HomeMy WebLinkAbout10. 15-525DECEMBER 8, 2015 15-525 RESOLUTION (CARRIED__7-0___ LOST_______ LAID OVER_______ WITHDRAWN_______) PURPOSE: AUTHORIZE THE FILING OF APPLICATIONS FOR FEDERAL OPERATING AND CAPITAL ASSISTANCE, STATE OPERATING ASSISTANCE, AND COUNTY TRANSPORTATION ASSISTANCE INITIATED BY: TRANSPORTATION DEPARTMENT WHEREAS, the Wisconsin Department of Transportation has the authority to award financial assistance for transportation projects, and WHEREAS, the Federal Transportation Administrator has been delegated authority to award Federal financial assistance for a transportation project, and WHEREAS, Winnebago County has the authority to award financial assistance for transportation projects; and WHEREAS, the grant or cooperative agreement for financial assistance will impose certain obligations upon the Applicant, and may require the Applicant to provide the local share of the project cost, and WHEREAS, the Applicant has or will provide all annual certifications and assurances to the Federal Transit Administration and the Wisconsin Department of Transportation required for the projects; NOW, THEREFORE, BE IT RESOLVED BY the Common Council of the City of Oshkosh 1) That the City Manager is authorized to execute and file an application for state transportation assistance under S.85.20, Wis. Stats. and the Wisconsin Employment Transportation Assistance Program. 2) That the City Manager is authorized to execute and file an application for federal assistance on behalf of the City of Oshkosh with the Federal Transit Administration for federal assistance authorized by 49 U.S.C. chapter 53, Title 23, United States Code, or other federal statutes authorizing a project administered by the Federal Transit Administration. The Applicant is the Designated Recipient as defined by 49 U.S.C. § 5307(a)(2). 3) That the City Manager is authorized to execute and file an application for county transportation assistance and non-profit agency transportation assistance. DECEMBER 8, 2015 15-525 RESOLUTION CONT’D 4) The City Manager is authorized to execute and file with its applications the annual certifications and assurances and other documents the Federal Transit Administration and the Wisconsin Department of Transportation requires before awarding a federal or state assistance grant or cooperative agreement. 5) The City Manager is authorized to execute grant and cooperative agreement with the Federal Transit Administration and the Wisconsin Department of Transportation on behalf of the City of Oshkosh. Oshkosh, WI 54902 (920)232-5342 (920)232-5343fax MEMORANDUM TO: Mazk Rohloff, City Manager �K ��/�Z' FROM: Jim Collins, Transportation Director DATE: December 3, 2015 RE: Filing of Grant Applica[ions for Federal and S[ate Transit Aid This resolution wil] authorize the filing of the following grant applications: 1) 2016 Fedecal Ope�ating and Capital Assistance Grant. 2) 2016 Wisconsin Department of Transportation Operating Grant. 3) 2016 Winnebago County Transportation Assistance. 1) Federal Operating and Capital Assistance Grant GO Transit is applying for 2016 federal opecating assistance in the amount of $1,408,560. The operating grant will cover approximately 30% of [he 2016 projected expenses. GO Transit is applying for 2016 federal capital assistance in the amount of $1,20Q000. The capital gra�t will covec 80% of capital expeuses. The capital projec[ is the purchase of three replacement diesel buses. 2) State of Wisconsin Operating Assistance GO Transit is applying for $1,173,800 in opera[ing assistance from the Wisconsin Department of TranspoRa[ion. The proposed funding Ievel is approximately 25% of operating expenses for calendaz yeaz 2016. 3) Winnebago County and Other Transportation Assistance Programs GO Transit will apply for $363,364 from Winnebago County. The public was able to make comments on the social, economic and environmental aspects of the grant applications. No public comments were ceceived. Pisca] Imoact The approved 2016 CiTy Budget assumed [hat the CiTy would secure [his grant funding. Without applying for this grant funding, the City will not be able to main[ain existing service levels. Applying for these grants does not obligate the Ciry to spend ac�y money beyond what was designated in the approved 2016 City Budget. Recommendation - The Transportation Department recommends the Common Council approve resolution 15-525 to submit these grant applications as prese�ted. Please con[act me if you have any questions.
