Before such imprc�vements are mad�, tiie Board of Public Works is directed to cause water and sewer service pipes to be laid in said streets from the mains to the curb line of each lot fronting on the said streets and to Y.eep an accurate account of the expense incurxed ir_ �ront of each lot and report the same to the Comptroller wha shall cause the amount charged to each lot to be entered on the tax roll as a special tax agains-t said road, provided, however, that the �oard of Public tiv'orl�:s shall not cause such laterals to be so laid for any part?�ular lot, or parcel wnere, in the opinion of the Board of PuY�lic S��orks, i-� woulc� be impractir�l tr� dc so. 4. The hearing shall be held by the �oard of Public Works at the Caui�,ci.l Chambers in the City Hall at a tizne set by the Clerk in accordance with Section 66.60 (7) of the Wisconsin Statutes. 8. The Board of Public Works and the proper city ofiicials shall do all things necessary so as to complete the installation of storm sewers in said street prior to the improvements thereof, i£ necessary. 10.
