RE: Defer Construction Work of Maricopa Drive from Covington Drive to Approximately 350 Feet
Northwest of Dickinson Avenue and Dickinson Ave
Maricopa Drive, from Covington Drive to approximately 350' north of Dickinson Avenue, and Dickinson Avenue
were listed in the 2015 and 2016 Capital Improvement Programs (CIP) to have storm sewer and sanitary sewer
mains relayed. The storm sewer system requires upsizing to better convey runoff from the area to the 9th and
Washburn Area Detention Basin to reduce flooding in the area. The original concept was to relay the storm
sewer system with larger pipes. The sanitary sewer was in conflict with the larger storm sewer and needed to
be relayed at a deeper elevation. The plan was to relay the sanitary sewer main and storm sewer main and
reconnect any existing laterals in 2016.
During the design of the sewer systems, it became apparent that a vast majority of the concrete street pavement
would need to be removed. Additional pavement removals were necessary to relay defective sanitary sewer
laterals, repair defective pavement, and reconnect private storm sewer laterals. As a result of the majority of the
pavement being removed from above the water main, the condition of the water main was reviewed. The water
main in these two blocks has had several breaks. It is likely the construction activity will increase the break
frequency, in the near future, of the water main. The breaks will likely require the removal of newly placed
concrete pavement.
Based on the amount of pavement removal required to relay the existing sanitary and storm sewer systems, the
break history of the water main, the additional lateral work required and section of poor pavement condition, it
was decided to replace the water main system prior to replacing the pavement. The result of the combination of
repairs and improvements to the utility systems results in this project being a complete reconstruction, not just a
utility replacement and patching project. Complete reconstruction projects are partially funded by the City's
General fund through Capital Improvement borrowing and special assessments. Under normal circumstances,
a street reconstruction would have involved inviting affected property owners and residents to an informational
meeting last fall. Because of these circumstances, that meeting did not occur, which would not give property
owners advanced notice they would have otherwise received.
This project will be delayed until funding for this project is available. Borrowing for the portions of the project
scheduled for this year will be delayed until the project proceeds. The paving and water portions of the project
will be funded in a future CIP program. Although no action of Council is necessary to delay spending funds, I
thought it was appropriate to advise Council and make you aware we were deferring this project until 2017.
