None Meeting Minutes Tim Schuster Acceptance of October 13, 2015 TRAB meeting minutes. 1st: Dan Becker 2nd: Steve Herman Carried: 7-0 A request for no parking on W. New York Ave., south side, from 90' west of Algoma Blvd. to Algoma Blvd. Jim Collins Mr. Collins explained that frequently cars park in this area where a city bus stop is located. A passenger in a wheelchair uses this bus stop often. He said removal of 90' of parking would be enough space to allow the safe boarding and alighting of passengers. 1st: Steve Herman 2nd: Tim Schuster Carried: 7-0 Committee Name: Traffic Review Advisory Board Date: 1/11/16 Location: City Hall 2 Topic Facilitated by: Discussion Actions A request to update the parking restrictions on Mt. Vernon St. from Washington Ave. to Merritt Ave. Jim Collins Jim Collins explained we need to update the parking ordinances to coincide with the new layout of the street. The regulations are very similar to what was there before reconstruction. 1st: Steve Herman 2nd: Daniel Becker Carried: 7 - 0 A request to create a right turn only lane on Oakwood Rd. for southbound vehicles to turn west onto 9th Ave. Jim Collins Jim Collins said the right turn only here would eliminate conflict south of the intersection where cars have to merge left where parking is allowed on 9th after 6 p.m. Dan Becker stated he has seen many vehicles passing on the right on this stretch of road when no cars are parked. There was discussion about whether parking should be removed on Oakwood south of 9th Avenue and then be striped as 4 lanes or if a road diet might make sense. It was agreed to look at options in the future. 1st: Daniel Becker 2nd: Steve Herman Carried: 7 - 0 A request for a yield sign at the intersection of Dove Street and Arthur Ave. Jim Collins Jim Collins explained when stop and yield signs are overused, people stop paying attention to them. He told that Dove Street dead ends one block north of this location and there is a yield sign one block south. There was additional discussion and it was decided to delay action on this item until the Transportation Department did further speed studies in spring, reviewed the data and presented the results to the TRAB. 1st: Steve Herman 2nd: Daniel Sceiszinski Carried: 7 - 0 Committee Name: Traffic Review Advisory Board Date: 1/11/16 Location: City Hall 3 Intersections of Wisconsin/Viola & Wisconsin/Lin- wood Jim Collins Jim Collins stated he researched this matter but could not find documentation. He thinks the stop signs were placed here to slow traffic. Steve Herman said now with Kwik Trip, apartment complexes and athletic field events, there is increased traffic on Linwood Avenue. He rationalized that with the increased traffic it may now make sense to move the stop signs from Viola/Wisconsin to Linwood/Wisconsin. Jim Collins acknowledged that he will look into this and add this item to a future agenda. Murdock Road Diet Jim Collins Tim Schuster inquired about feedback on the Murdock Avenue road diet. There was discussion about how the short distance from the roundabout on Jackson Street to Wisconsin Street, makes it difficult to merge right from the left lane, which turns into a left turn only lane and how that could be better signed. Jim Collins explained the pavement on Murdock Avenue near Wisconsin Street is marked left turn only and there is signage immediately west of the roundabout. He said he is considering a through traffic use outside lane sign in or near the roundabout east of Jackson. Steve Herman stated he received more compliments than complaints about the road diet. Jim Collins added he has receive positive feedback as well. Westowne / Washburn right turn only lane Jim Collins Jim Collins explained a study of the area was conducted prior to construction and it was determined the majority of vehicles would be turning left here. He continued that median lines up for this traffic pattern and that it would be quite expensive to reconstruct it to make the change. Tim Schuster noticed there is no traffic control for motorists turning right out of the Kwik Trip here. He wonders why there isn't a yield sign. Jim Collins said Kwik Trip paid for the traffic signals and he agreed to look into the yield sign.
