HomeMy WebLinkAbout22. 16-43 JANUARY 26, 2016 16-43 ORDINANCE FIRST READING (CARRIED______ LOST_______ LAID OVER_______ WITHDRAWN_______) PURPOSE: APPROVE CHANGES TO PARKING REGULATIONS ON WEST NEW YORK AVENUE AND MOUNT VERNON STREET INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh does ordain as follows: SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS WEST NEW YORK AVENUE Add Thereto: No parking, south side, from Algoma Boulevard to 90 feet west of Algoma Boulevard. MOUNT VERNON STREET Remove Therefrom: No parking, west side, from Washington Avenue to 215 feet north of Washington Avenue. Remove Therefrom: Permit parking, west side, from 215 feet north of Washington Avenue to 235 feet north of Washington Avenue between the hours of 9:00 a.m. and 6:00 p.m. daily, except on Sundays and holidays. Remove Therefrom: Permit parking, west side, from 304 feet north of Washington Avenue to 425 feet north of Washington Avenue, between the hours of 9:00 a.m. and 6:00 p.m. daily, except Sundays and holidays. Remove Therefrom: No Parking, west side from Merritt Avenue to 79 feet south. Remove Therefrom: No Parking, west side, from 235 feet north of Washington Avenue to 304 feet north of Washington Avenue. JANUARY 26, 2016 16-43 ORDINANCE CONTD Remove Therefrom: 2-hour parking, west side, from 425 feet north of Washington Avenue to 79 feet south of Merritt Avenue between 8:00 a.m. and 6:00 p.m. Add Thereto: No parking, west side, from Washington Avenue to 192 feet north of Washington Avenue. Add Thereto: Permit parking, west side, from 192 feet north of Washington Avenue to 361 feet north of Washington Avenue between, between 9:00 a.m. and 6:00 p.m. daily, except Sundays and holidays. Add Thereto: No Parking, west side, from Merritt Avenue to 72 feet south of Merritt Avenue. Add Thereto: No parking, west side, from 200 feet south of Merritt Avenue to 361 feet north of Washington Avenue. Add Thereto: 2-hour parking, west side, from 72 feet south of Merritt Avenue to 200 feet south of Merritt Avenue between 8:00 a.m. and 6:00 p.m. daily, except Sundays and holidays. Add Thereto: No parking, east side, from 107 feet north of Washington Avenue to Merritt Avenue. SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #16-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on February 9th, 2016. The ordinance changes parking regulations on West New York Street and Mount Vernon Street. The ordinance change will restric[ pazking on West New York Avenue, sou[h side, by the bus stop neaz lhe intersection of Algoma Boulevazd. The ordinances on Mount Vernon Street clean up the pazking restric[ions in [he municipal code to match the reconstructed layout. ANALYSIS Wes[ New York Avenue — This parking restriction was requested by the Transportation Departmen[. Disabled passengers and others have a difficul[ lime boarding and alighting the bus when cacs aze pazked near this bus stop. Mount Vemon Street—The reconstruc[ion of Mount Vemon Stcee[ is complete and the pazking ordinances need to ma[ch [he curren[ street layoat The restrictions aze as elose to previous conditions as the new layout allows. FISCAL IMPACT The only fiscal impact of [hese ordinances is [he cost of sig�age that would come out of the Sign Departrnent's operaVng budget. RECOMMENDATION I recommend the Common Cou¢cil appcove these oidinances to be added to Sectiou 27A-11 of the Municipal Code, which regula[es pazking on designated streets and alleys.
