wHEREAS, the City of Oshkosh has been neaotiating with
representatives of the Oshkosh Police Czptains Association, and
WHEREAS, conclusions of said negotiations have been reduced
to the attached agreesnent,
NOW, THEREFORE, HE IT RESOLVED by the Common Council of the
City of Oshkosh that the proper City officials are hereby authorized
and directed to enter into the attached agreement with the Oshkosh
Police Captains for the 1974 calendar year.

TFIIS AGREEMENT IS entered into to be effective on Januarv 1, .
1974 by and between the City of Oshkosh, Wisconsin, party of the
first part hereinafter referred to as the Emplover, and the Oshkosh
Police Captains Association, party of the second part hereinafter
referred to as the Association.
NJHEREAS IN ORDER TO INCREASE GENERAL EFFICIENCY, to maintain
the existing harmonious relations between the Employer and its
employees, to promote the morale,•well being and security of said
employees,�to maintain an uniform mi�imum scale of wages, hours and
conditions of employment among the employees and to promote orderly
procedures for the processing of any grievance between employees
and/or employee and employer, and the declaration of policies to
insure proper and ethical conduct of business and relations be-
taveen�the Employer and the A;sociation, and to that end have reached
this Agreement.
NOW, therefore, the parties hereto, each in consideration of
the Agreements herei❑ contained of the other, hereby agree as
follnws. � � �
ARTTC'LE I
WORK lqccr .
Police Captains are supervi;ory perso::ne1 and as such are in
charge with the responsibility oF centro11in3 �r,d directing sub-
o�dinatz person^.-:1 i;� axecuti.ng their specified police assig�ments.
1'herefo.re, the duty week shall be determined by the department
i�ead based upon departmental manp rnver reyuirements.

The �ployer erill provide uniform apparel to all peraonnel at
C:ity expanse. The iteru to be furnished b3 the City shall include;
coat3, trous2rs, hats, ties, shir-ts, shoes, leather goods, and
other items of uniform apaarel re�uired by the City.
Unifor� lvill be inspected periodically by the departaent head
or his agent and replaced as needed. Repiacement orders sha11 be
processed by the City of Osh:cosh Purchasing Division.
� i�Io.�-uni£orned personnel shall contiaue to receive a uniYorm
allo�vance of �150..00 par year, payable on April 15th.
Cleaning 2.nd laundering services will be provided at City ex-
per_s�. The cleaning £irm and cleaning schedule �hall bz disignated
by the City. -

To qualify for sick leave payment an employee must do the
following:
a. Report his absence prior to the start of each
work day to the department head or supervisor.
b. Keep his supervisor informed of the conditions
if the absence is more than three (3) working
days.
c. Upon request submit a doctors certificate for
such absence. The certi4icate must state the
nature of the illness or injury and whether the
employee has been incapacitated for the period
of.his absence. .
d.. 1'he employee upon returning to duty must sign
a change of status form requesting the sick
�� leave benefits. Such a signature sha11 be an
ackno�,vledgement of full compliance with all
regulations related to sick leave benefits as
set forth in this Contract. �
In the event any employee has misused the provisions con-
tained herein or has reouested the use of sick leave when such
leave is not authorized by the terms of this co�tract, th? em-
r�loyees absence sha11 be withou�t pay. The determination that
an employee has abused the b2nefits contained in this na:agraph
_;hall not preclude the employee from using accumulec2d sick leave
when authorized by the terms of this contract in the Future nor
i;hall. the accur�u�ated sick 1eav� credited to ihat employee be
^.`r'e;:�ted therei>y.
Vacation Zeave: All full time employees shall be gran�ted the
following vacatioa benefits: A£t�r on2 (1) yeara 0£_cervice -
ten (10) working days. After eight (8) years of service -
fiftzzn (15) working days. After fi£teen (15) years of s�rvice -
t�venty (20) urorkin� 3ays. After t�rrenty-three (23) years of service -
twenty-£ive (25) working days. �
Those employees reaching their eighth, fifteenth, and twenty- .
third year o£ service shall earn their vacation for that year un a
pro-rated basis. In the event an employee has not worked the full
cale.ndar year prior to his vacation,such vacation shall be pro-
rated on the time actually worked. Va�ation t�rill not be carried
over £ro� year to year.�
Departmental seniority on shi£ts shall determine the chbice
of vacations. In case of an employee splitting his vacation, th�
employee's selection of additional vacation time ,hall be made only
af�ter the entirz s:nift has first szlecte3 their vacations. The
vacation schedule is subject to the staf£ing requiramen�ts of the
department as determined by the Police Chie£. Vacation may be
chosen from Januar� 1, through December 31.
HolidaV I,eave: Each £ull time employez �hall bz gran�te3 eigi�t
(8) paid holidays; New Year's Day�, Memorial Da.y, Indepe:�d^nce
Day, I,abor Day, Thank�givin� Day, Christmas D�.y, Good F.riday
afternoon, Christman Ev2 afternoon,�4lae'.zin�ton Birthday. Such
holiday leave shall be granted an eight (8) d.iys o£F in lieu of
the calendar holidays. Such holiday leave shall be subject to
�tiie departmental work schedule an3 staffing requirements as
determined by the Police Chief. Em�loyezs may waive hol�idays off
tim= in favor of cash payment. Said cash payment shall b�
onm�ut�3 in th= ioll.o�.vin� mann�r: th: ho��.ir1y rate in efi'ecL at the

time o£ holiday accruem�nt times the numb�r of holiday houra.
Emoloyees electing the option payment must notify the department
haad in �r�riting b3 October. l�t o£ the current budget year for the
follo�min� year.
I:in_r�ancy L�avz_ Each employee shall be allowed paid leave not
to °xezed three (3) working days for the funeral of such employee's
spouse, fa�ther, mother, i'ather-in-la•x, mother-in-la4r, son, daughter,
step-chiin, brother and sister.

HOS'ITAZ & 2'P�DICAI, INSURANCE - LIFE IIdSURANCE
Hospital a.nd Medical Insurance.
The employer shall pay up �o Fo-ty-Onc Dollars and Eight Cents
(i+41.08) per month for each employee towards the premium of th2
ernployee's group hospit�.l znd medical policy irrespective o£ the
employee's marital statua. ..
The City will pay an a.vonnt equal to the cost of the current
iudividual group health insurance pramiwn for coverage at the time
o£ retirement for retiring officzrs until such officzrs have attain�d
the aga of sixty-five (65) year�, providing that such officers h.ave
not obtarLnad health iusurar,ce coverage or is not eligible for heal�th
insuran�e coverage through other employment or any other source.
Any .retirad emplo,yee o;ho '�as h=alth insurance b2nefits or ��rho is�
cligible for �UCh ben2fit� fron any sourca oth2r tna.n th2 City of
Os:ikoaU s'.iall be incligible for the bene£its provided herein. In
th� eve;it, ho�aeaer, th�t the ratirzc� e9ployee exercis�s the option

to retire befora a�a o0, such pay�ent shall then continue £or a
�maximam p�riod of £ive (5) years from the date of ratireinent. In
tha event the employe2 is retire3 man3atorily, then such payments
�hall continue until�aee 65 as provided h2rein.
Life Insurance;
The employer shall pay up to Five Dollara (�5.00) per month
for each employee-towards the employee's group�life insurance policy.

- In addition to the Statutory requirements, tne employer shall
psy to th2 retirement fund Twenty-Seven Dollars and Turenty-Thrze
Cents (�27.23) bi-�,�eekly of the employees mandatory contributions.
During the month of retirzaent of employees um3er tne ss:62.13
retirement system, the Twenty-Seven Dollars an3 T�venty-Three Cents
��27.23) bi-w2ekly contribution shall cease and the amount
transferred to the employea's s2lary.

All officers with fifteen (15) years �ervice as of the lst
� day of January, 1969, vrill rzceiva for pu.rpos=s of the pay schedule
eighteen (18) credits. Thesa credits shall be given in additon to
•�ahatever credits they may acquire under the prooram set fbrtn herain.
Shose�employzes ��aho are employed prior to the lst day of
January, 1969, who have not pro�resse3 in ths educational program
set forth herein shall receive i�or pay purpose� only sn a3ditional
ten dollare (�10.00) per month upon the completion of ten (10)
yaars of servicz and an a33itional ten dollars (�10.00) per month
upon the completion of t�oenty (20) years service.
This provision is not to be construed as credit equivalents, �
nor as a3ditional benefits to acquira3 cradits. Those employees
who qualify £or bene£its in the pre�riouU para�raph shall not be
eligible for.the bene£its conta3ned in this oar.a�rapn,
The e�ploye� will furnish reqnirad books and tuition for
certi£ied courses in the police admin:,t^ation program at City
eapense. All payments shall be at the.undergradua�te rate. Il az

for the differences betv✓een tae grad�z,ate an3 und�r�r3dixat� rate.
If' th� employea drops a class, the employee will be responsible for
