INITIAL RESOLUTION - ASPHALT OVERLAY OF SOUTH PARK AVENUE,
FROM KNAPP STREET TO GEORGSA STREET
BE IT RESOLVED by the Common Council of the City of Oshkosh as
£ollows:
1. The Common Council of the City of Oshkosh hereby declares
its intention to exercise its power under Section 66.60 of the Wis-
consin Statutes to levy special assessments upon property within the
£ollowing described areas for ber.e£i�ts conferred upon such property by
improvenent of the following named street:� "
SOUTH PARR AVENUE - From Knapp Street to Georgia Street
2. Said improvements shall�consist o£ asphalt overlay and
appurtenant work at a grade.heretofore established by special ordinance
of the City o£ Oshkosh.
3. Before such improvements are� made, the Board of Public Works
is directed to cause water and sewer service pipes to be so laid in
said streets from the main to the curb line of each lot f.ronting on -
the said streets and to keep an�accurate account of the expense in- �
curred in front of each lot and report the same to the Comptroller who
shall cause the amount charged to each lot to be entered on the tax
roll as a special tax against said road, provided, however, that the
Board o£ Public Works sha11 not cause such laterals to be so laid for
any particular lot or parcel where, in the opinion of the Board of
Pu51ic Works, it would be impractical to do so. -
4. The total amount assessed against such district shall not
exceed the total cost of the improvements and the amount assessed
against any parcel shall not be greater than the bene£its accrued
thereto £rom said improvemeats. ..
5. The assessments against any parcel may 6e paid according to
tc2 provisions o£ Sec`ion 25-83 thru 25-89�of the Oshkosh Municipal
Code.
6. The Board of Public S4orks is directed to prepare a report
consisting of:
a. Final plans and specifications for said improvements.
b. An estimate of the entire cost. of the improvements and �
� laterals. .
c. An estimate as to each pazcel of property within the assess-
ment district of: �"
(1) The assessment o£ benefits to be levied for each
improvement. �
(2) The damages to be awarded for property taken or damages
by each improvement.� � .
(3) The net�amount of damages over benefits or of benefits
over damayes for each improvement.
Upon completion of such report, the Board of Public Works is
directed to £ile a copy thereof in the City Clerk's office £or public
insyectien.

7. The Wisconsin Public Service Corporation o£ Oshkosh, Wis-
consin, is hereby required to install gas mains in said streets and
service laterals at such intervals as the Board o£ Public Works shall
direct; said work to be completed prior to the.improvement of said
streets. The City Clerk shall forward a.certified copy of this
resolution to said corporation £orthwith. �,-
B. The Board of Public Works and the proper City o£ficials
shall do all things necessary so as to complete the installation o£
storm sewer in said street prior to the improvements thereof.
9. The installation of said street improvements shall be
acconplished according to the provisins o£ Section 25-3 thru 25-11 of
the Oshkosh Municipal Code.
10. Upon receiving the report of the.BOard of Public Works, the
City Clerk is directed to give notice of a public hearing on such
reoo=t as speci£ied in Section 66.60 (7) of the Wisconsin Statutes.
The hearing shall be held by the Board of Public Works in the Council
Chambers in the City Ha11 at a time set by the Clerk in accordance
with Section 66.60 (7) of the Wisconsin Statutes.
