Gohde, Assistant Director of Public Works '' ) DATE: February 4, 2016 RE: Award Bid for Public Works Contract No. 16-16 Seniors Center South Parking Lot Improvements Vinton Construction Company/($777,322.12) BACKGROUND The Seniors Center parking lot, including the boat launch and its parking area, were identified as having a poor surface condition. AECOM was hired to develop a design, as well as perform the construction management of the project. City Engineering identified the need for a storm sewer outfall to the river in this area to help reduce flooding. The Seniors Center has identified the need for an ADA-compliant walkway around the building for emergency access. The trail section from Wisconsin Street to the Seniors Center is in poor condition and needs to be replaced. Given the proximity of these projects, they were combined into one project for construction. ANALYSIS Engineering staff reviewed three bids. The low bid (including awarding Alternate A2) was received from Vinton Construction Company of Manitowoc, Wisconsin. The total bid is $777,322.12. FISCAL IMPACT Funding for the project is in the 2015 and 2016 Capital Improvement Programs (CIP) and the 2016 Operating Budget. Following is a summary of the available funds and the construction costs. The storm sewer funding is coming from the CIP budget remaining from the second paving project of 2015. The trail reconstruction is being funded from the 2015 Parks CIP and from the Bicycle and Pedestrians Infrastructure portion of the 2015 Property Improvements CIP. The Seniors Center walkway is being funded from the 2016 Operating budget. The Seniors Center parking lot, the boat launch, and its parking lot are being funded from the 2016 Property Improvements CIP.
