PLEASE NOTE the City of Oshkosh Plan Commission will meet on TUESDAY,
DECEMBER 15, 2015, at 4:00 pm in Room 404 at Oshkosh City Hall, 215 Church Avenue, to
consider the following agenda.

APPROVAL OF DECEMBER 1, 2015 MINUTES
I. ARCHITECTURAL BUILDING PLAN REVIEW FOR A PROPOSED STORAGE
BUILDING AT 425 LAKE SHORE DRIVE (WATER FILTRATION PLANT)-City of
Oshkosh, owner/AECOM Technical Services, Inc., petitioner
II. DEVELOPMENT PLAN REVIEW FOR THE RECONSTRUCTION OF THE
PARKING FACILITY FOR THE OSHKOSH SENIOR CENTER AT 200 NORTH
CAMPBELL ROAD-City of Oshkosh Senior Center, owner/AECOM Technical Services,
Inc., petitioner

Zoning Ordinance Update-Article I Introduction and Definitions
Proposed State Legislation Impacting Community Development
AB523 that would allow complete replacement of nonconforming structures if destroyed
AB563 that would allow Dane County towns to withdraw from county zoning
AB568 that would mostly end historic preservation and rental regulation
AB583 that would prevent the regulation of short-term private home rentals
AB582 that would do all of the following:
o llowAaApropertyAownerAtoA“vest”AtheirArightsAunderAcurrentAlocalAzoningAbyAapplyingAforAaA
“related”ApermitAsuchAasAaAdriveway permit or a DNR permit.
o Prevent towns from denying a conditional use based on guidelines in the comprehensive plan
o Require towns to have a ¾ majority if amending the zoning to allow less development. This
requires unanimity in towns with just 3 supervisors.
o EliminatesAtheAtaxApenaltyAwhenAconvertingAforAdevelopmentAlandAthatAhasAbeenAtaxedAatA“useA
value”AinsteadAofA“fullAvalue”
o Requires all jurisdictions to notify any property owners if their use could be affected by a
comp plan or zoning change, now without the property owner requesting or paying for the
notice.
