HomeMy WebLinkAbout11. 16-32JANUARY 26, 2016 16-32 RESOLUTION (CARRIED___6-0_____LOST________LAID OVER________WITHDRAWN_______) PURPOSE: APPROVE PURCHASE OF TRAFFIC CONTROL EQUIPMENT FOR NORTH MAIN STREET RECONSTRUCTION ($90,000.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the intersection of North Main Street, New York Avenue, and Harrison Street is scheduled for reconstruction as part of the North Main Street Reconstruction project being lead by the Wisconsin Department of Transportation (WDOT); and WHEREAS, it is necessary to order new traffic signal equipment for this intersection; and WHEREAS, TAPCO Traffic & Parking Control Co., Inc. is the sole source provider for Eagle Traffic Equipment, which is the standard equipment used by the City. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to purchase Eagle Traffic Equipment from TAPCO Traffic & Parking Control Co., Inc.: TAPCO Traffic & Parking Control Co., Inc. 5100 W. Brown Deer Rd. Brown Deer, WI 53223 Total: $90,000.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Gohde, Assistant Director of Public Works 5"°9 DATE: January 21, 2016 RE: Purchase of Traffc Control Equipment for North Main Street Reconstmction BACKGROUND The intersection of North Main Street, New York Avenue, and Harrison Street is rescheduled for construction, including new iraffic signals, as part of the 2016 North Main Street reconsUUCtion project being let by the Wisconsin Department of Transportation (WDOT). The Harrison Stree[ leg of the intersection is slated to be closed from the staA of constmction, until the end of construction, or approximately from May 1" to the end of October. New York Avenue and North Main Street to the south will be open by July 1" based on the contrect special provisions. The WDOT will no[ allow the five-legged intersection to open without signals. Some of the traffc control equipmen[ can have up to a twenty-week lead time to manufacNre. To reduce the time Harrison Street is closed, the City will need to purchase the traffic signal equipment and supply these parts to the Contractor for installation as part of the project. The standardization of equipment allows for a limited variety of equipment to be stocked and ensures the proper equipment is available for repairs. The City uses Eagle TraRic Equipment for our standard. Eagle Traific Equipment is only available through TAPCO Traffc & Parking Control Co., Inc. in Wisconsin. ANALYSIS Harrison Street is classifed as an arterial street and is a truck route. The closure of Harrison Street at North Main Street for six months is not desirable. To shorten the closure length, the City can direct purchase the needed equipmenL The City can order the equipment now, the Contractor would have to wait [o order the equipment aker the project is awarded in April. The goal is lo allow Harrison Street to open wi[h the rest of the intersection by July 1, 2016. FISCAL IMPACT The Department of Transportation needs approzimately $90,000 worth of traffic control equipment to complete the North Main Street reconstruction. The project is funded by the WDOT and the Ciry. The maximum contribution by the WDOT is $2,297,974. The City must pay for at least 20°/ of the cost of WDOT-funtled items. Based on the current estimates, if the City direct purchases [he traffc equipment, the Ciry would be unable to use approximately $35,000 of the WDOT funding. The City was granted additional funds for use on this project aker the CIP was draftetl. Adequate funding for the en[ire projec[ is available in the 2016 Capital Improvements Program (CIP). Funding will neetl to be reallocated from the Street Sec[ion of the project to the Traffic Section of the project. RECOMMENDATIONS Section 12-11 of the Municipal Code of tbe City of Oshkos6 provides Ihat malerial purchases, when standardization or compatibility is the overriding consideration, may be approved by the City Manager without the use of formal, sealed quotes.
