BE IT RESOLVED by the Common Council of the City of Oshkosh that a planned
development for reconstruction of the parking facility for the Oshkosh Senior Center at
200 North Campbell Road, per the attached, is hereby approved with the following
conditions:
1) Base standard modification to allow the refuse enclosure to be located within the
front yard.
2) A landscape plan be approved by the Department of Community Development.
3) Riverwalk directional signage be installed with the approval of the Department of
Community Development.

BACKGROUND
The 2.75 acre property is the location of the Oshkosh Senior Center South, Senior Center
Boat Launch and portions of William A. Steiger riverfront parkway. It is located at 200 North
Campbell Road, immediately north of Fox Valley Technical College and south of Oshkosh
Senior Center North. The development of the Senior Center and accessory 31 stall parking
lot was approved as a Planned Development in 1993. The parking facility has deteriorated
and reached the end of its useful life.
ANALYSIS
The proposed parking lot reconstruction project includes replacement of all existing asphalt
surfacing, new curb and gutter, storm water quality improvement features, storm sewer
laterals and piping, construction of a dumpster enclosure, and installation of sidewalks. The
site design will remain the same as far as dimensional regulations with changes to the
parking lot design including a landscape island that will also function as a bio-filtration area
and a new refuse enclosure proposed to be located on the west side of the Senior Center
structure within the front yard setback requiring a base standard modification. The refuse
enclosure will be constructed of hardi cement board siding to match the color of the Senior
Center. Access includes two driveway openings onto North Campbell Road as they currently
exist and the boat launch access will remain the same with upgraded ADA compliant ramps
and trailer parking. The existing stall count is 52 stalls and 19 trailer parking with the
reconstruction resulting in 48 stalls and 20 trailer parking which meets code standards.
Pedestrian access connecting the Senior Center North and South sites and sidewalk
extending from the building to the public sidewalk is proposed as well as providing connection
for the Fox River riverfront trail. Due to a significant amount of utilities located within setback
areas of this site, code compliance for landscaping is impossible, therefore landscaping for
the project will require approval of the Department of Community Development. Storm water
management will be addressed with the addition of a bio-filter facility and the use of
permeable pavement for portions of the parking lot to reduce impervious surface on the site.
FISCAL IMPACT
None anticipated.
RECOMMENDATION
The Plan Commission approved of this request at its December 15, 2015 meeting.

GENERAL INFORMATION
Applicant: AECOM Technical Services, Inc.

Actions Requested:
The petitioner requests approval of an amendment to a previously issued Planned Development for
the reconstruction of the parking lot for the City of Oshkosh's Senior Center South.
Applicable Ordinance Provisions:
The Zoning Ordinance establishes criteria and guidelines for the establishment and/or amendment
of a Planned Development (PD) overlay district in Section 30-33.
Property Location and Type:
The 2.75 acre property is the location of the Oshkosh Senior Center South, Senior Center Boat
Launch and portions of William A. Steiger riverfront parkway. It is located at 200 North Campbell
Road, immediately north of Fox Valley Technical College and south of Oshkosh Senior Center
North. The development of the Senior Center and accessory 31 stall parking lot was approved as a
Planned Development in 1993. The parking facility has deteriorated and reached the end of its
useful life.

ANALYSIS
The proposed parking lot reconstruction project includes replacement of all existing asphalt
surfacing, new curb and gutter, stormwater quality improvement features, storm sewer laterals and
piping, construction of a dumpster enclosure, and installation of sidewalks.
Use & Site Design
Senior Center and Steiger Park boat launch access uses for the site will remain the same as current
however the boat launch will be upgraded with ADA compliant ramps and an ADA trailer parking
stall is also being proposed.
Site design will substantially remain as it currently exists as far as dimensional regulations are
concerned (setbacks). Changes to the parking lot design include a linear parking lot landscape
island that will also function as a bio-filtration area and a new refuse enclosure is proposed to be
located on the west side of the Senior Center building within the front yard setback requiring a base
standard modification. Senior Center operations have historically utilized a refuse enclosure located
on the interconnected parking lot of Fox Valley Technical College to the south but is taking this
opportunity to relocate it onto city owned land. The enclosure is proposed to be constructed of
hardi cement board siding and will match the color of the Senior Center when it's repainted in 2016.
The placement of the Senior Center building and other improvements on the lot necessitates that the
refuse enclosure be located within the front yard and staff recommends approval of this base
standard modification.
Access/Parking
Access to the development includes two driveway openings onto North Campbell Road as they
currently exist except that the interconnection between the south lot and the parking lot of Fox
Valley Technical College to the south will be eliminated.
The original Planned Development included a shared-use parking facility with the Senior Center,
Steiger Park and the boat launch and was designed with 31 parking stalls (2 handicapped) and 16
trailer parking stalls. Over time, the striping was adjusted and stall count increased to include 52
parking stalls (17 handicapped) and 19 trailer parking. As the adjusted striping did not change the
overall site design and did not reduce the stall count, no PD amendment was necessary. After the
proposed reconstruction, the development area will contain 48 stalls (17 handicapped) and 20 trailer
parking (1 handicapped). The proposed parking meets current zoning code standards, which calls
for a minimum of 41 stalls and a maximum of 54 stalls.
Pedestrian and Trail Improvements
New formal pedestrian access connecting the Senior Center North site and Senior Center South site
is proposed as part of the reconstruction in the form of striping and linear landscape island break. A
new sidewalk is proposed to connect the Senior Center building to the public sidewalk in North
Campbell Road within the green space that separates the north and south parking lots. All crossings
over drive aisles will be formally striped to emphasize the pedestrian crosswalks.

Additionally, the Fox River multiple-use trail is included in the development plan connecting the
Fox River riverfront trail through the Senior Center parking area to the paved trail located within
the green space north of the north parking lot connecting to both the Senior Center North property
and to North Campbell Road. North Campbell Road is designated as a bicycle route in the
Pedestrian and Bicycle Circulation Plan and currently includes sharrow street markings.
Landscaping
The previously approved Planned Development did not include a landscape plan but required the
Parks Department to approve landscaping, which was substantially due to the property's location
near the river and inclusion of Steiger Park. Staff concurs with this original recommendation not
only for the stated reasons but also because there are a significant amount of utilities located within
setback areas making code compliance impossible as well as the desirability of preserving view
corridors for the Senior Center to the river. Therefore, staff suggests that the landscaping for the
project be approved by the Department of Community Development. That being said, zoning
ordinance requires approximately 26 trees and 122 shrubs to be on-site.
Stormwater
Stormwater management improvements are currently nonexistent on the site. Following the
proposed reconstruction, a bio-filter facility will be located within the center linear parking lot
island of the north parking lot and the existing green space area that contains a gazebo.
Additionally, the development will utilize permeable pavement for about one half of the south
parking lot (all but drive aisle) to help reduce the amount of impervious surface on the site.
RECOMMENDATION/CONDITIONS
Staff believes the proposed redevelopment will meet the standards stipulated in Section 30-33
Planned Developments, and will not have a negative impact on the surrounding lands and uses.
Staff recommends approval of the development plan, with the following condition:
1) Base standard modification to allow the refuse enclosure to be located within the front yard.
2) A landscape plan be approved by the Department of Community Development.
The Plan Commission approved of the planned development as requested with conditions noted.
The following is the Plan Commission's discussion on this item.
Mr. Buck presented the item and reviewed the site and surrounding area as well as the land use and
zoning classifications in this area. He discussed the planned development approved in 1993 and
reviewed a site plan of the existing conditions and discussed the boat launch access and Fox River
multiple-use trail which are both included in the development plan. He reviewed the site plan and
discussed the center linear parking lot island to be added into the north parking lot which includes a
bio-filtration system to address storm water management. He also discussed the dumpster enclosure
to be added on the site which will be constructed to match the existing structures. He explained that

the access drives onto North Campbell Road will remain as they currently exist however the
interconnection between the south lot and the parking lot of Fox Valley Technical College will be
eliminated. He reviewed the current and reconstructed parking stall counts and also discussed the
pedestrian accesses of the development and the riverfront trail which will extend through the north
parking lot connecting to North Campbell Road. He discussed the landscaping plan which was
approved by the Parks Department in 1993 and that due to the significant amount of utilities within
the setback areas and the need to preserve the riverfront views, the landscaping plan would require
the approval of the Department of Community Development. He stated that storm water
management was nonexistent currently on the site and that permeable pavers were being
recommended for a portion of the south parking lot and the inclusion of a bio-filtration system
within the landscape island on the north lot. He also reviewed the conditions recommended for this
request.
Mr. Bowen requested clarification if the parking lot was utilizing permeable pavement or pavers.
James Rabe, Director of Public Works, responded that they were still evaluating the situation and
whether blocks of permeable pavers or permeable asphalt or concrete would be utilized was not
certain at this time. Evaluation of the benefits, costs, and life cycle of these products was still being
reviewed.
Mr. Gray questioned why the permeable pavement was only proposed to be utilized on one half of
the south lot and not the entire parking area.
Mr. Rabe replied that this type of system was more susceptible to damage from turning movements
and the stress generated from these vehicular movements could potentially damage the surface. By
utilizing both strategies the City would be able to meet the storm water management requirements
and construct a surface that would last.
Mr. Gray then questioned if the permeable pavement was more expensive than regular concrete or
asphalt.
Mr. Rabe responded affirmatively and stated that it was necessary to come up with alternatives to
provide a way to address storm water management for the site.
Mr. Gray also questioned if both parking lots were going to be reconstructed.
Mr. Buck responded affirmatively.
Mr. Hinz commented that the City has ordinances that prohibit parking on the grass and questioned
how the possibility of contamination would be addressed from parking on the permeable pavement
that may be absorbed into the ground below.
Mr. Rabe replied that the Wisconsin Department of Natural Resources has approved codes for this
type of system and the service area of stone will address the contamination concerns.
Mr. Thorns commented that the reconstruction of the parking lots would initiate the new standards
for parking lot requirements and the south lot does not appear to meet these standards.

Mr. Buck responded that the reconstruction would have to meet current code requirements however
the south lot is less than 20 stalls and therefore would not require any additional features such as
landscape islands to be added to the site.
Mr. Borsuk questioned the removal of the access to Fox Valley Technical College from the Senior
Center parking lot and if this alteration would create any issues.
Mr. Rabe replied that there was no formal agreement in place presently to allow this access and that
it was mainly used by Senior Center staff.
Mr. Borsuk then questioned if staff was comfortable with the appearance of the proposed dumpster
enclosure to be added to the site.
Mr. Buck responded that staff was satisfied with the proposed enclosure as it will match the existing
structure.
Mr. Thorns commented about the riverwalk trail turning into the parking lot and questioned if staff
had any concerns with this concept as the trail would be entering into the lot in a drive aisle. He
also questioned if any signage would be placed on the site providing direction to users as to where
the trail continues.
Robert Cornell, 548 West Smith Avenue, stated that he was present in support of the approval of
this request as it was a topic of discussion for some time now with the Senior Center Advisory
Committee and was a much needed improvement for the site. He further stated he was a frequent
user of the Senior Center and that the parking lot condition is in need of improvement in both the
north and south lots and the proposed plan would be a definite improvement to the current
conditions. He also commented about the landscape island located in the center which he felt would
be beneficial as it would prevent accidents.
Mr. Thorns inquired if Mr. Cornell was comfortable with the amount of parking stalls in the north
lot as compared to the south lot.
Mr. Cornell responded that it was more important to have additional parking stalls on the north lot
as that entrance was used more frequently.
Mr. Thorns commented about safety issues as the pedestrian access would have people crossing
over the drive aisle on the north lot.
Mr. Cornell questioned how many handicapped parking stalls would be constructed.
Mr. Buck indicated that there would be 17 handicapped stalls.
Mr. Cornell responded that this would be adequate for the use.
Motion by Vajgrt to amend the conditions to add the following condition to this request:
1) Riverwalk directional signage be installed with the approval of the Department of
Community Development.

PLAN COMMISSION RECOMMENDATION: Approved 6-2 w/condition
BE IT RESOLVED by the Common Council of the City of Oshkosh that a conditional
use permit is hereby granted for a planned commercial development in a C-2
district for the construction of a Senior Center and accessory parking lot, per
the attached "Exhibit A".
BE IT FURTHER RESOLVED that said permit is granted contingent upon a landscape
plan being prepared and improvements installed prior to occupancy of the Senior
Center.
BE IT FURTHER RESOLVED that the Common Council of the City of Oshkosh hereby
approves of the Planned District Overlay and final development plan for the
planned commercial development of a 15,000± sq. ft. Senior Center and accessory
parking lot, per the attached "Exhibit A", and proposed landscaping treatment as
may be amended and approved by the appropriate City officials.

Subject: Narrative for General Application Form to Amend the Planned Development
for the Senior Center South Parking Lot in Oshkosh, Wisconsin

Dear Mr. Burich,
The following is.a narrative of the above-mentioned proposed project as requested on the City of
Oshkosh General Application Form.
Project Description
This project involves the reconstruction of the parking lot for the City of Oshkosh's Senior Center
South. The construction will include removal of the existing asphalt, site grading, new asphalt,
storm water quality improvement features, storm sewer laterals and pipe, new curb and gutter,
construction of a dumpster enclosure, and sidewalks. Storm water management will be provided by
a proposed biofilter for the northern parking area and the use of permeable asphalt in the southern
parking area. Both the biofilter and the storage reservoir under the permeable asphalt will
discharge to the municipal storm sewer system.
In conjunction with the parking lot reconstruction, a new 48-inch storm sewer will be constructed
along the drive aisle in the northern parking lot to connect the future municipal storm sewer piping
from North Campbell Road to an outfall at the Fox River.
Reconstruction of the parking lot and installation of the 48-inch storm sewer line is anticipated to
take place in the summer of 2016. The construction limits for the site are approximately 2.51 acres
and estimated disturbed area for the entire project site is approximately 2.08 acres.
Existing Conditions
The Senior Center South Parking Lot project area is located along the Fox River shoreline with
upland conditions varying from open vacant space near to the southeast portion of the lot, to
hardscaped surfaces and wooded shoreline. The existing asphaltic pavement is deteriorated and
has reached the end of its serviceable life. The concrete curb and gutter is also cracked and is
heaving where trees roots are present.

Existing municipal storm structures are located throughout the project. These existing structures
discharge storm water collected from urban drainage areas south of the project site into the Fox
River.
The property is located in a commercial and industrial zone. To the north is a commercial property
-owned by the City of Oshkosh, to the east is the Fox River, to the south is a commercial building
owned by Fox Valley Technical College, and to the west is an industrial building owned by the
University of Wisconsin System.
Proposed Conditions
The total project site is approximately 4.34 acres in size. In general,the site is comprised of the
existing parking lot, a grassed area, and the Senior Center South Building. The property is located
just west of the Fox River shoreline. It is anticipated that 2.08 acres of the project size will be
disturbed during construction.
It is anticipated that residents, employees, and visitors entering the facility will be similar to existing
conditions due to the facility remaining the same. The existing Senior Center South building will not
be affected during the construction, so dwelling units and floor area are not applicable for this
submittal.
This project involves the construction of asphalt and permeable pavement parking lot, curb and
gutter, storm sewer, both laterals and pipe, a biofilter, a dumpster facility, light poles, and sidewalk.
Material on site will be stripped in areas of proposed development and hauled offsite to landfills.
The south parking lot is anticipated to be approximately 10,970 square feet(0.25 acres)and the
north lot is anticipated to be 37,420 square feet(0.86 acres). The south parking lot will provide 26
regular parking stalls and five handicap parking stalls. The north lot will provide 19 regular trailer
parking stalls, one handicap trailer length parking stall, five regular parking stalls, and 13 handicap
parking stalls. New signs will be installed indicating handicap parking and trailer stall parking.
In addition, a biofilter will be constructed in the center of the north parking lot and is anticipated to
be approximately 1,595 square feet(0.04 acres). The biofilter will also include approximately 990
square feet(0.02 acres)of planting area. Grass and trees will be planted surrounding the parking
lot to match existing land uses. State Street Maples will be planted within the confines of the south
lot and north lot, three in the south lot and eight in the north lot. It is anticipated that roughly 2500
square feet(0.06 acres)of restoration will occur in the south lot and 20000 square feet(0.46 acres)
in the north lot.
It is anticipated that traffic generation for the parking lot will be similar to existing conditions.
Anticipated noise levels will be less than 85 decibels at all times after completion. It is anticipated
that during construction it will be the loudest however,the contractor is subject to work hour
restrictions from 7AM to 5PM unless they have written permission from the City. Glare, odor,
fumes, and vibration are not anticipated. The building will have exterior lighting for building access

Plan Development Amendment
An amendment is being requested for an approved Planned Development permit dated February
23, 1993. The proposed amendment will include the addition of a dumpster enclosure in the front
yard of the Senior Center South site.
