Thank you for meeting recen[ly with AECOM Technical Services, Inc. (AECOM) regartling Ne
above-referenced project. AECOM is pleased to submit our proposal for completing a
topographical survey o( Me approximately 32 mile cortidor for your consideration. Inclutletl in our
proposal is a diswssion of our understanding of Ihe pmposed project, our proposed scope of
services and es[ima[etl fee for ihe same. We look forwartl to working wi�h the Ciry of Oshkosh on
Ihis project.
Proiect Descriotion
It is our understanding [hat the Ciry of Oshkosh (City) is planning [o reconsWC[ Oregon Street from
the Fox River south to Ripple Avenue. This approxima[ely 32 mile cortidor is heavily travele4
composed of primarily urban streel sections and has multiple cross sireets, driveways, commercial
business entrances, sidewalks connecting to public rightof-way (ROW) and a variety of overhead,
surtace and sub-surface utilities. The project will be surveyed in live traffc conditions dunng normal
business hours in a mix of winter, spring and summer weather condiGOns. We anticipa[e efficiency
losses due �o weather conditions, traffc, pedesUians and ques�ions (mm citizens abou� our
activilies, etc; alihough ihese scenarios are wmmon for projec[s of ihis nature, all must be noted
as [heir impact is incorporated in[o hour assessments. AECOM will strive to minimize effaency
losses and politety direct project specifc questions lo ihe Public Works Department; we untlerstantl
that Ihe City will be nolirying residenis ot future surveying operations.
Producing a[horough and quality topo9raphic survey of this corridor will repuire personnel
experienced at collecting data for civil engineering design puryoses in an urban environment The
impact of not surveying cntical, seemingly innocuous physical (eatures can be detrimental to a
project dunng ihe design and construc[ion phases. AECOM has a[eam of Survey Technicians,
Professional Lantl Surveyors and CAD technicians with ihe experience to successfully deliver this
projec[.

AECOM will provide �he 6me and matenals (or completing a topographic survey of the Ore9on
SVeet wvidor and (umish an AutoCaC Civi13D (Civi13D) file to the City for civil engineenng
purposes. Project requiremenis and assumptions are detailed further-on in Ihis proposal.
Successfully completing this project will require using, but be limited to; GNSS and robotic
equipment, automatic levels, other canventional equipment and digital cameras capable of
producing photos and videos.
Given Ihe scale of Ihis project, AECOM sVOngly suggesis taking a detailed inventory of ezis6ng si[e
conditions beyond ihose tha[ ran be gatl�ered by suneying methods. For various reasons, having
time stamped photos and videos of physical feaNres adjacent to areas ihat will be impacted by ihis
projecl would be invaluable if evaluating pre and postconstruc[ion conditions 6ecomes necessary.
An inventory of subslantial cracks or irregularities in walls, sidewalks, stoops, driveways, etc. on
priva�e property would assist with keeping Ne Ciry in a defensible posiGOn amid claims that
constmction activity caused damage or other undesired outcomes. Furthermore, monitonng and
documenting ihe corridor via photo and/or video during and after rain events is warranted for this
project. With multiple driveways and sidewalks along the corridor, i[ is inevitable some areas of
standing water (ponding) exist near �he /uNre limits of wnsWCtion. Given the limitations o( a ROW
to ROW design, it is reasonable to believe ihat some post-constmction ponding will remain and
impacl private property owners; a Ihorough documentation of sile wnditlons prior to constructlon
will be valuable when proving iha[ a City pmject did not cause [he same.
Field and Office fasks:
• Honzontal tlatum, WISCRS-Winnebago County, (NA2011).
• Vertical datum, NAVD88.
. HarC surface eleva6ons to 0.01 feet.
• Non-hard surface elevations to 0.1 fee[.
• Horizontal control eslablished by GNSS and/or robotic surveying equipmen�.
• Vertical control eslablished by differenlial levels.
• Based upon nortnally accep�ed surveying standards, elevations derived by data collected
with GNSS or mbotic equipmentlpnsms is acceptable.
• A search of public racords will be made to assist in detertnining exis6ng ROW. Research
may be a combination of surveys filed with Winnebago County, ihe City of Oshkosh and/or
(ound by puerying ihe Ciry o( Oshkosh GIS.
• Fortnal Title searches of adjoining properties WI�L NOT be performed and research will be
limited [o a reasonable time suffcient to satisfy our due tliligence. AECOM assumes no
liability, whatsoevar, for not obtaining informatlon that could be gaNered by way of a
[horough search of pu6lic records by a title company or title professional.
• Ezis[ing property corners, (monuments), will be surveyed as they are encountered with
rypes and sizes no[ed. Unless ollierHise shown on surveys, searches will be limited [o
obvious lines of occupation.
• A search for suneys of public record in those porfions of Me corridor where buildings are
adjacent to ihe sidewalks will be made. Oken times Mroughout the years, surveys in urban
areas have uGlized cu[-crosses / dnll holes in concrete e[c. to establish or offset property

comers. It is in ttie public's interest to perpetuate those monuments as they're cntical when
retracing boundaries.
• Exisling storm and sanitary manholes or inlets will be surveyed bu� not opened to obtain
invert eleva6ons.
• For manholes and noncurb inlets, the ezisting rim will be surveyed to establish the
eleva6on. Ciry slaff will utilize Mese points to determine inveA eleva6ons trom Meir
previously oblained daW.
• For inlets along curb lines the exis[ing top of curb at back of curb and flowline elevations will
be surveyed to assure proper measure poinis are established. City staff will utilize these
points to detertnine invert elevations from [heir previously obtained data.
• For sitle Streel match p0in�5 where pavement ovedays exlend �o Ihe curb face5; Ihe flow-
line and back of curb will be surveyed. Designers must fake note ot those IocaM1Ons where
ma[ching cur6 heads with standard curb will result in elevation discrepancies.
• Two pertnanent control poinls shall be lek at each street intersection along ihe covitlor at a
minimum of 75 fee[ 6om the cen[edine of existing Oregon Street or, 30 (eet from the Point
of Curvature of side street curb and gutter; whichever is greatec Conirol points shall be
masonry nails, chiseled X's, other pertnanent (ertous objects. Utiliry poles shall not be
uUlized when setling temporary or permanent benchmarks. Control may be located on
either side of Oregon SVeet and confgured in a manner ihat minimizes ihe opportuniry to
be obscured by parked cars and traffc pattems, to the e�ctent possible.
. 7opographiwl dala will be gathered extending 100 feet hom curb 8 gutter PC poinis along
side sVee[s at 25 foot intervals.
• The fret manholes and curb inlets on each side sVeet shall be surveyed going away from
Oregon Sveet.
• Topography along ihe corridor shall extend 30 feet beyond the ezis[ing ROW or [o ihe
nearest struc[ure, whichever is closer.
• To Ihe eMent possible and when needed, survey'shots' will be coded 2 or more times [o
minimize multiple data points in close proximiry.
• The edges o( dnveways (and centerlines if witler ihan 72 feet) and sidewalks on pnvate
property shall be collected consistenl with the 30 foot requirement.
• The first Floor elevation of all slmcNres not accessed by way of steps and/or s[oops shall be
obtained within the 30 foot topo area at eaU door andbr garage opening.
• All steps of any stairs abutling and/or adjacen[ to ihe corridor shall be obtained.
• Window locations and sill elevations shall be obtained, i( any, abutting and/or adjacent to
the corndor within 1 foot of existing sidewalk elevation.
• Building comer locations shall be obtained for all sWCtures abutting and/or adjacent to ihe
cortidor. No scanning or other means to determine if walls are plumb will be peAormed.
• All concrete consVUCtion joints will be located within �he project limits, induding side sVee[s
and driveways.
• Utiliry locations will be derived from markings providetl by way ortlenng a locate through
Diggers Hotline and visible physical features enmuntered dunng surveying operelions.
Paint markings and flags will be surveyed in suffcien[ quantlty to establish ihe line as
marked.

RECOM
• If located, buried elecinc lines at signalized intersections will be surveyed.
• If visible, loop detector locations, if any, will be surveyed at signalized intersectlons.
• Overhead utilities crossing Oregon Street will be shown to establish connecUons belween
utiliry poles. II should be assumed Ihat overhead utilities run behveen poles paralleling the
cartidor.
• City of Oshkosh line and feld codes will be utilized.
• A Civi13D file will be prepared per [he City of Oshkosh version and standards as provided [o
AECOM.
• A digital tertain model of ihe en6re corridor will be prepared by AECOM for intemal use and
�A/QC purposes. The model will be provided along with projec[ deliverables.
• A comma delimited'.csv fle will be provided (or all points in; PI #, Northing, Easting,
Elevation, Description forma[.
• A similady fortnatled'.csv fle will be provided for all points relaled �o property corners.
• A similarly formatted ".csv fle will be provided for all established permanent wn[rol.
• Fieltl notes of level cirCUits will be p�ovided.
• Sketches of control poinis will be provided however, wntrol points will not be witnessed by
o�her monuments.
• Relatlng to cracks and/or irregulanties mentioned herein; digital photos intuitively named or
archived will be provided dceumenling existing site condi6ons. (Subjec[ively de[ertnined).
• Regarding ponding dunng rain events; digital photos intuitively named or archived will be
provided for areas of ponding near ROW limits. (Subjectively determined).
Meetinas & Corresoondence:
• Kick-0ff mee[ing atlended by AECOM personnel and Ciry sfaH. AECOM will have Paul
7imm (ACCOUn� Manager), Jason Houle, (NE WI Survey Manager), Mike Gonnering, (Senior
Surveyor) and Rebecca Desrochers, (CAD technician) in attendance
• Monthly status reports will be provided wi[hin 3 days of ihe end of each month via email to
James Rabe, Public Works Direclor
• One-meeting at the end of feldwork to review & wmment on a draft Civi13D fle; ihe Civi13D
file will be sent via'sentlfiles' to James Rabe in advance of the meeling
• Final mee�ng to review the fnal Civi13D product and deliver other information inGuding feld
notes,sketches, photos, etc.
Fees
We propose to complete Ihe work on a time and materials basis for an estimated fee of E�,472.50,
(Ninety-Nine Thousantl, Pour-Huntlred Seventy-two and 501100 dollars�. The [ime and
matenals fee will be effective if Mis proposal is accepted by the Ciry of Oshkosh within 60 days of
[he date of this proposal. Our services will be invoiced on a monthly basis. Our (ee is based on the
2016 AECOM ra[es established with �he City of Oshkosh and ihe following hour assessment

Schedule
AECOM is prepared the begin work as soon as possible after authoriza�ion lo proceed is received.
However, due to the upcoming Holiday season and endof-year vacation schedules, we would not
an[icipate crews consistenUy on-site until after January 1, 2016. Addi[ionally, given ihe naWre of
topographic surveying, our schedule would 6e driven pnmarily by [he weather and snow cover;
gathering topographic data in full snow condiiions is nol advised given ihe likelihood of critical
physical teatures and design elements being obscured. But, snow cover does no� prohibit
establishing horizontal control, vertical conVOl andbr surveying fnished Ooors, steps, etc. as
necessary. Given [hese limi[a6ons, our general scheduled is [o establish project control during
December 2015 — February 2016 and complele ihe bulk ot ihe other work during March 2016 — May

2016. The fieldwork would flow from North to South with the deliverables made as work progresses;
the following limits, (based on a color coded map provided AECOM), are proposed for completion
and delivery leading up to a proposed final completion date of July 1, 2016.

AECOM will work with City staff to coordinate project deliverables as needed.
Terms and Conditions
Services described in this proposal will be peAortned on a time-and-expense/unit-cost basis. The
project senices will be performed in accordance with ihe 2015 Negotiated Fee Schedule and the
April 2009 Negotiated Terms and Conditions between AECOM and the Ciry of Oshkosh, which are
ezpressly incorporaled into, and are an integral part of, our contract for professional senices.
Please indicate your acceptance of this proposal by having an authorized individual of the City
execute the attached Authorization Form and return it to our Oshkosh office. If you have any
