PURPOSE: ACCEPT GIFT OF WELCOME SIGNS FROM THE OSHKOSH
COMMUNITY FOUNDATION
INITIATED BY: CITY ADMINISTRATION
WHEREAS a donation has been made by the Oshkosh Community Foundation
for the purchase and installation of Welcome Signs to be located along Algoma
Boulevard near Calvary Cemetery, the intersection of Koeller Street and Oshkosh
th
Avenue, the intersection of Koeller Street and 9 Avenue, the intersection of Koeller
Street and State Trunk Highway 44, and at a location along Jackson Street; and
WHEREAS, the donation is consistent with the strategic plan for the City of
Oshkosh and the Gateway Study to improve entrances into the City, is suitable,
harmonious and compatible with the proposed locations, is a traditional municipal
amenity restoring welcome signs to the community, the signs are suitable to the
environmental conditions and technical and design requirements for the locations
specified and meet all applicable codes; and
WHEREAS, the gift policy allows the City to take on future maintenance costs
related to a gift upon consideration of the community’s need or desire for the donation;
whether, and to what extent the proposed donation provides, a new or diverse
experience for the community and its visitors; the financial capacity of the donor; the
ease of maintenance and repair; and whether the annual maintenance cost is so low as
to be negligible; and
WHEREAS, city staff has evaluated the proposed donation and has determined
that the utility and maintenance costs are so low as to allow them to be absorbed into
the current streetlighting operating budget;
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of
Oshkosh that, on behalf of the residents of this community, the City accepts with deep
gratitude and appreciation the generous donation of Welcome Signs from the Oshkosh
Community Foundation and that the proper City officials are authorized and directed to
take those steps necessary to accept this donation and to properly maintain such
donation during their useful life.

BACKGROUND
The Oshkosh Community Fountlation wishes to donate five (5) "Welcome" signs to the City of Oshkosh
for installation along major traffic corridors within the Ciry. The proposed locations are: Algoma
Boulevard adjacent to Calvary Cemetery; and the intersections of 9�" Avenue and Koeller Street, Oshkosh
Avenue and Koeller Street, antl STH 44 and Koeller StreeL The final location will be along Jackson
Street The final location for this sign has not been determined.
The Community Fountlation and the City have worked to coordinate [he design and installation of the
signs. The signs will be installed by the sign manufacturer. The City will install electrical service to the
signs, restore the disturbetl areas, lantlscape the areas adjacent to the signs, and be responsible for any
opera[ion and maintenance costs.
ANALYSIS
The City of Oshkosh adopted a Gik Policy to provide a foundation for reviewing gifts and donations to the
City of Oshkosh. The policy includes speci(ic cri[eria to be considered in relationship to each proposed
donation, as well as allowing Council the flexibility to consider other criteria on a case by case basis. The
proposed gift of the welcome signs meels many of the policy's established criteria for review. The
donation is consistent with the strategic plan for the City of Oshkosh and the Ga[eway Study to improve
entrances into the City; is suitable, harmonious, and compatible with the proposed locations; is a
traditional municipal amenity restoring welcome signs [o [he community; and [he signs are suitable to the
environmental conditions and technical and design requirements for the locations specifietl antl meet all
appliwble codes. While not noted specifically in the resoWtioq the gmup working on the proposed
donation also considered and took measures with the design and location of the sign to minimize risks
associated with vandalism.
The gift policy also addresses Ihe continuing costs of maintenance associated with potential donations
and allows the City to take on future maintenance wsts rela[ed to a gik upon consideration of the
communitys need or desire for [he donation; whether antl to what extent the pmposed donation provides
a new or diverse experience for the community and its visi[ors; the financial capacity of the donor, the
ease of maintenance and repair; and whether the annual maintenance cost is so low as to be negligible.
In this case, City staff has evaluated the proposed donation and has determined that the utility and
maintenance costs are so low as to allow them to be absorbed into the arrent street lighting operating
budget.
FISCAL IMPACT
The City will be responsible for installation of electric service to serve each sign, for res[oretion of the area
disturbed during installation, for lantlscaping the area around the base of the signs, and for ongoing
operation and maintenance costs. The restorations antl landscaping will be done by Parks Department

staff. The Electrical Division of the Transportation Department will install any needed electrical wires and,
where needed, have an electric service installed by Wisconsin Public Service. The annual cost of
electricity will be minimal, as the light fixtures are LED. Transportation will also be responsible for repairs
from vandalism. These items will be funded through the operating budget. Funding for significant repairs
or replacement will need to be atltlressed when required.
The dona[ion of the Welcome Signs appears consistent with [he Ci[y's Gift Policy and the ability of the
City to take responsibility for the ongoing operation and maintenance costs associated with the proposed
gik. Therefore, staff recommends acceptance of the proposetl donation.
