BE IT RESOLVED by the Cor:imon Council of the City of Oshkosh
that the proper City officials are hereby authorized and directed
to enter into an appropriate agreement with City Transit Lines,
Inc. for the purpose of furnishing bus service in the City ot
Osn.;cosh through December 31, 1975.

This will confirm the discussion Jim Beci.aait�i of our staff had with Bill Schomisch
concerni.ng the availability of state operating assistance funds for the periad
July 1, 1975, through December 31, 1975.
The compromise state budget b311 for the 1975-77 biennium, which become law
on July 31., provides $7 million to con�inu� funding of the State's two existing
aid programs for urban mass transit. In addition, the 1975 State Budget Act
contains two minor amendments to the statutory langxzage geverning th� operating
assistance program. The first amendment adds "depreriation" to "return on
investment" as cost items not eligible for state reimbursement. The second
adds a definition of "loca2 public body" to Section 85.05.
I would also Iike to point out that, because Che City of Oshkosh can potentially
obtai.n federal Section 5 funds fram UriTA to cover up to 50 percent of its sub-
sidp payments to City Transit Lines for calendar year 1975, we may not be
committing additional state operating assistance funds for the last six months
of the year. Assuming Oshkosh does receive Section S funds equivalent to 50
percent of City Transit Lines' deficit, then tha theoretical sharing of the
bus campany's I975 operata.ng Ioss�s would be:
1/2 - federal
1/3 - state
1/6 - local
