AECOM Technical Services, Ina (AECOM) presents this REVISED amendment tor a storm water
managemen[ plan, civil site plans, and surveying services for the above-noted prqect. This
flEVISED amendment modifies AECOM's proposal dated November 30, 2015, and is based on
recent discussions with staff irom ihe City ot Oshkosh (City), including Mc Steve Gohde of
Engineering and Ms. Elizabeth Williams ot Planning. This amendment includes our understanding
of the proposed project, our proposed scope of services, and estimated fees.

We understand the Ctty ot Oshkosh is planning to redevelop the vacant parcel loca[ed east of
Grove Street, benveen Cleveland Avenue and East Parkway Avenue. The entire parcel is
approximately 1.2 acres in size, relatively level, and grass covered. The City in[ends to divide this
parcel into two lots by Certified Survey Map (CSM). Proposed Lot 1 will be comprised of the
southern portion ot the parcel, and is to be 0.33 acres (14,000 square teet). Proposed Lot 2 will he
comprised of the middle and north portion of the parcel, and is to be approximately 0.91 acres.
8oth Lots are zoned R-5 PD. Sidewalk easements exist along Cleveland Avenue antl East
Parkway Avenue; Ihese are to be dedicated as part of the City's righ�-of-way. Task 1 is to prepare a
Certified Survey Map of ihe property which divides the lots as noted above and incorporates ihe
easements.
The proposed development plan for Lot 1 is the constmction of a Iwo-unit handicap accessible
residen[ial stmcture with approxima�ely 2,600 square fee[ of living area (1,200 square feet for Unit 1
and 1,400 square feet for Unit 2). An anached garage will include 600 square feet for Unit 1 and
700 square feet for Unit 2. Green space will constitute 54 % of the site, while impervious surfaces
(buildings, patios, and driveways) will cover 46 %. Tasks 2 and 3 are [o prepare ihe civil sRe design
and storm water management plan for the Lot 1 development only. The storm water management
plan is to include a rain garden to comply with the City's requirements for storm water treatment.
AECOM has previously completed a Phase I ESA and Subsurface Geotechnical Evaluation for the
site. W e propose [o amend Ihe Subsurface Geotechnical Evaluation agreement to add ihe survey,
civil site design, and storm water management plan services to the geotechnical project budget.

Task i: Certified Survey Map and Topographic Survey

AECOM will prepare a iwo-lot Certified Survey Map (CSM) adhering to City of Oshkosh and S[ate of
Wisconsin standards. The CSM will incorpora�e other requiremenis already established, induding:
1. The final CSM will include a note �hat both Lot 1 and Lot 2 are required to meet fhe City's
"curren[ storm water management requirements at time of developmenC' Presently, the
2016 standard is 40 % reduction in total suspended solids (TSS) for a re-development area.
This removal standard will be utilized in Task 3 to design Lot 1. However, because
developmeN ot Lot 2 may occw well into the tuture, City s[aH requested Ihat the no�e
reflect compliance with standards �hat may be in force at ihat time.
2 Sidewalk easements located along Cleveland Avenue and East Parkway Avenue will be
dedicated as right-of-way. The easement along Cleveland Avenue extends beyond ihe
proposed Lot 2 boundary. Theretore, [his will require preparation of an Easement Release
document. AECOM will prepare this documen� with the understanding ihat the City will
handle ihe release process. The easement along East Parkway Avenue is only on ihe
proposed Lot 1 area; therefore, an Easement Release document is not required tor this
easement The City will also handle Ihe release process for the East Parkway Avenue
easement.
3. The tinal CSM will designate ihe boundaries of Lots 1 and Lot 2 per the planning
commission recommendation.
4. AECOM will provide a Survey Plat for the North Grove S[reet Two Unit Residential
development.

AECOM will prepare a bpographic survey of the project site (Lots 1 and 2) and will extend the
survey to adjoining sireet centedines and 20 feet beyond other property lines. Sufficiem data will be
gathered to prepare a sudace model and onedoot contours of the surveyed areas. In addition to
surveying the physical features unique to ihe site, existing concrete joints, if any, will be located
along with visible overhead, surface, and sub-surface utilities based on observations and/or
markings provided by contacting Diggers Hotline. Other than features visible and encountered
during normal surveying operetions, subsudace and/or obswred at-grede utilities or improvements
will not be loca�ed other than those marked by utility tlags or paint marks. The CAD deliverable will
be prepared to �he standard required for an in-house AECOM design.
NOTE: All horizon[al si[e contml and project deliverables will be surveyed in �he Wisconsin
Coordinate Reference Systems (W ISCRS) W innebago County Datum (NA2011). The vertical datum
will be NAVD88.
Deliverables: AECOM will furnish one (1) drak CSM and Easemem Release document for City
staH review. Upon receiving City staff review comments, we will (urnish appropriate signed originals
and an electronic file.

Task 2: Civil Site Plan
AECOM will prepare civil site plans for ihe Lot 1 development area only. These civil site plans will
be iransmitted by ihe City to Habitat for Humanity, to be used as part oi their overall bidding and
constmction plans for the project The civil site plans will be based upon the architectural drawings
prepared by Chet Wesenberg Architect LLC and the following conditions recommended by Ihe
November 17, 2015 Plan Commission Site RepoR:
1. Driveway widih will be reduced to a minimum of 18 feet at the property line.
2. Base standard modification to allow a minimum iront yard setback ot 15.5 feet on Grove
Street and Eas[ Parkway Avenue.
3. Base standard modification [o allow a minimum yard setback of 7 feet.
4. Base standard modification to allow 63 % rear yard impervious coverage.
5. Landscape buffer or solid fence to be installed along rear property line to create a buffer
from ihe adjacent parking lot to ihe eas�.
fi. Garege access doors to be relocated irom the east faqade to the north and south fagade of
the attached garage.
Based on AECOM's January 7, 2016 meeting with Mr. S�eve Gohde, the plan set will consist of ihe
following drawings:
• Project Intormation (Tmck Haul Route and Contact Intormation)
• Existing Conditions and Survey Control Plan
• Site LayouVGrading & Paving/Utilities Plan
• Civil Details
. Rain Garden Plan and Details
Specifications will not be prepared.
Deliverebles: AECOM will prepare one (1) draN set of civil plans for review and comment by City
Engineering statt (not Site Plan Review). Upon receiving City Engineering statt comments, one final
se� will be furnished in electronic format.
Task 3: Storm Water Management Plan
AECOM will prepare a storm water management plan (SWMP) intended to achieve a 40% reduction
in TSS for Lot 1 only. The plan will include a pmjec� description narrative, a hydrologic boundary
map, and W inSLAMM modeling for storm water quality improvement. This SW MP will include ihe
civil plan sat and reference Rain Garden plan and details. Since ihis is a re-development site,
runoff rate conirol is not required and will ihus no[ be included in Ihe SW MP.
We understand this residential development falls under City building codes. Therefore, a W DNR
Notice of Intent (NOI) for a Conshuction Site S[orm Wa[er Discharge permit is not needed.
Deliverables: AECOM will prepare one (1) dratt SW MP for review and comment by City
Engineering staN. Upon receiving City Engineering staH comments, one final SW MP will be
furnished in elecironic format.

Task 4: Project Coordination / Meetings
AECOM will attend two review mee�ings with City statf and provide coordination efforis dunng
preparation of Tasks 1, 2, and 3.
Fee Estimate
The original Subsurface Geotechnical Evaluation tor the project site was authorized with a budget ot
$6,000 for services outlined in our proposal dated September 15, 2015.
We propose to complete Ihe additional work described in �his proposal on a[ime and materials
basis tor an estimated fee ot $19,800. The time and materials �ee will be effective if this pmposal is
accepted by the City ot Oshkosh within 60 days of the date ot ihis pmposal. The breakdown ot our
fee is as follows:

Schedule
AECOM will schedule the tield survey work previously described upon authorization of ihis work. A
draft CSM will be submitled for review within 15 working days after completion of Ihe tield work.
The stortn water management plan draft and ihe civil site plan dratt will be submitted three weeks
afler completion ot Ihe CSM and Topographic Survey. The final plans will be submitted within 10
days of receipt ot the City's commenis, barring delays due �o circumstances beyond AECOM's
reasonable conirol.
Assumotions
Several assumptions have been made in developing ihis estimate and, if not valid, will constitute a
change in scope requiring an adjustment in the project cost. These assump[ions are:
• The final deliverables will be provided to the City of Oshkosh as an elec[ronic (PDF)
document, unless otherwise requested.
• AECOM will have unrestricted access to the site during normal business hours.
Terms and Conditions
Services described in this proposal wiil be performed on a time-and-ezpense/unit-cost basis. The
project services will be performed in accordance with the 2016 Negotiated Fee Schedule and the
April 2009 Negotiated Terms and Conditions between AECOM and the City ot Oshkosh, which are
expressly incorporated into, and are an integral patl ot, our contract for professional services.
