Dear Mr. Rabe,
Pursuant to our several discussions, AECOM Technical Services, Ina (AECOM) is pleased to
present [his proposal for Unmanned Aircraft Systems (UAS) aerial data collection. This proposal is
based on your anticipated needs to provide exceptional imagery for assistance in the industrial park
development for City Contract 14-10, Southwest Intlustrial Park Expansion (TID#23) Phases III 8 IV
Utilities'. AECOM appreciates the opportunity to furnish this proposal and it is based on criteria as
detailetl below.
Scooe of Services:
. AECOM's commercial UAS team will wnduct aerial data collection with an UAS, consistent
with all FAA regulations and client Health, Safety, and Environmental standards. One
unique challenge for this site is the need to acquire an FAA Certificate of Authorization,
(COA), to authonze the flight within 5 nautical miles of the Wittman Regional Airport. In
advance of this and to assure the project was feasible, our team has worked wdh the FAA
and anticipates authorization to fly earty nexl week
• AECOM's Northeast Wisconsin Survey team will provide the necessary X, Y& Z conVOl
points for the placement control panels needetl to prepare the DTM's; exis[ing on-site
control must be tlensifed to assure that accurate data processing can ocwr. All work will
be on the same horizontal and vertical datum's as recently completed construction and on-
going plattinq. To address any unforeseen circumstances, AECOM will have a one-person
survey crew on-site during operations.

. High-resolution imagery of the Business Park area to be used for marketinq purposes.
• Prepare Digital Terrain Models, (DTM's), of 3 completed detention basins on-site for City
staff to review relative to other'as-builP data. Our understanding is that this information will
provide the basis for future decisions by the City of Oshkosh decisions relative to using
UAS.
Proiect Schedule
Due to the time of year and unique circumstances during which this pmject was made possible;
time is of the essence. Our commercial UAS team will be in Wisconsin in the ne# 10 to 15 days
The high-resolution imagery and DTM's should be available wi[hin two weeks of completing the feld
work.
Fees:
Commercial UAS operations (mobilization, set-up, flights, analysis, tlata processing): $6,937
Professional Land Surveying Services- 1 400
TOTAL 58,337
We appreciate the opportunity to provide you with this proposal. To allow for our team to schedule
Flights, lodging antl transportation, we are requesting an authorization in the form of an email in
response to this correspontlence should you approve this work to proceed. Given the time of year,
woperative weather and ability to use this new technology to delrver multiple pmjec[s in Wisconsin,
we're looking to ezpedite the decision making pmcess, to the eatent possible.
To permit UAS to be introduced to Oshkosh personnel, internal AECOM personnel antl other client
contacts, we are requesting the opportunity to remain on-site after our Oshkosh operetions are
complete to introtluce the technology and answer questions. As you know, the commercial use of
UAS is in its infancy and we are proud to be among the leaders in the State and Country offenng
this service. We anticipate no more than a three hour window up to 3:00 or 4:00 p.m.

If services to be pmvided under this proposal require the agents, employees, or contractore of
AECOM to enter onto the Project site, Client shail provitle right-of-access to the site to AECOM, its
employees, agents, and contractors, to conduct the plannetl field observations or services The
services describetl in this proposal will be provitled on a time and materials basis. Based upon the
above scope of services, antl as discussed with the City of Oshkosh, the estimated budget !or this
project contract to pmvide UAS services for City of Oshkosh at the Southwest Industrial Park is
$8,337. The services providetl will be performed in accordance wi[h the negotiated 2015 Fee
Schetlule antl the contlitions of the 2009 City of Oshkosh Neqotiated Generel Conditions of Service,
which are expressly incorporated into, and are an integral part of, our contract for pmfessional
services. AECOM can begin provitling these services immedia[ety upon receipt of [he signed
Authorization Form (attachetl).
