� WHEREAS, Assembly Bill 964 would require changing of the
opera�ion of the Oshkosh School System to a unified or common
school district, and
WHEREAS, said common or unified school district adopts its
own tax rate without any input from the"Fiscal Control Board
but has the city and the various towns collect the taxes as they
presen�l� do, ax�d
WHEREAS, the law presently provides that the el.e��orate of
the City School District may, be referez�dum, change the o�eration
of the school district to a unified school district,
NOW, THER.EFORE, BE IT RESOLVED by the Comman Council of
the �ity of Oshkosh that the City go on record in op�osi�ion of
Assembly Bill 964 for the reason that the Fiscal Control Boara
would lose its financial responsibility and input into the Schoal.
District operation and further that if the electorate of the
Oshkosh School District chaoses to char�ge the operation from
a city school district to a unified school district, the present
law provides ther,l witn a vehicle for accomplishing same; therefore,
a mandate imposed on the electorate by the legislature in Madi.son
is ill-advised. �
BE IT FURTHER RESOLVED that the City Clerk of the City of
Oshkosh is hereby directed to forward certified copies of this
resolution to the City's representatives in the legislature and
to the Chairman of the Assernbly Education Committee.

S�BJECT: ASSEMBLY BILL 964 AND PUBLIC WORKS PROJECTS STATUS REPORT
Attached is a memorandum from Ed Johnson; Executive Director of the League
oi Wisconsin Municipalities and a copy of Assembly Bill 964 re�aring to the
chanoiuo of the school system organization in the state. Unde� fihis Bill,
our school district would be required to change to either a unified school
district or a common school district. In either case, there would no longer
be a Fiscal Control Board with any financial control or say so relative to
tae schools. It is my understanding that the Board of Education or at least
thz school adninistration is �.u�support of this Bill. This ineans basically
�hat thz Board or Education would adopt i�s awn budget and set its own tax
rate. T'he City, of course, would still be responsible for collecting the
t�es.
If the Council is in concurrence with this, it is not necessary to take any
� position. If the Cauncil, however, feels t`nat.it should retain the present
system with a Fiscal Control Board �vith some input into the budgeting of the
school systen, then it would be appropriate to request that a resoluti.on be
� placed on the Council agenda taking a position in opgosiL-ion to the Bill.
Ii any Council Member wants such a resolution on the next Council agenda,
please let me know.
