HomeMy WebLinkAboutMinutesMINUTES SUSTAINABILITY ADVISORY BOARD AUGUST 3, 2015 PRESENT: Margy Davey, Nikki Stoll, Michelle Bogden Muetzel, Jan Scalpone, Bob Breest, Tom Pech and Kim Biedermann EXCUSED: Samara Hamzé ABSENT: William Fath STAFF: Elizabeth Williams, Assistant Planner CALL TO ORDER The meeting was called to order at 6:01 pm and a quorum was declared present. PUBLIC COMMENT No public comment was received. APPROVE MINUTES Motion by Mr. Breest and second by Ms. Stoll to approve minutes as written. Motion carried 7-0. KATHY THUNES - ICLEI MILESTONE 2 Ms. Davey introduced Kathy Thunes from East Central Regional Planning Commission. Ms. Thunes handed out a document summarizing the City’s Municipal Operations and City-wide Greenhouse Gas Emission Inventories. Ms. Thunes also provided a summary document of research detailing international, federal, state and local approaches to establishing greenhouse gas emission reduction targets. Ms. Thunes noted her research found communities established short-term, mid-term, and long-term greenhouse gas emission reduction targets which allowed them to track progress towards their long term reduction goals. Ms. Thunes commented that when establishing reduction targets, a community should consider science, promote friendly completion among neighboring communities, and consider completing Milestone 2 and 3 concurrently. Ms. Thunes reviewed established targets among local neighboring municipalities but noted many had not established reduction targets. Ms. Scalpone noted that the City’s current baseline year of 2007 seemed far out and felt updating the inventory would assist with establishing reduction targets. Ms. Bogden Muetzel agreed. A discussion took place regarding conducting a new inventory. As a result of discussion, members agreed to consider moving the target year from 2017 to 2020 or 2025, rather than conducting a new inventory and moving the base year. Members reviewed the Milestone 2 project timeline. Mr. Pech asked who the reduction targets would be established for. Ms. Davey explained targets would be established for municipal operations and the community at large. Members discussed next steps for completing the Milestone 2 Report and agreed to reconvene at the next ICLEI subcommittee meeting to recommend reduction targets, which would then be reviewed and approved by the full Sustainability Advisory Board prior to forwarding a resolution to the Common Council. 2 | August 3, 2015 Sustainability Advisory Board Minutes DEVELOP DETENTION BASIN PLANTING MODEL ORDINANCE Ms. Davey engaged the board on their interest in drafting a model ordinance for plantings around detention basins. Members agreed to assign this project to the Government Action subcommittee. ZOOLOGICAL CONSERVATION CARNIVAL 09-12-2015 Ms. Davey announced an invitation to host a display at the upcoming Zoological Conservation Carnival event on September 12, 2015. Ms. Bogden Muetzel suggested the display include a children’s activity. Ms. Davey agreed to obtain materials for the activity and follow up with representatives from the event to secure a display. SUBCOMMITTEE UPDATE & SCHEDULING EDUCATION & OUTREACH Ms. Davey announced an upcoming tour of the Oshkosh Biodigester (located on Dempsey Trail). The tour is planned for Tuesday, September 1st at 3:00 pm. Ms. Bogden Muetzel requested additional materials for the Farmers Market display. Ms. Williams noted that the Sustainable Oshkosh website had been updated and was now live. GOVERNMENT ACTION Ms. Davey noted the Government Action subcommittee would be working on the development of a detention basin ordinance. ICLEI Members of the ICLEI subcommittee would continue working on establishing greenhouse gas emission reduction targets. NEXT MEETING MONDAY, OCTOBER 5TH Chair Davey reminded the Board of the next meeting. ADJOURN Motion by Ms. Biedermann and second by Mr. Pech to adjourn the meeting. Motion carried 7-0.
