Jim Collins explained that there is proposed brewery development (5th Ward Brewery and Tap Room) at the
southwest corner of 10th and Main St. In order for semi-trucks to make deliveries to the brewery, a total of 8
parking spaces are requested to be removed, 4 spaces on each side of 10th Avenue.
David Buck from the Planning Department explained how and why this location was selected for the new
business and how his department has worked with the business owners to evaluate all the options for receiving
deliveries. Given the business location options that the business owners looked at, the building on 10th Ave. is
the most lucrative option. The Planning Commission and City Council approved the planned development,
with the condition that the parking on 10th Ave. be removed. Additionally, the business owners offered the
neighboring property owner, Tom Scharpf, the use of 5th Ward Brewery’s parking lot to compensate for the
loss of the on street parking stalls.
Mr. Herman inquired about the, “no truck” signage, as 10th Ave. is not currently a truck route. Mr. Collins
explained that trucks would be allowed access to the business even though it is not a truck route.
5th Ward Brewery owners Mr. Zachary Clark (406 E. Irving), and Mr. Ian Winger (609 E. Forest Ave.)
addressed the Committee and explained that 5th Ward Brewery’s hours do not coincide with the business
hours of the tenants in Mr. Scharpf’s building. The proposed offering of 5th Ward Brewery’s parking lot to
compensate for the loss of the on street parking spaces would be a logical solution. Mr. Haas asked when 5th
Ward Brewery will be opening, Mr. Winger informed the Committee the projected opening date is in late
July/early August.
Tom Scharpf (2390 State Road 44) addressed the Committee informing the members that the parking lot at
923 S. Main St. (the building he owns) is full almost daily. The tenants have in the lease that there is street
parking available on 10th Ave. Mr. Herman asked if the City gave permission to put on street parking in his
lease, Mr. Scharpf said he never discussed it with the City.
Colleen Merrill (1464 Sheboygan Street) Director of the Small Business Development Center addressed the
Committee regarding the assistance she has provided to the business owners for 2 years and feels that Mr.
Clark and Mr. Winger have gone above and beyond to work with the City and Mr. Scharpf.

Jim Collins explained that this is a request from the owners of Ratch and Deb’s Pizza and the Oshkosh
Police Department, Sgt. Harris. Mr. Collins informed the Committee of the Statues regarding a loading
zone and how it is enforced. That the reason for this request was to allow delivery drivers from Ratch and
Deb’s Pizza to park in this area without receiving a citation.
Mr. Herman asked the Ratch and Deb’s representative about unintended consequences; for example, when
the special event bus is parked in this area for a Packer game. The representative stated that this is an issue
currently. Sgt. Harris also stated that he didn’t think this change would worsen the parking situation in
this area. Mr. Herman pointed out that the special event busses could utilize the parking lot across the
street for loading.
Mr. Collins pointed out that he has not heard any negative feedback regarding increasing the time limit for
parking in this area and wanted to reiterate to everyone that this issue would not be revisited for a few
years.

Jim Collins explained that this was updating/cleaning up the City Ordinance to match the current
conditions. The ordinances had not been updated since the roundabouts were constructed. Mr. Collins
worked with the Wisconsin DOT and matched the Ordinance to start and end where the DOT jurisdiction
starts and ends.

Jim Collins explained that historically parking has been prohibited on this section of Bowen Street due to
the pavement being 22 feet wide and there not being any curb/gutter or sidewalk. The street is being
reconstructed as part of the City’s 2016 CIP. The street is proposed at 28 feet wide with a sidewalk on the
east side. The Bike and Pedestrian Committee supports a sidewalk being constructed to approve
accessibility and connect to the City’s sidewalk system. There is a fishing pier at the end of Bowen Street
and the Parks Department comprehensive plan calls for improved access to the fishing pier. Mr. Collins
explained how allowing parking on street will improve access to the sidewalk and the fishing pier.
Steve Lindo (2 Bowen Street) addressed the Committee stating that this is a 6 resident portion of street with
a fishing pier that has limited use. Additionally stating that improvements would be costly for the property
owners.
Jim Michaelson (1515 Northpoint Street) and a member of the Parks Board and Bike and Pedestrian
Committee, addressed the Committee stating the parking is important to improve utilization of the fishing
pier and to improve access for the disabled.
Kathleen Binder (30 Bowen Street) addressed the Committee stating a sidewalk or parking is not needed,
due to the residents on this section of the street being retired and being a quiet area. She is concerned about
losing her view and access for emergency vehicles. Mr. Becker asked Mr. Gohde if he foresaw any issues
with emergency issues. Mr. Gohde stated that the street was being constructed to the same standard as
other city streets, such as in the Middle Village; therefore, he did not see an issue.
Roger Stecker (38 Bowen Street) stated he is against it because he is losing some of his front yard to the
sidewalk. He is also worried about access to and from his driveway.
Mark Radl (14 Bowen Street) addressed the Committee, first asking if his e-mails were shared with the
board, Mr. Collins confirmed they were. Mr. Radl then discussed the width of the proposed pavement and
his concerns with cars being able to travel in both directions on the street. Mr. Radl also expressed
concerns with water coming onto the street from passing boats. Mr. Radl also expressed his concerned
about having a 3 foot terrace to mow. Mr. Collins clarified that the proposed pavement is 28 feet wide
which would allow for two 10-foot lanes and 8-feet of parking. Mr. Collins also stated there were 138
police calls to that area since 2011, 70% were in regards to parking issues.

Mr. Michael Zastrow (1717 Crystal Springs Avenue) addressed the Committee stating he is an angler In
Oshkosh. Mr. Zastrow explained how difficult it is to carry all his gear from Bay Shore Drive that with the
street being redone is a great side benefit to improve access to the pier.
Carol Radl (14 Bowen Street) addressed the Committee expressing her concerns that there would be no
lines designating parking, resulting in people parking incorrectly or illegally. Mr. Collins explained
motorists would have to follow state statute and use common sense.
Mr. Herman suggested an amendment to restrict parking from 10 p.m. to 5 a.m., and limiting the number of
possible parking stalls could help with citizens’ concerns about this project. Mr. Ross asked if some of the
curbing could be painted yellow where cars should not park. Mr. Collins said they could. Mr. Becker
stated that the Committee has discussed limiting painting curbs. Mr. Ross thought it may help due to the
unique circumstances. Mr. Gohde stated that the changes should not be implemented until the street is
complete.
Mr. Herman proposed an amendment to limit parking to 10 p.m. to 5 a.m., and that the parking restriction
would not be posted until the street was complete.

Jim Collins stated that a, “Use Right Lane,” sign was installed in the Jackson/Murdock roundabout,
entering from Murdock Avenue heading west under the Murdock Avenue street name sign.
Mr. Collins also stated that Chairperson Tim Schuster has resigned from the board. Any persons interested
in joining the Committee should submit their application to the City Manager’s office. A new chairperson
will need to be elected at the next Committee meeting.
