Dear Mr. Davis,
AECOM Technical Services, Inc. (AECOM) is pleased to present this proposal for professional
environmental engineering services related to the Buckstaff property located a[ 1118 Sou[h Main
Sireet, Oshkosh, Wisconsin. It is our understanding the City would like AECOM [o complete a
Phase I Environmental Site Assessment (Phase I ESA), Certified Survey Map (CSM) with legal
description, and a W isconsin Economic Development Corporation (W EDC) Site Assessment Grant
(SAG) Applica[ion for the BuckstaR pmperty. This proposal presents our scope of services and
estimated fee.

AECOM will split the exishng B ks �e � to two different parcels by preparing a CSM and
legal description for e e new parcels. This wil i rve�a_su eY of lhe existing buildings and
establishing n roperty lines and easements. �
Deliverables:
AECOM will prepare one draft copy of ihe CSMs and legal descriptions for review and comment. A
final copy will be submitted in POF format. The City will be responsible for registering the new CSM
and legal description.
Task B: Complete a Phase I Due Diligence Environmental Site Assessment (ESA)
The Phase 1 ESA will be conducted in general accordance with Ihe ASTM E-1527-13 slandard.
AECOM's Phase I ESA will provide information as to the potential that a signifcant hazardous
material or peholeum hydrocarbon release may have occurred on or affected the subjec[ property.
The Phase I ESA will include the following tasks:
Site Reconnaissance and lnterview— A visual reconnaissance will be conducted of the subject
property. AECOM will record observations of the presence or likely presence of condilions that
indicate an existing release, a past release, or a material lhreat of a release of hazardous
substances or petroleum products into structures on the subject pmperty or into the ground,

tollowing observations during the walk[hrough of the subjec[ property:
• Subject property and area vegetation for emimnmental stress and other ewlogical
disturbances.
• Subject property and area for surface features that would indicate flling, impoundments,
underground storege tanks, pipelines, wells or o[her surface penetrations.
• Subject property for the presence of flling or mounding, pits, ponds, or lagoons.
• Areas that are identfied that use, treat, store, dispose of, or generate hazardous substances
and petroleum products and review the status of past and current waste generetion and
management prac[ices at the subject property.
• Subject property and area electrical equipmen[ (e.g., Vansformers) and subs[ations, as well
as labeling that may indicate the owners, polychlorinatetl biphenyls (PCBs) staNS, and
leakage.
• Potable water supply and/or on-site wells (including dry wells, irrigalion wells, injection wells,
and other wells).
• Wastewater treatment source andbr on-site septic systems.
• Generel stormwater discharge routes into a drain, ditch, or receiving body of water on or
adjacent to the subject pmperty.
• Subjec[ property for floor drains and sumps.
• Stained soil or pavement, including s�ains or cormsion on Floors, walls, or ceiling, excep[ for
staining from water.
• Waste handling areas or prac[ices, chemical/indus[rial processing areas, and general
housekeeping practices.
AECOM assumes tha[ we will liaise with a designated City of Oshkosh representative to ensure
proper coordination and to answer questions or address concems during our site visi�s. As part of
the reconnaissance activities, AECOM will make visual observations of immediately adjacent
neighboring facilities, to the eMent that such observations can be made without entering the
premises of ihe neighboring facilities.
Physical Setting Information— AECOM will establish ihe physical setting for subject property by
reviewing a United States Geological Survey Z5 Minute Topographic Map showing the areas on
which that subject property is located. AECOM will review soil/hydrology and groundwater/
hydrology information b the extent it is provided by ihe ernironmental da[abase searoh company
(Environmental Data Resources) or in previously prepared reports provided by City of Oshkosh.
Site History— AECOM will develop a[horough understanding of the site's history. This may be
accomplished through interviews with City of Oshkosh personnel and others identified by City of
Oshkosh as familiar with ihe subject property, a review of locally available land use records,
historical photographs, and topographic maps, e[c.
AECOM will make reasonable attempts to interview individuals with specifc knowledge of or
familiarity with the subject property, to the extent that such knowledgeable individuals are identified

likely to be obtained is not duplicalive of information obtained (rom other sources. These individuals
may be queried in person, by telephone, or in writing. AECOM will review documen[s conceming
past land uses, including available site plans, records conceming past industrial and waste disposal
practices, and maps when provided by past and present facility owner(s)/occupant(s).
Agency Records Review- AECOM will order a site-specific environmental database report for the
subject property. AECOM will review these reports to evaluate whether the subject property or
neighboring properties (within a specified radius search distance from each subject property) are
included on the ASTM-specrfied standard and addi[ional (e.g., local) environmental record sources
(e.g., spills, landfills/dumps, leaking underground storage lanks). Where appropriate, AECOM will
contact state and/or loral govemmentai sources (or relevant documents/file intormation conceming
ihe subject property and adjoining properties. Freedom of Infortna[ion Act reques�s will be made to
the appmpriate local and/or state agencies requesting information relative to the subject property.
Files available at local agencies at the time of [he site visi[ will be reviewed, as time permits. These
inquiries may include the following types of governmental agencies:
. Faderal, State, tribal, and local emironmental solid and hazardous waste, wastewater
sections, etc.;
• Localfredeparlment;
• Local health/environmen[al depaNmen[; and
• Local agencies responsible for building and groundwater pertnits that document Activity and
Use Limitations, also referred to as Ins[iN[ional Contmis and Engineering Controls, for the
subject property.
AECOM's record review will include those records lhat are readily available and reasonably
ascertainable per the ASTM s�andard.
Vapor Migration - AECOM will evaluate the potential for vapor migretion (VM) to impact the
subject property as required by the ASTM 1527-13 standard. VM is defined as the movement of
volatile chemical vapors in soil or groundwater. AECOM will not evaluale vapor intrusion which is
defined as the movement of volatile chemical vapors from a source in the subsurface (soil or
groundwater) into [he indoor air of overtying builtlings [hrough crecks or other openings. AECOM
will evaluate Ihe potential !or VM to impac[ the subject property in general accortlance with ASTM
E2600-10, "Standard Guide for Vapor Encroachment Screening on Property Involved in Real Estate
Transactions" (Standard Guide).
User Respansibilities - Per the ASTM standard, it is the report "user's" (i.e., City of Oshkosh)
responsibility to perform certain tasks, which do not require ihe technical expertise of an EP and are
generally not pedormed by EPS conducting Phase I ESAs. Section 6.0 of the ASTM standard
indicates that "reasonably ascertainable recorded land title records and lien records that are filed
under federal, tribal, state, or local law should be reviewed to identify emironmental liens or activily
and use limitation, it any, that are currentty recorded against the property" and that "any
environmenlal liens or activity and use limitations so identified shall be reported to lhe
Environmental Professional (EP) conducting a Phase I ESA." If you have ihis information you are
required to provide it to the EP. If you do not have this information AECOM can conduct an EL and

AUL search for an additional fee. Adached for your completion is a User Questionnaire which will
assis� you in communicating to AECOM the user-provided information.
Report Prepa2tion —AECOM will compile and prepare a written report for the subject property,
documenting the scope of our work activities and summarizing the results of our assessment.
AECOM will provide you with a professional opinion as [o the potenlial for there to be a significant
on-site contamination problem, and recommendations for /urther work, if any. The report will
include a sile loca[ion map, site plan, representative site photographs, and supporting
documentation, as appropriate.
Deliverables:
AECOM will provide 4 hard copies and one elecUOnic copy of the fnal Phase I ESA report.
Task C: WEDC SAG Application Assistance
AECOM will assist the City with two W EDC SAG applications. This grant can be up to $150,000
with a 30 percent ($45,000) matching requiremen[. Cost share can be in-kind services or paid
directly with cash. Potential prqect activilies requested in the applications could include Phase I
ESA, Phase II ESA, site imestigation, remedial planning, pre-demolition hazardous materials
assessment, demolition, and storage tank removal.
Based on recent discussions with the WEDQ i� is anticipated WEDC SAG award turnaround time is
approximately 30 days depending upon audit workload. The SAG requires the City to satisfy its "All
Appropriate Inquir� which is completing an ASTM 1527 Phase I ESA prior to lhe City acquiring title
[o the property. Depending upon the award date of the SAG, lhe costs of Ihe Phase I ESA may be
wnsidered a"Pas[ CosT' and considered part of the 30 percent imkind services match. As
reques[ed, AECOM's Phase I ESA scope of services has been included within this proposal (see
below subsections).
In summary, AECOM will provide the following services:
• Complete AECOM appointed sections o� ihe application.
• Activelycommunica[ewithWEDCregardingthegrantapplication.
It may be necessary for the City to identify and collect some required grant attachments ihat may
not be readily available to AECOM. AECOM will assist the City in identifying the required
documenis. As part of ihis proposal, AECOM will split the property into two diKerent parcels via the
proposed CSM and legal descriplion as described in Task A. AECOM and City will complete one
WEDC SAG application for each parcel.
It should be understood that completion of this grant application is no guarantee that the monies will
be awarded to the City. Grant awards are based on many factors including availability of funds,
number of applicants, and redevelopment potential of the property.

Limitations
The Ciry of Oshkosh recognizes tha[ in any project it is not always possible to locate or identify all
hazardous materials, substances, or wastes wi[hin or surrounding the subject properties. The City
of Oshkosh agrees that AECOM shall only be required to use reasonable efforts, consislent with [he
prac[ice of o[her professionals engaged in similar activitg in lhe course of fulfilling AECOM's dulies
under this proposal. AECOM is not responsible for conditions or consequences arising from
relevant facts that were concealed, withheld, or nol (ully disclosed a[ the time the project was
performed.
7erms and Conditions
Services described in ihis proposal will be performed on a �ime-and-expenselunit-cost basis. The
projec[ services will be peAOrmed in accordance with the 2015 Negotiated Fee Schedule for various
elemenis of service we expect will be Wilized providing �he services outlined in this proposal. This
project will be complete per the negotiated April 2009 Negotiated Terms and Conditions.
