RE: Professional Service Agreement for Transportation Department Reconfguration —
Martin Riley, Inc.
BACKGROUND
The Iransportation department is located in the former city incinerator building. It has been a good reuse of the
building and minimal remodeling has been done to the offce area. However, the building needs to adtlress
various accessibility, sewrity, and customer-0riented upgrades to prolong its use. To help address these issues a
Request for Qualifcations (RFQ) process was conducted in 2011 for an architectural frm to provide a space
needs assessment of the building. From the RF� process it was determined the architectural frm of Martin Riley
Inc. was best suited for this project Martin Riley Inc.'s subsequent assessment provitletl alternatives to improve
the functionaliry and effciency of the building including the atldition of an ADA compliant customer-friendly sales
office and the reconfiguration of existing offce space. Transit staff then fnalized a reconfguration plan and
recommendetl this project be included in the 2016 CIP Public Property Improvements for $310,000 to be funded
by the Transit Utiliry. This pmject was includetl antl approved by the Common Council in the 2016 CIP.
ANALYSIS
Due to Martin Riley Inc.'s backgrountl with the space assessment, staff solicited a proposal from them to
coordinate the plans, bid specifications and constmction management for this project Transportation and
purchasing staff reviewed Martin Riley's qualifcations, proposal, and cost, and determined that they are best
suited to oversee this project The project timeline is to begin planning in January with anticipated completion at
the end of summer ot 2016.
FISCAL IMPACT
Martin Riley Inc. services proposed cost is $29,473 plus any reimbursable expenses such as mileage. The 2015
CIP Property Improvements allocated $310,000 for this project.
RECOMMENDATION
Section 12-16 of the Municipal Code provides that su6ject to approval of the City Manager, the City may en[er into
pmfessional service agreements without following a competitive bidding or quotation pmcess. In accordance with
Section 12-16 of the Municipal Code antl because this agreement is in excess of $25,000, I am hereby submitting
a report of this purchase to the Common Council. If you have any questions on this pumhase please contact
