The wotk envme�atetl sball be proposetl by the State to the Fede�al Highway qdminlitration. If approveQ the work shall he under- taken by the State as a Fetlerabaid project in accordance with all appiicable State and FeGe�al laws antl requlations. 3. The total amount of estimated Fetleral fvnes as set forth witl be consitlered to be the maximum amount of Fede�al altl that will pe applied to Ihe project to the ez[ent that lhey are rewverable f�om the apportionmen[ ot Federal aitl to the State, antl will be cha�ge- able to tha State's apportionment ot svch Fetleral aidto lhe Monicipality. 4. Such work as is necetsary to insure a complete improvement acceptable to the Division ot Hi9hways and the Fede�al Highway Ad- minisUation will be undertaken indepentlently by the Municipaliry without cosl to the State and without Federal particl0ation. Subsequen[ to the receipt ot bitls but prior to the execution o( a contract, the Municipality will deposit with the Division of High- ways the funds estimatetl by the pivision as necessary to defray all rosts incitlent to the project which are not remverabie from Fetleral tontls allo<atee to the projecL Any balance remaini�g Q� such deposit wiil be retumetl to the Mvnicipality upon tinai aadit. The pistrict Office of the Divnion ot Highways will coope�ate with antl ativise the Mvnici0ality during the survey antl O�an develop- ment phasa. The cost of any survey, pl�n, antl preconstruction enqineering undertaken by the Stata, other than atlministrativeaupanses, wiil be cM1arged to the Municipslity. .
