None Meeting Minutes Tim Schuster Acceptance of October 13, 2015 TRAB meeting minutes. 1st: Steve Herman 2nd: Daniel Becker Carried: 6-0 No Parking 7:30 am - 4:30 pm school days on Southland, N side, from 813' E of Westfield to Eagle Jim Collins In 2012 when the loading zone was created it left a 200' gap where parking is permitted before the no parking zone. He explained that this was not intended to be. 1st: Steve Herman 2nd: Daniel Becker Carried: 6-0 Committee Name: Traffic Review Advisory Board Date: 11/10/15 Location: City Hall 2 Topic Facilitated by: Discussion Actions No parking on Church Ave., S side, from Division St. to 124' W of Division St. Jim Collins Jim Collins explained the Police Department has been installing temporary no parking sign for the 21 weeks of the year the Farmer’s Market is held due to sight restrictions and pedestrian safety concerns. Sgt. Harris spoke with Mr. Leatherman, of the Farmer’s Market, and he supports no parking in this area. 1st: Steve Herman 2nd: Daniel Becker Carried: 6-0 Close Mill Street between Waugoo Avenue & School Avenue Jim Collins Alexa Naudziunas Steve Ghode Roger Bartel Jim Collins explained in the 2018 CIP, Public Works proposed closing the street off in conjunction with the green space proposal from the neighborhood association. Alexa Naudziunas, of the Planning Department, said the small triangle was an opportunity for green space with potential for art display or a community garden. Steve Gohde, Of Public Works, stated closing this portion of Mill St. would fix this substandard intersection. He went on to say half the road will be removed for utility improvements, so it would be cost effective to remove the road now versus repairing half now and ripping it out in two years. He explained homeowners would not be charged the extra cost for the additional length of their aprons. Roger Bartel, of 323 Bowen St., told he is disabled and it would be very difficult for him to shovel the longer apron that would be created if this proposal passed. He voiced concerns about how school children would get from the existing sidewalk to Bowen Street to cross to the Lutheran School in winter with snow piled on the terrace. 1st: Steve Herman 2nd: Daniel Becker Lost: 0 - 6 A request to clean up errors in the Municipal Parking Code Jim Collins Jim Collins said he would like to modify the 1-hour parking on 7th Ave., north side, from 110’ e of Ohio St. to 70’ west of Ohio St. He explained there is a fire hydrant and a driveway located where the additional 29’ of parking is being removed. Jim Collins told that Minnesota St. from 7th Ave. to 8th Ave. has been signed to permit 2-hour parking 8 a.m. to 6 p.m. on both sides. Traffic Signal – traffic counts do not warrant and there are serious safety concerns 2. One way in & one way out – school district opposes removal of green space 3. Roundabout – city, county, consultants and school district agree this is the best option. There was discussion. None Future Agenda Items Daniel Scieszinski Ross Wandschneider Dan Scieszinski asked if the configuration on Westowne Ave. could be changed from right turn/through lane to left turn/through lane since there would be minimal oncoming traffic from the Kwik Trip. Ross Wandschneider asked Jim to look into why the intersection of Viola and Linwood Avenues by North High School is a 4 way stop.
