SECTION 19-1 THROUGH 19-4 Or THE OSHKOSH MUNICIPAL CODE PERTAINiNG

The Ccmmon Council of the City of Oshkosh do �rc�ain as follows:

Sec. 2-58 Ci`�y Ha1I Maintenarice �ivision
(a) The employees of the City Hall Maintenance Division sY�al1 be
under the direct supexvisian of the Directc,r bf Administratior� and
shall be responsible for the maintenance of the City H�11 and the
cen�ral heating plant and such other duties as may be prFSCribed by
�he Director of Administration.
SECTION 3. That Sections 19-1 through 19-7 of �he Ushk�sh Mux3:irigai
Code pertaining ta Parks is hereby recreat�d to read as fo�lows:
Sectiori 19-1. Advisory Park�B�ard.
(a) Creation of Advisory Park Board.
The Advisory Park Board shaZ1 consist of eleven (11� members
appoii�t�d by the City Manager. Initially six (6) individuals shali be
appoin±ed for two (2) year terms and five (5) individuals sha�.l be
ap�?ointed for ane (1) y�ar terms. Subsequent appointments shall be
for t�va (2) yeax �erms. Memb�rs of the Board shall serve w?�hout
salary or other compensation. A chairman sha1.1. be elected by a majorzty
vote among the members and shall serve for a one (1) year texm.
(b) Maetings and Procedures.
The Park Board may adopt rules for its governm�nt and
procedure> Six (6) members of the Board shall canstitute a quorum for
the transaction of business.

T�,e Advisory Park Board is empowered and d�.rected to:
(a) Advise and assist the City Parks Director, CitX Adminis-
t.ration: Conunon Council, an.� Planning Commzssion a.n planning and
develop�_ng the Oshkosh Par} System to include parks, open spaces,
forestrr�, golf courses, muizicipal ceme�eries, wai:e-rways, and otiler
relatec areas.

Sectiori 19-5. General Park and Beach Re�ulations.
(a) Amplification Systerns.
It shall be unlawful to use gubli.c address, ampl�.fiers, and any
other amplification device in any park and recreation area excep-t by
permit.
(b) Concessions.
It shall be unlawful to sell refreshmEnts or any other items
except by concession agreement or by a City Council permit in an,y Gity
Park.
(c} Curfew.
Al1 parks, to include a11 activities, pavilions, shelters, amuse-
ments, and beaches located therein, shall be �3osed between 11:00 p.m.
and 6:00 a.m. with the following excepti.ons:
1. that portion of Menom.inee Park wllich is designated far
boat launching and fishing
2. Rainbow Pa�k far boaters and fishermen
3. a11 of Riverside Park
4. 24th Street boat launching site.
(d) Damage to Property.
No person shall in any manner mar, injure, deface, or destroy any
tree, shrub, or plant standing or growing in the park, nor �ny f�nce,
guide post, bathing gavilion, comfort station., boats, ornamental
lighting post, or any other tha.ng of value in any public park, grounds,
or place, nor disturb or inter�ere with birds or animals kept or frund
in the park.
(e) Driving in Parks.

(f) Fires.
Fires are permitted only in grills.

1. No person shall fish from the south side of or loiter
upon the bridge in Menominee Park which separates the
two (2) lagoons.
2. No golfing, practicing, or swinging of �golf

(h) Regulated Acti.vities.
The following activities are permitted within the Park system
subject to the rules and regulations as promulgated by the Parks
Director:

Performances, including concerts, musical plays, and
any other public entertainment conducted in a park
area.
Athletic activities to include but not limited to base--
ball, football, soccer, tennis on establishec� athletic
areas.
3. Pavilions and picnic shelters.
4. Swi.mming and boating.
(i) Restricted Parking.
No person sha11 park any motor vehicle u�on any of the established
roadways, contrary to Chapter 27 of this codes
(j) Sales in Farks.
It shall be unlaw�ul for any person, organization, group, or
association to vend, se11, peddle, or offer for sale any commodity or

(k) Weapons Prohibited.
The use of firearms, air guns, bow and arrow, sl.ingshots, explosives,
and weapons of every charac�er upon the grounds is strictly prohibited.
(1) Workmen.
Use of any park area shall. be relinquished to any employee
carrying out his work assignmerit.
8ectiori 19-6 Gol� Regulations.
(a) Registration and Permit Required.
No person may play on the Municipal GoJ.f Course without fil�st
recistering and purchasing a greens fee permit at clubhouse. Rain
chF:cks will be issued at clubhouse on day ticket is purchased. No
cash refunds will be r�ade at any tim�. Extra holes wi11 not be
played without purchase o� an �dditic�nal ticket.

(b) Golfing '�rohibited When Course Of�=icial.ly Cl�sed.
No person may practice or play on the b`unicipal Galf Course
�,�hen golf course i� officially closed.
(c) Golfers to Abiae by tcCy�:�..:���„� _
All persons us i.ng the Niunicipal Golf Course must ak�id� by the
rules posted on the golf course and on the score card, and must con-
duct themselves properly at all times.
(d) Swimming Prohibited.
No person shall be permitted to swim in canals or from golf course
�rap•�rty shorelines. No p�rson shall be permitted ta fish a.n canals on
go?r course property. No person shall be allowed to fish beyond signs
placed on golf course shorelines during golfing haurs.
(e) Go1f Instruction.
Golf instruc�ion at the Mun�.cipal Golf Cou�°se may be given only
by the golf professional under contract to the City or- by any person
in his employ. Regular instructors appointed by the Recreatian Depart-
ment may instruct groups under the Department golf program at a.time
and place approved by the professional under contract.
(f) Unauthorized Sales Prohibited.
No person znay sell golf balls, golf equipment, food, candy, or any
type of drink on municipal golf cQUrse property without consent of the
pro-manager or concessionaire.
(g) People on the Golf Course During the GoZf Season.
No person shall be pe?-mitted on the go?f course during the goZf
season unless said person has r�gistered and received a pe�mit from
the clubhouse. Permits for non-golfers will be issued by the club-
house upon requests �or the purpose af following along and watching
players.
(h) Retrieving Golf Bal1s.
No person shall be permitted to retrieve golf baZls on municipal
golf course property unless appoint�ed by pro-manager.
(i) Unauthorized Instructions by ProtessionaZs Prohibited.
No golf profes�iona], or any person w�o wau�.d be cons.idered as a
professional und�r rules of the U.S.G.A, may instruct at the Municipal
Golf Course without express consent of the professional. under contract
�•�ith the City.
(j) Vehicles to be Parked in Designated Areas Only.
No owner of any vehicle and no person sha11 park anX vehicle at
the Mur.zcipal.Golf Course except in authorized areas as designated by
authorized signs.
Section 19-7 Perialties.
(a) Any persoz� who shall v�.olate any of the provisions of this
Chapter of any Section thereof, shall upon conviction thereo�":, be
