HomeMy WebLinkAboutMINUTESBICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MINUTES November 19, 2015 PRESENT: Tom Otto,Adam Bellcorelli, James Michelson,Jay Stengel, EXCUSED:Ben Rennert, Caroline Panske, Vicky Redlin STAFF:Assistant Planner Alexa Naudziunas and Public Works Engineer Steve Gohde 1.Call to Order Mr.Michelson called the meeting to order at 4:01 p.m. 2.Approval of September 17,2015 Meeting Minutes Mr. Bellcorelli moved to approve the September 17th 2015 meeting minutes.Mr.Stengel seconded the motion. Motion carried unanimously. 3.League of American Bicyclists –Bike Friendly Community –Cassandra Fowler Cassandra Fowler, Student Sustainability Intern and Sustainability Director for OSA, attended the November meeting in order to explain the Bike Friendly Community program.The committee agreed that they would be willing to pursue this designation. 4.North Jackson Street Sidewalks –Staff Update Mr. Gohde, Public Works Engineer, explained the October 27, 2015 City of Oshkosh Common Council meeting. Mr. Gohde stated that the Common Council discussed the possibility of installing sidewalks on north Jackson Street between Packer Avenue and Bacon Avenue. The Common Council agreed that in order to move forward with the installation of sidewalks,there would need to be an agreement in place between the Town of Oshkosh and the City of Oshkosh, or the Town of Oshkosh would need to create a sidewalk ordinance addressing maintenance and installation. Ms. Naudziunas explained that staff met with Jim Erdman, Town of Oshkosh Planning and Zoning Chair, on November 9, 2015. Mr. Erdman planned to discuss this topic with the town board. Ms. Naudziunas agreed to follow up with Mr. Erdman in the future. 5.Possible amendment Ordinance 25-54 discussion –Sidewalk Width -Update Ms. Naudziunas explained the October 27, 2015 City of Oshkosh Common Council meeting discussion,on the possibility of amending Ordinance 25-54. Ms. Naudziunas explained that the City Manager and Public Works Board, Mark Rohloff, agreed that it is important that the appropriate boards and committees approach the Public Works Board for construction projects. There was discussion on the idea that this would only be appropriate in certain areas considered new construction.The committee agreed that this was the best way to proceed, but expressed an interest in reviewing the five year CIP in order to identify appropriate projects. 6.Education Campaign –Discussion The committee agreed that it would be a good idea to have an outreach table at some of the Winter Farmers Market dates. After discussing the idea of the education campaign, the committee agreed that the outreach table, social media posts and the spring biking event would be sufficient next steps for the campaign. 7.Spring Bike Event -Discussion Ms. Naudziunas requested that two committee members volunteer their times to serve on the event planning committee for the spring biking event. Mr. Bellcorelli agreed to volunteer. Since committee members were missing, Ms. Naudziunas explained that she would email them after the meeting. 8.Agenda Items for the Future Meeting(s) Mr. Otto expressed an interest in more information of the budget and the Capital Improvement Program. 9.Adjournment Mr. Otto moved to adjourn the meeting and Mr. Bellcorelli seconded the motion.
