HomeMy WebLinkAbout16. 16-11JANUARY 12, 2016 16-11 RESOLUTION (CARRIED__7-0____LOST________LAID OVER_______WITHDRAWN_______) PURPOSE: AWARD BID FOR 2016 – 2018 CUSTODIAL SERVICES CONTRACT FOR CENTRAL GARAGE DIVISION TO SERVICE MASTER BUILDING MAINTENANCE ($34,740.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the City of Oshkosh has heretofore advertised for bids for the custodial services for the central garage division; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: SERVICE MASTER BUILDING MAINTENANCE 2314 W NORDALE DR APPLETON, WI 54914 Total Bid: $34,740.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. Urben, General Services Manager DATE: January 4, 2016 RE: Bid for Cleaning Services of Field Operations Facility-Central Garage BACKGROUND Since its opening in 2014 the Field Operations Facility has utilized a custodial contractor to clean the non-garage areas within the facility. These areas include the lobby, reception, foyer, conference room, corridors, restrooms, locker rooms and breakroom. The initial custodial contracts for these services were short term, month to month. This allowed the Central Garage Division to best analyze the full custodial needs for the facility so as to allow for the solicitation of a three year custodial service agreement to begin in early 2016. ANALYSIS Working with the Central Garage Division, Purchasing reviewed and prepared bid specifications seeking contractors for this service. Bids were sent to area cleaning contractors and posted in the local newspaper on November 28 and December 5, 2015. A mandatory pre-bid was held on December 9, 2015. Bids were received on December 21, 2015. The bid tab is attached. Purchasing and Central Garage Division staff reviewed the sole bid received from ServiceMaster Building Maintenance and concluded their bid was competitive compared to the rates being charged from the facility's prior custodial contractors. Staff also concluded ServiceMaster Building Maintenance's bid met all the minimum bid requirements. FISCAL IMPACT The annual fiscal impact bid of this bid is $11,580 equating to a total three year fiscal impact of $34,740. The 2016 cost for these services will be charged to A/N#: 100-0450-6401-00000. RECOMMENDATION Purchasing is recommending the Common Council award this bid to ServiceMaster Building Maintenance, 2314 W.Nordale Drive,Appleton, WI 54914. Respectfully Submitted, Approved: Jon G.
