($139,200.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the City of Oshkosh has heretofore advertised for bids for the Safety Building sallyport roof replacement; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: WALSDORF ROOFING COMPANY, INC. PO Box 66 Kiel, WI 53042 Total Bid: $139,200.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 323-0130-7214-06635 Property Improvement Fund – Buildings CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin City of Oshkosh OfHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben,General Services Manager DATE: January 4, 2016 RE: Bid Award- Safety Building Sallyport Roof Replacement BACKGROUND The areas over the sallyport and garage of the Safety Building have been leaking for some time despite various attempts to repair or slow leakage into the building. These issues have been identified on our roof replacement schedule that is coordinated by Specialty Engineering Group (SEG). SEG has determined the only way to permanently address the leaking is to remove the 4" concrete slab overburden of the sallyport/garage and replace the waterproofing below. The slab is part of the original building construction; however remains unused and without access. Remove of the overburden will be a one-time disruptive event. A new configuration of waterproofing as a standard roof system will allow simple repair in the event of future leaks. Based on SEG's assessment and the history of problems with these roof areas, staff identified this project as a priority in the 2016 CIP Roofing/HVAC Replacement Program. ANALYSIS Working with SEG and Facilities Maintenance staff, Purchasing prepared bid specifications seeking bidders for this project. Bids were posted on November 21, 2015. A mandatory pre-bid was held on December 3, 2015. The bids were opened on December 17, 2015. The bid tab is attached. SEG and staff confirmed the low bid from Walsdorf Roofing Co. Inc. met all the minimum bid specifications. In conversation with Walsdorf Roofing the contractor indicated they had covered all aspects of the project in their bid and would execute the contract as bid if offered to them. SEG has noted that in this project where unknown conditions are present, some additional expense may be encountered as the project unfolds. In previous similar projects Walsdorf Roofing did not exhibit the tendency to pursue unwarranted additional monies for unforeseen existing conditions encountered during the projects. In consideration of this, SEG and Purchasing are comfortable in recommending award of this bid to Walsdorf Roofing. The project is anticipated to begin in the March-May window and once started, will be completed by Friday, June 3, 2016. Because the project is directly adjacent to judiciary proceedings the work will be done during evenings and weekends. FISCAL IMPACT The total fiscal impact of this bid is $139,200. The 2016 Property Improvements CIP budgeted $500,000 for HVAC/Roof Replacement Projects. With the inclusion of this project and factoring in current/pending HVAC/Roofing projects there are sufficient funds for this project. This project will be charged to A/N#323-0130-7214-06635. 0 RECOMMENDATION Purchasing recommends the Common Council award this bid to Walsdorf Roofing Co. Inc. for $139,200.
