1.Discuss/recommend lease agreement extension for concession standpanbauer
Memorial Field with Fraternal Order of Eagles
The Board will discuss and possibly recommend to the Common Coun
extension for the concession stand operation at Spanbauer Memori
Order of Eagles. Since 1996, the city and Fraternal Order of Eagles have had an agree
the concessions operation. The city receives annual rent in the
gross revenues, whichever is greater for the year. Staff and th are
recommending a two year lease extension which will expire on December 31, 2017.
2.Discuss establishing fees for special events utilizing park faci
The Board will discuss the establishment of fees for special events that utilize park facilities.
The Common Council has requested that the Board consider this item again. The Board did
discuss and consider this issue in 2014 and ultimately voted to
events (see attached meeting minutes).
The concern is that when large special events utilize city parks, the events essentially eliminate
the use of other park facilities/areas by city residents. For ex
takes place in South Park, the park is so heavily utilized that park
shelters so the city is effectively losing rental revenue and re
to the park. Additionally, when large special events take place at Menominee

launches and the city is losing boat launch revenue.
An option and a common way that other area municipalities handle
special event group to pay the daily rental for all the park facthe special event is
