PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 16-03 TO PTS
CONTRACTORS, INC. FOR SNELL ROAD WEST LIFT STATION
AND INTERCEPTOR SEWER ($7,324,034.43)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has heretofore advertised for bids for the Snell
Road west lift station and interceptor sewer; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
PTS Contractors, Inc.

Green Bay, WI 54311
(Base Bid + Alt. 4)
Total Bid: $7,324,034.43
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

Snell Road West LiR Station & Interceptor Sewer
PTS Contractors, Inc. / ($7,324,034.43)
BACKGROUND
The purpose of this project is to construct a new 21" gravity sanitary sewer interceptor along Wesl Snell
Road and a new lift station on West Snell Road, near Steams Road. The proposed interceptor sewer will
re-direct the sanitary sewer flows from the ezisting lift station in front of the prison to the west into the
proposed Snell West lik station. Re-directing the flow will eliminate capacity issues in the exisling sanitary
sewer system to the east and south of the prison. With the reduced flows, the City will have capaciry within
the existing sanitary sewer for future developmenl The City will also be able to eliminate the existing Snell
Road and Fountain Avenue lik stations.
ANALYSIS
Engineering staff reviewed three bids. The low bid was received from PTS CoMractors, Inc. of Green Bay,
Wisconsirt The total bid is $7,324,034.43.
FISCAL IMPACT
Funding for the project is in the 2076 Capital Improvement Program (CIP). Following is a summary of the
available funds and the construction costs. The construction costs include the City's and the engineerinq
consultanPs tlesign, inspection, and construction management fees. Assessments will be levied to
adjoining propeAy owners per the City's assessment policy. The Sanitary Sewer and Storm Sewer sections
are overbudget. Available funding will be monitored thmughout the year and project budgets adjusted
accordin9ly.
