WHEREAS, the City of Oshkosh has been negotiating with
representatives of the Oshkosh Fire Departnent Chief Officers, and
WHEREAS, the conclusions of said negotiations have been
reduced to the attache3 agreement,
NOW, THEREFORE, BE IT RESOLVED by the Common Council o£ the
City of Oshkosh that the proper City o£ficial.s are hereby authorized
and directed to enter into the attached agreement with the Oshkosh
Fire Department Chief Of£icers Association for the 1975 calendar
year.

AR'PICLE I
[r'ORK WEEK
Chief Of.ficers are supervisory personnel and as such are
charged cvith the responsi6ility of controllin9 and directing
subordinate personnel in executing their specified assignments.
Tnerefore, the duty week shall be determined Uy the Chief,
based upon department manpower requirements.
ARTICLE II
PAY POLICY
Chief Officers shall be compensated within the pay range as
set forth in Schedule "A", attached hereto and made a part of
this agreement. .
ARTICI,E III
OUTSIDE EMPLOYMENT
Chief Officers shall have the right to seek and hold outside
employment upon approval of the Chief of the department. All
requests and approvals or denials shall be in writing.

HOSPITAL AND MEDICAL INSURANCE - LIFE INSURANCE
ITAL AND MEDICAL INSURANCE
The employer shall pay up to Fifty-Seven Dollars and Thirteen
Cents ($57.13) per month for each�employee toward the premium of
the employee's group hospital and medical policy irrespective o£
, the employee's marital status.
RETIRED EMPLOYEE ID7SURelNCE
H. For those employees on the Oshkosh Fire Department
prior to January 1, 1974, the City will pay an amount equal to
the cost o£ the current individual group health insurance premium
for retiring employees, for a period not to exceed £ive (5) years
from their date of retirement, providing that such employees have
not obtained health insurance coverage or is not eligible f.or
health insurance coverage through other employment or any other
source. Any retired employee who has�health insurance benefits
or who is eligible Eor such benefits £=om any source other than
the City of Oshkosh shall be i.nel.i.gi.ble for the benefits provided
herein.

LIFE TNSU �lNCE
The employer shall pay one hundred per cent (100°) o° the
Cl�ief Officers state group life insurance poli.cy.
ARTTCLE V
AUTIiORIZED ABSENCE
Vacation
Each employee Fiith more than one (1) calendar year of �
continuous service, shall be granted six work days of vacation �
leave. F.ach employee with more than five (5) years o£ consecutive
calendar service, shal.l be granted seven work days of vacation
leave. Fach employee with more than ten (10) years of consecutive
calendar service, shall be granted cight work days of vacation
leave. Each employee wi.th more than fi£teen (15) yeazs of consecutive
calendar service shall be granted ten work days of vacation. �
�ach emp].oyee with more than twenty (20) years of consecUtive
calendar service shall be granted eleven work days of vacation.
Each employee with less than a full calendar year of service in
the calendar year preceeding shall be granted a vacation in tfie
succeeding year on a prorated basis equal to the per.centage o£
the year worked as bear.s to the prescribed vacation period_
Those employees completing their £ifth, tenth, fi£teenth, and
twenti.eth years of service shall earn their vacation for that
year on a prorated basis. On separation all vacation si�all be
paid in proportion to the time worked.
Sick Leave
Al1 employees shall be entitled to sick leave credits on
the follocv.ing basis:
All Chief Officers shall accumulate sick leave with pay at
the rate oL one (1) working day for each month of service, an
unlimited accumulation of sick leave_ A Chief Officer may use
sick leave u�ith pay £or absence necessitated by injury ar illness,
or exposure to contagious disease when confirmed by a physician.
In order to qualify £or sick leave payment, an employee mustc
a. Report his absence to his Chief prior to the start o£
each work day.
b. Keep his Chief informed on the condition i£ the absence
is more than one working day.
Submit a doctor's certificate for such absence upon
request of the employer. The certificate must state
the kind and nature of sickness or injury and �ahether
the employee has been incapacitated £or such period of.

Record of- sick leavc wi.11 be maintained lly the�Personnel
Office.
It is recognized that the serious injury or illness of the
spouse or child of the employee may adversely affect the ability
of the employee to perform his duties efficiently and may necessitate
the usc of sick leave. However, no lcave shall be granted under
t}�i.s :.�ubsection if the spouse o£ the employee is employed and
continues to work during the a6sence of the employee. Any leave
granted for reasons listed in this subsection shall be subject to
Chiefeneral sick leave provisions with approval of the Fire
Section 2-7.38 (d) (4) of the Oshkosh n?unicipal Code provides
as follows:
"Upon written election by the employee filed with the Director
of Administration, an employee injured while on duty and
otherwise covered under the provisions of the Workmen's
Compensation Act, may use accumulated sick leave so as to
draw as paid sick leave an amount which equals the difference
between regular salary and P!orkmen's Compensation weekly
benefits and such sick leave accumulations charged with 1/3
of a day for each such day; in the case of inembers of the

ARTICLE VII
EMERGEN�pVE
Each employee shall be allowed three (3) consecutive calendas
days off coith pay in the event of the death of such employee's
mother, father, son, daughter, wife, father-in-law, mother-in-
law, brother, sister, or step-child, step-father, step-mother,
grandchildren, grandparents or guardian. In the event an employee
is called off from duty because of the death of an above relative,
that duty day shall not be counted as part of the three (3) day �
leave provision.
ARTICLE VI11
HOLIDIIY LEAV�
All Chief Officers shall receive five (5) working days of£
�uty with pay in lieu of the following holidays: New Year's Day,
Good Friday afternoon (1/2 day), t4emorial Day, Independence Day,
Labor Day�, Thanksqiving Day, Chr.istmas Eve afternoon (1/2 day),
Christmas Day, and one Floating Holiday o�hich shall be earned at
the rate of 1/10 day for each month cvork.ed, but not to er.ceed one

possessed by it or them under state and federal laws, regt�lations
or statutes. In the event any clause or portion of this Agreement
is in con£lict with Statutes of the State oi Wisconsin governing
municipalitzes or other Statutes, such clause or portion of the
F�greement shall be declared invalid and neaotiations shall be
instituted to adjust the invalidated clause or portion thereof.
ARTICLE XI
PRESENT BENEFITS
The employer agrees to maintain in substantially the same
manner such present bene£its not specifically referred to in this
Agreement.
ARTICLE XII
TERMINATION OF EMPLOYMENT
The employer shall pay all monies due employees upon the
termination o£ employment and shall furnish such employees coith
statement of employment if requested to do so by such employee.
ARTICLE XIII
PENSIOV
Sn addition to .the Statutory requirements, the employer
shall pay to the retir.ement fund Twenty Tiiree and e.ight/1.00
Dollars ($23.0H) bi-�acekly of the employees mandatory contributions.
Durina the month of retirement of emplo}'ees ur.der the ss. 62.13

r.etirement system, the �uenth 1'}�ree and eight/100 llollars ($23.08)
bi-weekly contri_bution shall cease and the amount transferred to
the employees salary.
ARTICLE XIV
UNZFORPS ALLOWANCE
Thc amployer will provide a uniiorm allowance of One fiundred
SeventyFive Dollars ($7.75.00) per year to be paicl in January of
each year. In the event an employee has worked less than twelve
(12) months in the year preceding, the amount shall be pro-rated.

This Agreement shall become effective January 1, 1975
and shall remain in full force and effect until and incluc'.ing
December 31, 1975, and shall be autom3tically renewed from year
to year unless negotiati-ons are instituted by September 1, 1975
