INZTZAL RESOLUTION - ASPHALT OVEkLAY OF WEST 24th AVENUE
DOTY STREET, AND SOUTH PARK AVENUE
BE IT RESOLVED by the Common Council of the City o£ Oshkosh as
follows:
1. The Common Council of the City o£ Oshkosh hereby declares
its intention to exercise its power under Section 66.60 of the Niis-
consin Statutes to levy special assessments upon property within the
following described areas for benefits con£erred upon such property by
improvement of the following named street:
WEST 24TH AVENUE - From Doty Street to Oregon Street
DOTY STREET -�From W. 24th Avenue to Main Street
SOUTH PARK AVEN[lE - From West 20th Avenue to Knapp Street
2. Said public improvement shall include the yrading of the
above named street to the grade hereafter established�by special
ordinance o£ the City of Oshkosh and the surfacing of said streets
with an asphalt overlay.
3. Aefore such improvements are made, the Board of Public Works
is directed to cause water and sewer service pipes to be so laid in
said streets from the main to the curb line of each lot fronting on
the said streets and to keep an acrurate account of the expense in-
curred in front of each lot and report the same to the Comptroller who
shall cause the amount charged to each lot to be entered on the tax
roll as a special tax against said road, provided, however, that the
Board of Public Works shall not cause such laterals to be so laid for
any particular lot or parcel where, in the opinion of the Board of
Public horks, it would be impractical to do so.
4. The total amount assessed against such district shall not
exceed the total cost of the improJements and the amount assessed
against any parcel shall not be greater than the benef.its accrued
thereto from said improvements. ,
5. The assessments against any parcel may be paid according to
the provisions of Section 25-83'thru 25-89 0£ the Oshkosh Municipal
Code.
6. The IIoard of Public Works is directed to prepare a report
consisting of:
a. Final plans and specifications for said improvements.
b. An estimate of the entire cost of the improvements and
laterals.
c. An estimate as to each parcel of property within the assess-
ment district of:
(1) The assessment of bene£its to be levied for each
improvement.
(2) The damages to be awarded for property taken or damages
by each improvement.
(3) The net amount of damages over bene£its or of benefits
over damages for each improvement.
Upon completion of such report, the E�oard of Public works is
directed to file a copy thereof in the City Clerk's office £or public
inspection.

7. The Wisconsin Public Service Corporation of Oshkosh, Wis-
consin, is hereby required to install gas mains in said streets and
service laterals at such intervals as the Board of Public Works shall
direct; said work to be completed prior to the improvement o£ said
streets. The City Clerk shall forward a certified copy of this
resolution to said corporation forthwith.
8. The Board of Public Works and the proper City officials
shall do all things necessary so as to complete the installation of
storm sewer in said street prior to the improvements thereof.
9. Upon receiving the report of the Board of Public Works, the
City Clerk is directed to give notice of a public hearing on such
report as specified in Section 66.60 (7) of the Wisconsin Statutes.
The hearing shall be held by the Board o£ P�blic laorks in the Council
Chambers in the City Hall at a time set by the Clerk in accordance
with Section 66.60 (7) of the Wisconsin Statutes. �
