HomeMy WebLinkAbout17. 16-12JANUARY 12, 2016 16-12 RESOLUTION (CARRIED__7-0____LOST________LAID OVER_______WITHDRAWN_______) PURPOSE: APPROVE AGREEMENT WITH TASER INTERNATIONAL FOR BODY CAMERAS, EVIDENCE DOCKS, DATA STORAGE, AND ON- SITE TRAINING FOR THE OSHKOSH POLICE DEPARTMENT ($252,813.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the City of Oshkosh Municipal Code Section 12-15 allows the City upon approval of the City Manager to purchase pursuant to a cooperative purchasing agreement when such an agreement is advantageous to the City; and WHEREAS, the Oshkosh Police Department is recommending that the City enter into a five (5) year agreement with Taser International for seventy-one (71) body cameras, evidence docks, evidence.com storage licenses, and on-site training; and WHEREAS, a cooperative purchasing agreement for this purpose is available through the Wisconsin Association for Public Procurement and the City of Milwaukee; and WHEREAS, it is advantageous for the City to participate in and receive the benefits of this cooperative purchase agreement; and WHEREAS, the Common Council approved the allocation of funds in the Oshkosh Police Department operating budget toward the first year of this agreement, in the amount of Fifty-Thousand-Two-Hundred Dollars ($50,250.00); and WHEREAS, additional funds will be requested in subsequent budget years for the remainder of the anticipated duration of the Agreement. No. 100-0211-6401-00000 Police Department Operating Budget CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin 54903-1130 City of Oshkosh O.IHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: January 4, 2016 RE: Approve Purchase Pursuant to Cooperative Purchase for Police Department Body Worn Cameras BACKGROUND In 2014, in preparation for the potential implementation and deployment of body worn cameras for its officers, the Oshkosh Police Department (OPD) Technology Committee conducted a testing/evaluation study of the two primary leaders of body worn cameras: VieVu and Taser. From this study the committee determined the Taser Axon cameras/equipment outperformed the VieVu cameras/equipment in several categories including low light capability, audio quality, battery life, record time and point of view. One of the most significant advantages to the Taser Axon cameras is the constant video buffer technology in which the camera will record the activity which has occurred in the prior 30 seconds. In addition, Taser is the only manufacturer that offers a comprehensive and integrated online cloud-based storage solution for these systems that do not require any storage or management on municipal IT networks. In 2015 Police Chief Greuel began working with Taser to solicit an initial proposal to address the OPD's needs to be considered as a 2016 OPD Operating Budget request. Taser's proposal included body cameras for 71 officers, evidence docks, evidence.com storage licenses and the premium plus service which includes Taser representative on-site training for 3-4 days. Using the Taser proposal as a cost estimate, this project was recommended and approved by the Common Council in the 2016 OPD operating budget. The Council approved the allocation of $50,250 in 2016, with the understanding this was for the first year of an anticipated five year contract. ANALYSIS Purchasing then began working with Chief Greuel on this project. Working with Wisconsin Association for Public Procurement (WAPP) counterparts, Purchasing confirmed the City of Milwaukee recently completed a vendor service agreement with Taser that is now available for cooperative purchasing for local municipalities (contract #: B0000013268). Under this contract the attached Taser proposal reflects the significant discount (17%) realized from the City of Milwaukee cooperative purchase agreement, in addition to twice as much of the original storage amount offered from the initial Taser 0 proposal. While the 17% discount was initially based on an end of 2015 purchase requirement deadline, Purchasing was able to get Taser to extend this offer to January 14, 2016 so that the full five year Taser contract recommendation could be considered by the Common Council at their January 12, 2016 council meeting. FISCAL IMPACT The fiscal impact of this purchase is $50,250 annually which will equate to a total fiscal impact of$252,813 over the five year contract. The Common Council allocated $50,250 in the 2016 OPD operating budget for the first year of the contract. Funding would be charged to A/N#: 100-0211-6401-00000. Funding for the remaining years of the contract will be dependent upon Common Council approval. The Taser contract provides cancellation for convenience and non-appropriation clauses should the Council not approve funding for future years of this contract. RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12-15 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve this five year contract purchase pursuant to the City of Milwaukee Cooperative Purchase for Taser Cameras/Equipment to Taser International, 17800 N 85th Street, Scottsdale, AZ, 85255 for $252,813.
