Home My WebLink About06. 16-63FEBRUARY 23, 2016 16-63 RESOLUTION (CARRIED__6-0_____LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: APPROVE AMENDMENT TO INSPECTION SERVICES DIVISION FEE SCHEDULE DELETING ELECTRICAL CONTRACTOR LICENSE FEES AND CLARIFICATION ON CALCULATING BUILDING PERMIT FEES INITIATED BY: INSPECTIONS SERVICES DIVISION, COMMUNITY DEVELOPMENT BE IT RESOLVED by the Common Council of the City of Oshkosh that the following electrical contractor license fees are hereby deleted from the Inspection Services Division Fee Schedule: Electrical License Fees (Type C, M, S) Original $100.00 Renewal $ 75.00 Electrical Credential Exam $ 25.00 Local Electrician Credential (3 Year Credential) New $100.00 Renew $ 75.00 BE IT FURTHER RESOLVED that the Electrical Annual Permits is hereby amended by deleting “(Type M Optional Arrangement)” and inserting “(Manufacturing Only)”. BE IT FURTHER RESOLVED that in order to assist contractors and homeowners in better understanding fees associated with building projects, the following statement of clarification is added to the Fee Schedule: “To calculate fees for building projects, use the higher of the fees by valuation or square footage.” NOW THEREFORE BE IT FURTHER RESOLVED that the above noted revisions are hereby adopted effective February 24, 2016. All other permit fees for building, plumbing, electrical and HVAC remain unchanged. O IH H TO: FROM: DATE: RE: Honorable Mayor and Members of the Common Council John Zarate Chief Building Official February 16, 2016 Inspection Services Fee schedule clarification/ corrections BACKGROUNDI ANALYSIS Since building permit fees were approved to calculate some permit fees by square footage for some building permits such as new buildings, interior commercial alterations or additions there have been questions from applicants as to what fee schedule should be used valuation or fee based. In order to address this confusion staff is recommending a statement of clarification to read "To calculate fees for building projects, use the higher of the fees by valuation or square footage." For several years the City issued electrical licenses to certified electrical contractors, as well as charged fees for eledrical credentials and electrical exam fees. In (2014) State Statutes were revised that prohibit municipalities from issuing these electrical related contractor licenses. FISCAL IMPACT The clarification will not have an impact as staff was responsible for charging the correct fees prior to this clarification. The clarification will assist contractors and homeowners in better understanding the fees associated with projects. The annual electrical contractor licenses have not been issued for the last couple of years and these fees were not included as part of the revenue estimates for 2016. RECOMMENDATION City Council approves amending the Inspection Services Division Fee Schedule deleting electrical contractor license fees and adding a clarification on calculating building permit fees to go into effect February 24, 2016.
