# 20 RESOLUTION
BE IT RESOLVED by the Common Council of the City o£ Oshkosh
that the proper City o£ficials are hereby authorized and directed 'to
enter into the attached tri-party agreement between the City of Oshkosh,
University of Wisconsin-OShkosh and Harland Bartholomew and Associates.
BE IT FURTHER RESOLVED that cost for professional and technical
planning service agreement shall be $5,700.00 with the University of
Wisconsin-Oshkosh paying $2,850.00 and the City of Oshkosh paying
$2,850.00.

AND
HARLAND BARTAOLOMEW AND ASSOCIATES
THIS AGREELiENT, entered into as of this da of
i , 1974, by and between Harland Bartholomew
and As ciates hereinafter called the "Consultant"), and
the Ci y of Oshkosh, Wisconsin and the University of Wisconsin-
Oshkosn (nereinafter called the "City" and "University"),
WITNESSETH THAT:
WHEREAS, the City and University desire to engage the
Consultant to render certain professional and technical services;
NOW THEREFORE, the parties hereto do mutually agree as
follows:

l. Employment of Consultant. The City and University
hereby agree to engage the Consultant and the Consultant
_. hereby agrees to perForm the services hereinafter set forth.
2. Area Covered. The Consultant shall perform all the
necessary services provided under this Contract in the Study
Area as set forth in Appendix A, Scope of Work. .

� carry out, in a satisfactory and proper manner, as determined
by the City and University, the services set iorth in the
Scope of Work as dePined in the attached Appendix A(which
is appended hereto and made a part�o£ this Contract).
4. Time of Performance. The services of the Consultant are to
commence as soon as practicable after the exeeution of this
Contract and shall be undertaken and completed in such
sequence as to assure their expeditious completion in the
light o£ the pUrposes of this Contract; but, in any event,
all o£ the services required hereunder shall be completed
within 240 consecutive calendar days from the date o£ this
Contract.
5. Compensation. The City.and University agree to pay the
Consultant the total sum of $5,700 for the above services,
which includes payment for all travel and subsistence expenses
incurred in the performance of said services. The City and
University agree to each pay 1/2 of the above contract amount
in accordance with the method o£ payment noted under Item 6.

Method of Payment. The City and university will
pay to the Consultant the amount s_± forth in Paragraph 5,
which shall constitute full and cc�olete compensation for
the Consultant's services hereunde^. Such sum will be
paid in the following manner, in every case-subject-to
receipt of a statement from the Consultant specifyirig that
he has performed the worl� under this Contract in conformance
with the Contract and that he is entitled to receive the
amount requisitioned under the terms of the Contract. All
statements not paid within 60 days shall be paid in full
plus an additional amount equal to 1 1/2 percent per month.

Ten percent (10$) of the above billings will be withheld by
the City until the Director o£ Community Development has
certiFied that all of the work has been satisfactorily
completed in accordance with this Contract not subject to
sixty day interest set forth above. Upon certification by
the Director, the City will remit e��t$� e.Consultant.
Personnel. The Consultant re esents that�he �r wi11
secure at his own expense, a11 personnel required in performing
the services covered�by this Contract. None of the wark or
services covered under this Contract shall be.subcontracted
without the prior written approval of the City and University.
Existing Data to be Furnished to Consultant. The data listed
in Part N nf Appc;d�r. A and ar,y c.he.� :eports, 2coi•us and
maps as are existing, available and necessary for the
carrying out of the work shall be furnished to the Consultant
without charge by the City and University, and the City and
University shall cooperate with the Consultant in every way
possible in the carrying out of the planning work.
Ownership and Use of Material. Al1 maps, collected data,
reports, £indings and other materials prepared by the Consultani
shall become the property of the City and University. No
material produced in whole or in part under this Contract
shall be subject to copyright in the United States or in any
other country. The City and UniVersity shall have unrestricted
authority to publish, disclose, distribute and otherwise use,
in whole or in part, any reports, data, or other materials
prepared under this Contract.

Appendix A
Scope of {YOrk
UNIVERSITY OF WISCONSIN-OSHKOSH C9S@US AREA-
The General Campus Plan-1974 will be used as a basis ior
the planning of the area generally bounded by Jackson Street
on the east, the Fox River on the south and west, and New
York Avenue on the north.
The work to be performed by the consultant ia this area
will be the preparation oY a Tra£fic Circulation Plan and
functional geometric drawings for the streets within the
campus area,
Part I- Review oi Dcisting Campus Area InYormation
The purpose oi this phase o£ the study is to assemble
and review existing planning documents relating to the Uni-
versity o£ Wisconsin-Oshkosh campus area, particularly those
devoted to transportatioa plan implications. Land develop-
ment activities in and adjacent to the campus area will also
be evaluated.
Evaluation of Regional and City Planning Zmplications
The purpose of this work item is to evaluate iurnished
planning documents (see Part IV) and data from the City of
Oshkosh, the University o£ {Yisconsin-OShkosh, and data ob-
tained from the East Central Niscosnin Regional Planning

the^Yuture�traPfic assignment data for the University campus
area, The primary document irom the City of Oshkosh will be
the vpdated Comprehensive Plan fox the community.
Ewaluation of University Planning Documents
Appropriate docssments and planning information irom both
the�University o£ Wisconsin System O£fice in Madison and the
University of SYisconsin-OShkosh will be reviewed as a part
of thi5�work item. The primary document to be reviewed will
be the updated General Campus Plan, currently scheduled for
release in June, 1974. . '
3. Site Reconnaissance and Orientation Meeting
An orientation meeting will be held with appropriate
local and university officials to initiate the stvdy, The
purposes of this meeting will be to identi£y pertinent is-
sues related to the study, to select trafiic count locations
and to establish a timetable for gathering of appropriate
traF£ic and pedestrian volume data in the campus area. The
consultant will also provide instructions for the reqvired
field studies, The consultant will carry out a site recon-
naissance.

Part II - Preparation oi Reiined Campus Psea Trafiic
Circulation P an � �-
The purpose of this phase oY the study is to prepare a
refined traffic circulation plan for that portion oY the
University o£ Wisconsin-OShkosh campus on the east side of
the Fox River. The area to be included in this study will
be bounded by Congress Avenue, Algoma Boulevard and New
York Avenue on the north, Jackson Street on the east, and
the Fox River on the west and south. Anticipated tra££ic
volumes by system element �or the year 2000 will be devel-
oped as a part of this work item. In conjunction with the
preparation of a refined traffic circulation plan for the
University area, the consultant will investigate the use
of pedestrian overpasses in the campus area.
1, Development of Campus Area Traffic Demand for the
Year �000
Utilizing historical traiiic volume data and existing
regional forecast data for the year 2000 prepared by the
ECWRPC, traYfic volume by facility within the campus area
will be developed, Anticipated functional use areas re-
£lected in the updated Campus Plan will also be used to
determine traffic demand. As a part of the work item,
the city, in cooperation with the University of {Yisconsin,
shall make those automatic traffic counts and manual classi-
iication covnts required for the study, The consultant
shall provide the necessary forms and instructions for these
iie2d ii��a.^.tury siudies.
2, Evaluation of Alternative Street System Configura-
tions to Serve the Campus Area ,
Utilizing the daily tra££ic volumes established in Item
1, above, various alternative systems to serve the campus
area will be tested. Proposals for pedestrian overpasses
will be�prepared in relation to alternative systems.
The various alternate systems £or the campus area will
be presented a.t a review meeting with eity and university
officials. Pursuant to this meeting, a recommended traYfic
circulation plan for the campus area will be iinalized in-
cluding pedestrian overpasses for separation o£ vehiculax
and pedestrian traffic.

Part III - Preparation oi Functional Design Elements
Utilizing the recommended trafiic circulation plan and
pedestrian separation for the campus area developed in Part
II above, functional design drawings will be prepared for
Algoma Bovlevard, High Avenue, Elmwood Avenue, Pearl Avenue,
and all cross streets Yrom Congress to Jackson inclusive,
between Elmwood - Algoma on the east and the Fox River on
the west, Following the completion�of the funct3onal geo-
metric design for streets and pedestrian overpasses, general
cost estimates for each street and overpass will be prepared
based on the functional geometric drawings. The findings oY
the study will then be summarized in a brief report,
Preparation of Functional Geometric Drawings
This work item will include preparation.o£ the functional
geometric drawing at a scale of 1" = 100' which will show
right-of-way widths, moving lanes, special lane designations
and channelization (e.g., exclvsive turn lanes), and corner
radii for Algoma Boulevard, High Avenue, Elmwood Avenue,
Pearl Avenue and all cross�streets from Congress to Jaekson
inclusive between Elmwood - Algoma on the east and the Fox �
River on the west. Drawings will also be prepared £or pedes-
�trian�overpasses pursuant to Part II review. A review meet-
ing with appropriate officials will be held to discuss these�
preliminary des3gn considerations.
2. Gen2-rai i,ost r,aQiraaies
Based on the funetional geometric drawings and Yollowing
the review meeting, general construction coSt estimates will
be prepared for the recommended improvements on Algoma Boule-
vard, High Avenue, Elmwood Avenue, Pearl Avenue and all cross
streets £rom Congress to Jackson inclusive bet�veen Elmwood -
Algoma on the east and the Fox River on the west. General
construction cost estimates will be prepared for pedestrian
overpasses which are included in the selected alternative.
These cost estimates will be in terms of 1974 dollars.
(Right-of-way costs will be furnished by the city,)
3. Preparation of Report on TraPfic CircUlation Plan
The purpose of this work item is to prepare a narrative
report summarizing the i'indings and recommendations of the
study. One set of full-size drawings will be submitted
separately to supplement the narrative report. The recom-
mendations developed as a part of this study will be pre-
sented 20 local and university officials at a meeting to
conclude the study. -

4. Reports and Materials
The £inal product of this study will be a report summar-
izing the activities and recommendations o£ the overall study,
Thirty (30) copies of this final report will be delivered to
the City of Oshkosh, In addition, ten (10) prints and two (2)
reproducibles of the funetional geometrics will be provided,
plus one copy o£ background data and reproducible copies oP
all drawings and maps prepared £or this study,

Four development strategies were presented and reviewed with members of the
PROD Committee and City officials. The review of these development strategies
resulted in the development of several alternate plans £or ilmnediate and long-
range development of the Central Business District. An immediate plan and a
long-range plan have been developed. The immediate plan has been adopted by
the PROD Committee and the Consultant has been authorized to proceed with
site plans for this immediate plan. The long-range plan (or strategy) has
been generally agreed upon, but is dependent upon an analysis of traffic
assignments. The Consultant has also prepared several alternate bridge
crossings and routings under this plan. This work is 40 percent complete,
and the remaining work consists of finalizing the long-range alternate and
preparing the proper text. As a result of the foregoing work, about one-
third of the Downtown Development Plan has been agreed upon and the Consultant
is preparing details of the Downtown Development Plan including the design of
the Main Street Mall or semi-mall and the layout of various surrounding areas.
