WHEREaS, the Housing and Community L�velopment Act of 1974 was
recently enacted into law, and
WHEREAS, the Act provides Community Development Block Grant
Fusuis to metropolitan cities, and
WI3EREAS, the City of Oshkosh is defined under the nct as a
metropolitan city and is entitled to receive a,nounts allocated under
the Act based on a formula specified in the I�ct, and
SPHEREAS, in order to receive the entitlement amount,the City
must meet specific requirements of the Act and further make
application for these monies, �
NOW, THEREFORE, BE IT RGSOLVED by the Common Council of the

Downtown Redevelopment
The City of Oshkosh has embarked on a downtown redevelopment program
designed to provide and maintain a viable, healthy down�to:on. The
schedule for completion of plans and a propram .`o^ i.m�lc;enting plans
is mid 1975. Specific public and private cost estircaies for a bypass
route, land purchases, a mall, parking improvements and other projecte
have resulted i.n a short range pl.an endorsed by thc PP.OU Committee
from this ef£ort.
It is recommended that dovmtown redevelopment be a major program under
Ti_tle I of the Housing and Community Development Aet - snecific project�.
:or expendi.ture of these funds to resul.t from completion of the
docantown plan and adoption by thc Plan Co.r.mission and Conmon Council.
Although significant funds have not been proposecl this year for the ,
imp^ovement of the llowntocrn, considerably more funds are recomnended
`o-+ the £ollowin� ycars in the Community Development Program. The
major reason for recomr.iendin� less funds this year is because the
nlannin� process in conjunction with thc dopmtovm has not b_en comoleted
or accepted ei_ther by t}tie PR011 Committee or the Osnkosh Common Council.
Yhe Plan Cor.vnission has also not acted unon any plans for the Downtoo�n.
ur�til this work i.s completed, which is expected to be so,-ae time this
summer, i_t is su�gested tnat major Funds not bc allocated for this

1977
The improvement and stabilization of neighborhooQs is one of the
pri.me concerns of �the Community Development Act. For this reason,
it is recommended that $99,600 be allocated i.n 1975 for a Neighborhood
Development Program. Under this program a specific neighborhood would
be selected for upgrading each year or every two (2) pears. The
Co;nmunity Development staf£ would work o:ith a citiz.ens committee in
each nei�hborhood to determine wha�t is r.eedad. In o�ther words� it
could include street paving, curb repair, sidewalk repair, tree
planting and possibly park improvements--if a park was in the
neighborhood. �
Although new construction and rehabilitation of existing multi-family
units for the elderly, low and moderate income, and hzndicapped are
£nndable under Title II of -thc Act, tTiere er.i.sts ;ubstantial need to
un�rade the single family housino stock in the City of OsYikosh. �
FD90CAP is sceking a Ford Foundation Gr.ant whicn�� in nart� will be
directed toward rehabili.tation of the housi.ng stock in Fond du Lac
a:d 47i.nnebago Counties. It is recommended tk:at thc Ci�ty of Oshkosh
saoplement the prograr, b}� i.denti£ying a Neiohborhood Development Project
(i:DP) to serve as a model or pilot project for the City and apgly

Because other sources of state and federal financial assistance For na-rk
acquisition and development are insufficient to meet the needs of the
City, it is recommended that Comnunity Development Title I Funds be -
used to Supplcment the City's Park Program. It i.s recommended that
the 1975 funds for this element be allocated to Algoma Park and [Jesthaven
Park development.

Senior Citizen's Center

Considerable testimony was presented expressing interest in a Senior
Citi_zen's Center. A grant has been received by the City for providing
assistance in manning such a center for the first year. This money
was obtained in cooperation with the City and County Committees on
Aging. Additional funds are necessary, however. It is recommended
that $5,000 be earmarked for equipment, maintenance, and planning of
the Senior Citizen's Center.

Dental And Eye Care For Children and Senior Citizens

A number of children and sen�.or citizens arc in need of dental and eye
care including �lasses in some cases. Although assistancc is available
under existing Health and S4elfare programs, it was poi.nted out that
some children and elderly do not receive such care because they do not
quali£y under such programs and cannot afford to provi.de these
necessities. The program would be administered through the City's
nurses who are fami.7.iar wi_th th� needs of the children in the community
and upon referral of elderly.

ihe costs incurred by the City of Oshkosh to plan and administer tne
FIousi�g and Cornmunitv Development Pro�ram in the City are eligible
expenditures under the Act an❑ are recommended to be allocated from
Ti.tle I.
If the City is to plan and admi.nister a 3.3 million dollar program of
community development ac�tivities over six (6) years including
(1) preparation and implementation of Neighborhood Development Plans;
(2) conductin� Citizen Participation and Information Programs;
(3) applicati_on for Community Development and DiscreYionary Funds;
(4) preparation and carrying out relocation plans; (S) preparation
of Housin� Assistance Plans; (6) preparation of a long range capital
improvement> program; and (7) downtown redevelopment activities,
additional staff will be required.

Planning and Programming cosfs include the addition of two (2)
Associate Planners in the Department of Community Development for the
specific purpose of cnrrying out all the requirements of the Housing
and Cormuunity Uevelopment Hct. In addition to salary requirements,
supplies and equipment are required. It is further recommended that
the R. L. Polk & Company be contracted with as the most economical
method of keeping up-to-date some of the information required under
the Act. The Polk Company conducts the annual City Directory survey.
The City aE Beloit has used the firm to gather information required £or
this program as well as their Urban Renewal Program and has been
extremely pleased with their performance.
HUD has indicated that indirect costs incurred to administer the
program are also eligible under the Act. An acceptable system for
charging these would be developed during 1975.

TITLE II HOUSING ASSISTANCE PL,AN
Attached is a copy of the Housing Assistance Plan prepared by the
Department of Community DevelopmenL and adopted by the Oshkosh flousin�
Authority and City Plan Commission.
DISCRETIONARY REQUESi'S
Senior CiTizen's Center
The Oshros}� Committee on Agin� has recently received a grant for the
operation of a Senior Citizen's Center in the City. A Senior Citizen's
Cen-ter has also been supported by several citizen and special intcreet
groups within the City of Oshkosh as a priority need for the elderly.
Al�thou�h i.ntormation available tends to supnor�t this contention, results
of the operation oi the Senior Citizen's Center should prove to be
valuable to support an application for a discretionary request for
such a project.

II. Sewer Separation Program
Thc City of Oshkosh is presently under orders from the Department of
Natural Resources to co:nplete a sewer separation program of sanitary
and storm sewer by July 1977. The City has filed an application for
a grant to EPA, howcver, the priority ranking, stateo-�ide, appears to
preclude this project Prom being funded in time to meet the order
deadline. It is recommended that a discretionary grant request be made
of HUD for this project.

cost and the substantial increase in water rates to finance the
expansion, �the project has becn delayed. It is recommended �that a
discretionary grant request be made of HUD for this project.

of Housing and Urban Development for enti.tlement funds and assisted
housing for low and moderate income elderly and famil:ies under
the Housing and Community Development Act of 1974, the City of
Oshkosh Department of Community Deve]opment has directed the FIOUSing
Author.ity to prepare a Housing Assistance Plan for r_ecommendation
to the Oshkosh plan Commission.
Tha Oshkosh Housi.ng Authority is proposing to the Plan Commission
tahat it believes to be a realistic goal for meeti.n� the comprehensive
housing needs of the City. The plan i_s bas�d on updated 1970 census
data and actual inEormati_�n T.aken from currenL- applications on file
2t Court Tower and Sim2anna (elderly housing projects located
taithin Oshkosh). Thi_s d2t� is considered to b� the best available
at this time and i_s designed to provide the Departrnent of Housing

III. Elderly HousinQ - Rehabilitation
It is recommznded that 120 units be rehabi.li.tated for elderly
rental units during the 1975 program ycar. These units
are to be located in Censue Tract 6 for. the r.easons stated
above plus the fact that census data indicates a substantial
nu��nber of substandard units i.n this area are lacl;ing plumbing
facilities. �
7V. Sin�l.e Family Housing - Rehabilitation
It is recommended that the rehabilitati.on oi 484 owner
occuoicd �ingle family units be prograrnmed for thc first
year of the plan as outlined in the proposal submitted
by ADVOCAP, 7nc:. (copy attaclied). Thi& rehabilitatiori
would include approximately 388 units of ba.si.c homz maintenance,
48 uniCS o�° energy conservation maintenance, and 48 units of
major r.ehab_ili.tat:ion.

Location of this unit need not be narrowed to a specific Census

V L Family Hou;:in� - Non-Elderly
It is recommended that 70 to 60 units of non-elderly
family housing be constructed during the fir;t program
year� continuing the 1970 to 1974.pace of assisted £amily
housino construction under the old 235, 236, and Section 23
program� in an effort to meet the existing and future need.
These units should be of single and two fami.ly type on
individual scat�tered sites or as part of a planned unit
development.
ViI. Family Housing - Non Assisted
As noted in the supportive data for this Housing Assistance
Ylan, the vacancy rate for all units of housing is a very
low .97"a. Further, the selection o£ housin� from the least
expensive to the rnost expensive i_s extremely limited.
It is recor.mriended that in order to find �ome solution for
the serious housing problem of the community, the Oshkosh
Housing Authority orill seek to 1) bettcr determine the
market for non-assisted single £amily housing, and 2)
assist in improving and promoting this market in any way
possible.
VIII. 1976 and 1977 tlousin. Assi.stance Plan
It is recommende3 that the Housing Assistance Plan £or
the 1976 and 1977 pro�ram years be a continuation of the
1975 plan. The second and third years of the program
will require revision and iurther� selective review and
analysis based on a monitori.n� of the firsi year program
and the collection of more complete and comprehensive
housing need data £rom the conmunity.

occupied units �aere o�aner type and 6,367. �vere renter type.

in 1970 ���as 7,430 and is estimateci to Ue 5,520 for January 1, 1974.
Projected elderly population for 1980 is 10,330. These figures

the city, namely Census Tracts l, 2, 5, 6, and 15. Tract 5
