Since 1996, the city and Fraternal Order of Eagles have had an agree the concessions operation. The city receives annual rent in the gross revenues, whichever is greater for the year. Staff and th are recommending a two year lease extension which will expire on December 31, 2017. 2.Discuss establishing fees for special events utilizing park faci The Board will discuss the establishment of fees for special events that utilize park facilities. The Common Council has requested that the Board consider this item again. The Board did discuss and consider this issue in 2014 and ultimately voted to events (see attached meeting minutes). The concern is that when large special events utilize city parks, the events essentially eliminate the use of other park facilities/areas by city residents. For ex takes place in South Park, the park is so heavily utilized that park shelters so the city is effectively losing rental revenue and re to the park. Additionally, when large special events take place at Menominee have no or limited access to the launches and the city is losing boat launch revenue. An option and a common way that other area municipalities handle special event group to pay the daily rental for all the park facthe special event is essentially consuming those rental areas. In the South Park exa above, the special event group would be required to pay the daily rental for the gazebo a day of their event. For a Saturday and Sunday special event at South Park, the group would be required to rent the gazebo for both days ($45 X 2 days = $90), shelter 2 ($55 X 2 days = $110) and shelter 3 ($55 X 2 days = $1 the two days of their event. be required to pay a fee equal to the amount of boat launch reve generated. That number varies based on the month and the day of week but a daily average fee could be determined and charged. By implementing such a fee, the city would be recouping the fees that we normally would be Staff still believes that this is the fairest way to implement such a fee. Also for discussion, the Board may want to consider only chargin place during the rental and boating season (April October) as events that take place in the parks outside of this really affect the facility use opportunity for residents.
