HomeMy WebLinkAbout18. 15-533DECEMBER 8, 2015 15-533 RESOLUTION (CARRIED__7-0______LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE ENGINEERING SERVICES AGREEMENT WITH AECOM FOR SURVEYING SERVICES FOR OREGON STREET ($99,472.50) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with AECOM Technical Services for topographical survey for reconstruction of Oregon Street in the amount of ninety-nine-thousand-four-hundred-seventy-two dollars and 50/100 ($99,472.50). No. 315-0410-7480-00000 Street Improvement Fund Expenditures n K H MEMORANDUM TO: Honorable Mayor and Members of the Co n Council FROM: James Rabe, Director of Public Works DATE: December 3, 2015 RE Engineering Services Agreement for Oregon Street Topographical Survey AECOM / $99,472.50 BACKGROUND Reconstmction of Oregon Street is included in the 2016-2020 Capital Improvement Program (CIP). The construction is tentatively scheduled in 2017 through 2019. Oregon Stree[ is a significant corridor for many utilities, including City owned and private utility companies. ATBT currently has a significant communications duct package in Oregon Street that provides a major infrastmcture backbone behveen Appleton and Fond du Lac. In order [o provide the private utility companies adequate time to prepare for reconstmction of major facilities, and allow City staff atlequate time to design this complex pmject, it is imperative to complete the topographic survey as soon as possible. Engineering Division staff do not have the availability to complete this topogrephic survey in the time it is needed�, therefore, AECOM Technical Services, Ina (AECOM) was requested to provide a proposal to perform this survey. ANALYSIS AECOM was chosen to pertorm this work due to their local presence, ability to pertorm the work in accordance with Ciry standards, their knowledge of the City and vast experience with this type of work. FISCAL IMPACT Staff has reviewed the agreement and costs The wst of these services is estimated not to exceed $99,472.50, and will be charged to the Storm Wa[er, Water, antl Sanitary Sewer Utilities and the Street Paving CIP. Funding is available in all four accounts. Chap[er 12 of the Municipal Code o/ the Ciry of Oshkosh provides that professional services of a specialized nature, including engineering services, may be prowred without [he use of formal, sealed quotes. I have reviewed this agreement and in accordance with Section 12-16 of the Code, I am hereby recommentling that the Common Council approve lhe award of this engineering services agreement.
