HomeMy WebLinkAboutMinutes 6-9-2014 ADVISORY PARK BOARD MINUTES JUNE 9, 2014 Present: Sean Fitzgerald, Victor Girens, Bill Gogolewski, Jim Michelson, Bill Miller, Carrie Rule, Megan Schuessler, Jonathan Wilson, Terry Wohler Trish Marks, Recording Secretary Staff: Ray Maurer, Parks Director; CALL TO ORDER Chairman Gogolewski called the meeting to order at 6:00 P.M. ROLL CALL A quorum was determined to be present. APPROVAL OF MINUTES Motion by Wohler for approval of the May 12, 2014 minutes, as distributed. Seconded by Girens. Motion carried 9-0. CITIZENS STATEMENTS (Items on Agenda) There were no citizen’s statements. PARK BUSINESS 1)Discuss/Recommend Bauman Park Play Equipment Mr. Maurer reiterated the background of the proposal from his Memorandum to the Board dated June 4, 2014 (said Memorandum on file at the City Parks Department and made a part of these minutes). He stated that staff had solicited proposals from five (5) different playground vendors which were presented to a neighborhood group at a meeting on Monday, June 2. The neighborhood group picked their top choice from Lee Recreation nd which is a nautical theme playground. Mr. Maurer stated that the surface would be wood fiber. Mr. Wohler inquired if the chosen vendor was the same vendor as with the other playgrounds in the parks system. Mr. Maurer stated Lee Recreation is not the same vendor but noted that the playground equipment is similar to other playground equipment and noted that installation is included in the cost of the equipment. The neighborhood group wanted something different than what is offered in the other parks. The cost of the equipment (with installation) is $50,000. It is hoped to have Council approval for the proposal at the second meeting in June and installation completed by late July. Motion by Miller to recommend the Bauman Park Play Equipment purchase; seconded by Michelson. Motion carried 9-0. 2)Discuss Establishing Fees for Special Events Utilizing Park Facilities Mr. Maurer reiterated the background of the proposal from his Memorandum to the Board dated June 4, 2014 (said Memorandum on file at the City Parks Department and made a part of these minutes). Mr. Maurer stated that the Board will not be voting on this request at this time. The request will be brought back to the Board at a ADVISORY PARK BOARD MINUTES PAGE TWO JUNE 9, 2014 later date for consideration. Staff will be preparing a letter to the special event organizers in order to give them a chance to voice their concerns. Discussion ensued relative to how it is determined what is a special event compared to a family gathering, etc. Mr. Maurer stated that a special event is determined upon several criteria such as a temporary gathering of people on public or private property, involving at least 250 people in attendance, will involve the exclusive use of public property, or if extraordinary services are required. A special event is not intended to include events such as family gatherings or nonprofit organization, business or company picnics. He reiterated that the Board may want to consider only charging special events that take place during the rental season of April through October since events that take place in parks outside of the rental season do not affect the rental opportunities for residents. Ms. Rule stated that she likes the proposal as presented and was surprised that some of the special event organizations were not already paying for rental use of the park properties. Ms. Schuessler inquired as to the proposed rates as compared to other communities. Mr. Maurer stated that Ms. Marks had done some research with other municipalities and those municipalities had used similar calculations – charging the daily rental for all of the park facilities. After some discussion it was the consensus of the Board to have staff send out letters to the various special event organizations advising them of the intent to charge them per the request and ask for their input/concerns. This request will then be brought back to the Board for consideration and approval. CITIZEN STATEMENTS (Items not listed on the Agenda) There were no citizen statements. PARK DIRECTOR’S REPORT Mr. Maurer reported that the Pollock Community Water Park opened this past weekend, Snooze at the Zoo event was held this past weekend as well, and a large event was held at the Leach Amphitheater this past Saturday night. All events went smoothly and were well-attended. He announced that the Tuesday nights Streaming Live at the Leach Concert Series will be starting July 8 through August 12. Now that the dredging thth project has been completed at Bauman Park, restoration of the park is being undertaken by the contractor of the dredging project. OTHER BUSINESS Mr. Miller wished to thank the Parks Department staff for their help with respect to the Greater Raider Tournament that was held at Menominee Park this past weekend. He said they had a great turn out and the fields were in great condition thanks to the parks crews. There being no other business, ADJOURNMENT Motion by Wohler for adjournment; seconded by Michelson.
