HomeMy WebLinkAboutMinutesExtraterritorial Zoning Committee Minutes 1 June 2, 2015 CITY OF OSHKOSH-TOWN OF ALGOMA EXTRATERRITORIAL ZONING COMMITTEE MINUTES JUNE 2, 2015 PRESENT: Ed Bowen, Thomas Fojtik, Jeffrey Thoms, Kathleen Propp, John Haese, Joel Rasmussen, Patricia Clark EXCUSED: David Borsuk STAFF: Darryn Burich, Director of Planning Services; David Buck, Principal Planner; Jeffrey Nau, Associate Planner; Deborah Foland, Recording Secretary Vice-Chairperson Fojtik called the meeting to order at 4:12 pm. Roll call was taken and a quorum declared present. The minutes of January 18, 2011 were approved as presented. (Bowen/Thoms) I. ELECTION OF OFFICERS Mr. Fojtik opened the floor for nominations for Chairperson. Motion by Bowen to nominate Mr. Rasmussen as Chairperson. Seconded by Thoms. As there were no additional nominations for Chairperson, the floor was closed for nominations. Mr. Rasmussen accepted the nomination. Motion carried 6-0. Mr. Fojtik opened the floor for nominations for Vice-Chairperson. Motion by Bowen to nominate Mr. Fojtik as Vice-Chairperson. Seconded by Thoms. As there were no additional nominations for Vice-Chairperson, the floor was closed for nominations. Mr. Fojtik accepted the nomination. Motion carried 6-0. II. ZONE CHANGE IN THE 2700 BLOCK OF CLAIRVILLE ROAD IN THE TOWN OF ALGOMA This request is for a zone change for a 36.823 acre parcel of land in the Town of Algoma generally from agricultural to residential zoning for portions of the parcel assemblage. The zone changes are proposed to follow newly created CSM lots reviewed by the City of Oshkosh Plan Commission under separate action which received approval. The proposed zoning is as follows: Extraterritorial Zoning Committee Minutes 2 June 2, 2015 Lot 1 from A-2ETZ to R-1ETZ Lot 2 from A-2ETZ to R-1ETZ Lot 3 from A-2 ETZ to A-1ETZ The purpose of the zone change is to allow for residential development of Lots 1 and 2, while Lot 3 will remain in agricultural zoning but move from a “general” agricultural district to that of a “light” agricultural district. Mr. Nau presented the item and reviewed the site and surrounding area as well as the land use and zoning classifications in this area. He explained the reason for the zone change request which is to enable the property owner to market Lots 1 and 2 for residential development with Lot 3 proposed to be changed from “general” to “light” agriculture zoning to enter it into a type of managed forest arrangement that could at some point in the future be changed to residential zoning. Mr. Nau reviewed the City’s 20-Year Comprehensive Plan and stated that staff has no concerns with the proposed zone changes as they are consistent with this plan. Mr. Thoms questioned if the lots are currently used for agricultural purposes. Mr. Nau responded negatively. Mr. Thoms then questioned what the reason was for the proposed zone change from A-2ETZ to A- 1ETZ. Mr. Nau responded that the agricultural zone change was due to the minimum lot size of the parcel which was an issue with its current zoning classification and the division of the lots reducing the size of the current parcel. Mr. Haese stated that they have been in discussion with the property owner regarding the potential zone changes and the Town has no concerns with the proposal. Motion by Thoms to approve the zone change in the 2700 block of Clairville Road in the Town of Algoma as follows: Lot 1 from A-2ETZ to R-1ETZ Lot 2 from A-2ETZ to R-1ETZ Lot 3 from A-2 ETZ to A-1ETZ Seconded by Bowen.
