PURPOSE: APPROVE CHANGES TO PARKING REGULATIONS ON WEST
NEW YORK AVENUE AND MOUNT VERNON STREET
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11
OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh does ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
WEST NEW YORK AVENUE
Add Thereto: No parking, south side, from Algoma Boulevard to 90
feet west of Algoma Boulevard.
MOUNT VERNON STREET
Remove Therefrom: No parking, west side, from Washington Avenue to
215 feet north of Washington Avenue.
Remove Therefrom: Permit parking, west side, from 215 feet north of
Washington Avenue to 235 feet north of Washington
Avenue between the hours of 9:00 a.m. and 6:00
p.m. daily, except on Sundays and holidays.
Remove Therefrom: Permit parking, west side, from 304 feet north of
Washington Avenue to 425 feet north of Washington
Avenue, between the hours of 9:00 a.m. and 6:00
p.m. daily, except Sundays and holidays.
Remove Therefrom: No Parking, west side from Merritt Avenue to 79 feet
south.
Remove Therefrom: No Parking, west side, from 235 feet north of
Washington Avenue to 304 feet north of Washington
Avenue.

Washington Avenue to 79 feet south of Merritt
Avenue between 8:00 a.m. and 6:00 p.m.
Add Thereto: No parking, west side, from Washington Avenue to
192 feet north of Washington Avenue.
Add Thereto: Permit parking, west side, from 192 feet north of
Washington Avenue to 361 feet north of Washington
Avenue between, between 9:00 a.m. and 6:00 p.m.
daily, except Sundays and holidays.
Add Thereto: No Parking, west side, from Merritt Avenue to 72
feet south of Merritt Avenue.
Add Thereto: No parking, west side, from 200 feet south of Merritt
Avenue to 361 feet north of Washington Avenue.
Add Thereto: 2-hour parking, west side, from 72 feet south of
Merritt Avenue to 200 feet south of Merritt Avenue
between 8:00 a.m. and 6:00 p.m. daily, except
Sundays and holidays.
Add Thereto: No parking, east side, from 107 feet north of
Washington Avenue to Merritt Avenue.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #16-59 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on February
9th, 2016. The ordinance changes parking regulations on West New York Street and
Mount Vernon Street.

RE: Ordinance 16-43 approves parking restrictions on West New York Avenue and
Mount Vernon Street.
BACKGROUND
The ordinance change will restrict parking on West New York Avenue, south side, by the bus
stop near the intersection of Algoma Boulevard. The ordinances on Mount Vernon Street clean
up the parking restrictions in the municipal code to match the reconstructed layout.
ANALYSIS
West New York Avenue—This parking restriction was requested by the Transportation
Department. Disabled passengers and others have a difficult time boarding and alighting the bus
when cars are parked near this bus stop.
Mount Vernon Street—The reconstruction of Mount Vernon Street is complete and the parking
ordinances need to match the current street layout. The restrictions are as close to previous
conditions as the new layout allows.
FISCAL IMPACT
The only fiscal impact of these ordinances is the cost of signage that would come out of the Sign
Department's operating budget.
RECOMMENDATION
I recommend the Common Council approve these ordinances to be added to Section 27A-11 of
the Municipal Code, which regulates parking on designated streets and alleys.
