O. #7 DELAYS AFFECTING CRITICAL PATH OF PROJECT FOR WHICH EXTENSION OF TIME IS BEING GRANTED 1. Sewer Contractors delay under Contract "I" was to have been completed March 19, 1973. Actually completed June 14, 1973. . 87 days 2. Excess Rock Excavation Contract called for Contractor to include 1000 Cubic Yds. in Bid. Actually removed 1749 cubic yds. Required additional work, 18 days 3. Shortage of reinforcing steel for structural slabs. Records show severe drop i❑ delivery during ,7anuary and February of 1974. General Contractors agreement with his material sup- plier called for an additional $3.00 per cubic yard of concrete for concrete not supplied from unheated portable ready mix plant at site. Material supplier did not charge General Contractor this premium be- � cause he was unable to supply re-steel to enable pouring of concrete before cold weather. 60 days 9. Delays caused by other Contractors, excess rock excavation and delayed delivery of re- inforcing steel caused work to be done in severe winter weather thus reducing efficiency. 16 days 163 days Delays not on critical yath,these delays tended to compress the Mechanical and Electrical Contractors work schedule into a tighter time frame necessitating a larger crew and not being able to complete work as originally planned. 1. Jurisdictional dispute May 6, 1973 through June 8, 1973. May 6, 1973 through May 21, 1973 delay chargable to this dispute. Balance ran con-current with 18" underdrain line. Dispute arose between Plumbers and Laborers as to jurisdiction on ground water drainage system installation. 16 days 2. 1B" under drain line, draining floor drains, etc. to wetwell. Delays by Contractor for Contract "B" held up General Contractor in area between Aeration Tanks irom May 22, 1973 thrugh June 25, 1973. Actually more time was used by Contract "B" but it did not hold up Contract "A". 34 days 18" sludge drawoff lines for Final ql and #2. 7/22/73 and 7/23/73 Contractor "B" scheduled 25 days, Osed 27 days. 2 days Ground water problems on effluent lines from 4 final clarifiers. Excavation for installation of these lines unearthed springs. In order to seal oPf these spzings and preclude the necessity of the City of Oshkosh to pump out this ground water for the life of this project, additional work was requixed to seal off same. Paragraph No. 36 states in part as follows: 36. EXTENSIONS OF TIME A. Should the con[ractor be delayed in the iinal completion of the work by any act or neglect of the owner or engineer� or of any employee of either, or by any other con[ractor employed by the owner, or by strike, fire, or other cause outside oi the control of tl�e cont.-ac[or and which in the opinion of the engineer, could have been neither anticipated nor avoided then an extension of time suf£icien[ to compensate fo[ [he delay� as determined by the engineer� will be granted by the ownerg provided that the contractoz gives the owner and the engineer prompt mtice in writing of [he cause of delay in each case and demonstrates that he has used all reasona6le means to minimize the delay. Such notice nust be given by the coatractor to the owner within five (5) days following the be�inning of such delay. The contractor, in this instance� requested time ex[ensions from oux engineer.
