PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 16-19 TO
H & H INDUSTRIES, INC. FOR WATER FILTRATION PLANT
EQUIPMENT REPLACEMENT ($523,424.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has heretofore advertised for bids for the Water
Filtration Plant equipment replacement; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
H & H Industries, Inc.
2801 Syene Road
Madison WI 53713
(Base Bid + Project Contingency)
Total Bid: $523,424.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

H8H Industries, Inc. / $523,424
BACKGROUND
7he Water Filtration Plant was put into service in December of 1999. As part of our ongoing maintenance
program, equipment is evaluated and determinations are made as to the expected life and need for
replacement. The central air conditioning system and sodium hydmxide tanks and associated piping have
been identified as equipmeM that needs to be replaced, along with an upgrade to the intake zebra mussel
control system. These projects are induded in and have been approved as part of the Capital Improvement
Program (CIP).
ANALYSIS
Staff and CH2M HILL Engineers, Inc., our project engineering consultant, reviewed lwo bids. The low bid
was received from H&H Industries, Inc. of Madison, Wisconsin. The total bid is $523p24.
FISCAL IMPACT
This project is a combination of individual projects approved in the 2013, 2014 and 2015 CIP forthe Water
Utility. The engineering agreements for this project were previously approved in the amount of $172,810.
Thetotalprojectcost,includingthecontractorandengineeringcosts,isestimatedat$696,284. Theoriginal
budgeted amount for this project was $650,500. Funds are available for reallocation from hvo previously
approved CIP Water Utility studies totaling $55,000. The relocation of these funtls were reviewed and
approved by the Finance Director. This reallocation will bring the available funding for this project to
$705,500.
I recommend award to the low bidder, H&H Industries, Inc. in the amount of $523,424.
