PURPOSE: AWARD BID FOR HVAC IMPROVEMENTS MEDIA SERVICES /
PHONE ROOM FOR GENERAL SERVICES TO GARTMAN
MECHANICAL SERVICES ($39,800.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the City of Oshkosh has heretofore advertised for bids for Media
Services and Information Technology to replace the current HVAC units in the phone
room; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid for HVAC Improvements Media Services/Phone Room for
Genecal Services [o Gartman Mechanical Services ($39,800)
There are two A/C units that provide critical supplemental cooling to the equipment and
systems within the Media Services and Information Technology Phone Room azeas on
the first flooc of City Hall. Unforluna[ely, both units have expedenced increasing
maintenance and service issues in recen[ years and because they aze beyond their normal
service life, it is no longer cost effective to conAnue to spend money ou repairs. Because
of their age and conditioq and given that these units cool critical equipment and systems,
our HVAC engineedconsultant (Summi[ Designs) has recommended that [hese units be
replaced as soon as possible.
ANALYSIS
Summit Designs concluded the most cost effective HVAC solution was to remove the
current HVAC equipmenUducting and replace it with five new cooling only wall units
with condensers installed on top of a new concrete slabs on the exterior of the building.

maintaining [he space cooling se[ poin[s. Working with Summit Designs and Facilities
Maintenance staff, Purchasing prepazed bid specifications seeking bidders for this
project. Bids were posted on January 9 and January 16, 2016. A manda[ory pre-bid was
held on January 19, 2016. The bids were opened on February 9, 2016. The bid tab is
attached. Summit Designs and staff confirmed the low bid from Gar[man Mechanical
Services me[ all the miuimum bid specifications. The projec[ is anticipated to begin in
the March-May window and once started, should be completed by eazly summer.
FISCAL IMPACT
The rotal fiscal impact of this bid is $39,800. Wi[h the inclusion of [his project and
factoiing in currenUpending projects the 2016 HVAC/RooHng CIP fund has suf&cient
funds for this project This projec[ will be chazged to A/N# 323-0130-7214-06635.
