HomeMy WebLinkAbout27163 / 74-19��} " • . 1 # 19 RESOLUTION INITIAI, RESOLUTION - Grade & gravel portions of Wilson, Roosevelt, Crane and Alden Avenue. BE IT RESOLVED by the Common Council of the City of Oshkosh as follows: 1. The Common Council hereby declares its intention to exercise its power under Section 66.60 of the Wisconsin Statutes to levy special assessments upon property within the following described area for benefits conferred upoz such property by improving the following named streets, said public improvement shall consist of the grading and graveling of: WILSON AVENUE - From Plymouth Street to 171 feet east of Crane Street ROOSEVELT AVINUE - From Sheridan Street to 171 feet east o£ Crane Street CRANE STREET - From Linwood Avenue to Wilson Avenue ALDEN AVENUE - From Walnut Street to 132.6 £eet west of Walnut Street � WILSON AVENUE - From 100 feet west of Hamilton Street to 300 feet west of Hamiiton Avenue. 2. Said public improvement shall include the grading of the above named streets to the grade hereafter established by special ordinance of the City of Oshkosh, and the surfacing of said street with gravel and a dust preventative. 3.� Before such improvements are made, the Board of Public Works is directed to cause water and sewer service pipes to be laid in said streets from the mains to the curb line of each lot fronting on the said street and to keep an accurate account of the expense incurred in front of each lot and report the same to the Comptroller who shall cause the amount chzrqed to each lot to be entered on the tax ro11 as a special tax zgainst said road, provided, however, that the Board of Public Works shall not cause such laterals to be so laid for any particula: lot, or parcel where, in the opinion o£ the Board of Public Works, it wouid be impractical to do so. 4. The total amount assessed against�such district shall not exceed th� total cost of the irnprovments and the amount assessed ag�:nst any parcel shall not be great�r than the benefits accrued Lheroto from said improveme�its. 5. The assessm�nts against any parcel may be paid according to the provisions o£ Section 25-83 thru 25-89 of the Oshkosh M�_inicipal Ccde. - 6. Ttie 8oard of Pub1�c Works is directed to preyare a report consisting of: � a. Final plans and specifications for said improvem=nts. b. An estimate o£ the entire cost of the inprove:nents and laterals. c. an estimate as to each parcel of property within the assessment district of: - 20 - AUG 1 1974 INITIAL RESOLUTION - Grading & graveling portions of Wilson, Roosevelt, Crane & Alden Ave- cont'c (1) The assessment of benefits to be levied Eor each improvement. � (2) The damages to be awarded for property taken or damages by each improvement. (3) The net amoiint o£ benefits over damages or o£ damages over benefits for each improvement. Upon completion o£ such report, the Board of Public Works is directed to £ile a copy thereof in the City Clerk's office ior public inspection. - 7. Upon receiving the report of the Board of Public Works, the City Clerk is directed to qive notice of a public hearing on such report as specified in Section 66.60 (7) of the Wisconsin Statutes. The hearing shall be held by fhe Soard o£ Public Works in the Council Chambers in the City Hall at a time set by the Clerk in accordance with Section 66.60 (7) of the Wisconsin Statutes. 8. The Wisconsin Public Service Corporation of Oshkosh, Wisconsin, is hereby required to install gas mains in said street and aervice laterals at such intervals as the Board of Public Works shall direct, said work to be completed prior to the improvanent of said street, the City Clerk shall £orward a certi£i xi copy of this resolution to said corporation forthwith. 9. The Board of Public Works and the proper City officials shall do all things necessary so as to complete the installation of storm sewers in said street prior to the improvanents thereof, i£ necessary_ 10. The installation o£ said improvements shall be accomplished according to the provisions oT Section 'LS-3 thru 25-11 0£ the Oshkosh Municipal Code.
