOR PUBLIC WORKS CONTRACT NO.
16-03 ($801,280.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services, Inc. for construction related engineering services pertaining to Public Works
Contract No. 16-03, the construction of the Snell Road West Lift Station and interceptor
Sewer, in the amount of Eight-Hundred-One-Thousand-Two-Hundred-Eighty and 00/100
($801,280.00).

RE: Engineering Services Agreement for Construction-Related Engineerinq Services
for Public Works Contract No. 16-03 / AECOM Technical Services, Inc. (AECOM) ($801,820)
BACKGROUND
In February 2014, Department of Public Works staff selected AECOM to prepare the design and the bid
documents for the new Snell Road lift station prqect. AECOM was selectetl based on several factors.
AECOM's proposal tlemonstrated a significant understanding of the project and the challenges associated
wi[h designing a sanitary sewer lik station to integrate it in[o the existing system. In addi[ion, AECOM has
demonstrated a thorough understanding of the City of Oshkosh's sanitary sewer collection system and how
the proposed projects will impact the entire system. The high groundwater at the project location also
required a very challenging groundwater management program to be developed. Oue to the knowledge
AECOM has related to this prqect, AECOM was requested to provide a proposal to provide construction-
related engineering services for this project.
ANALYSIS
AECOM has provided a proposal to pertorm project management, onsite construction engineering senices,
and onsite construction inspection for the lik station and sanitary sewer interceptor installation. The
pmposal is for approximately 11 % of the construction costs. While high compared to street construction
projects, the technical aspects of the lik station construction and integretion into the City's system will
require substantially more staff time and technical expertise. The proposal includes the option to allow City
staff [o pertorm the sewer inspection to reduce costs, if staff is available.
FISCAL IMPACT
The cost of the proposal is $801,820. Funds for this pmject are indudetl in the Streets, Storm Water, and
Wastewater section of the 2016 Capital Improvement Progrem. This cost is included in the Fiscal Impact
Analysis of the Bitl Award memo for Contract i 6-03 Snell Road West Lift Station & Interceptor Sewer.
RECOMMENDATIONS
Chapter 12 of the Municipal Code o/fhe CiryofOshkosh provides that professional services of a specialized
nature, including engineering services, may be procured without the use of formal, sealed quotes. I have
reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby recommending that
the Common Council approve this agreement.
